Mission: To institutionalize a restorative justice and welfare system for children at risk and children in conflict with the law through the effective implementation of the law and coordination among stakeholders in a prot

Goals: For Beneficiaries: To prevent children at risk from committing crimes and to ensure that children in conflict with the law are rehabilitated and reintegrated with their families and communities. More than a century ago, Dr. Jose Rizal wrote the words “Ang kabataan ang pag-asa ng bayan,” a belief that the Province of Biliran continues to uphold through a partnership that gives children in conflict with the law (CICL) an opportunity to begin again.

The Responsible Youth and Family Program (RYFP) is a partnership among Biliran’s eight municipalities that provides sustained support for the rehabilitation and reintegration of children in Biliran Bahay Pag-asa.

Through a Memorandum of Agreement (MOA), LGUs contribute a portion of their funds to help sustain operations and ensure continuous services for children in need.
