In 2017, the Philippines reaffirmed its commitment to the global effort to limit the temperature rise to 1.5°C including the operationalization of REDD+ (Reducing Emissions from Deforestation and Forest Degradation) — a mechanism that incentivizes developing countries to reduce emissions from deforestation and forest degradation. Executive Order No. 881, series of 2011 designated the DENR to lead REDD+ implementation, with the Forest Management Bureau to operationalize and implement the REDD+ action targets based on the Warsaw Framework for REDD+ (WFR) which sets out technical guidance and assessment processes for key REDD+ components.

To access Results-based Payments (RBP), four (4) key elements shall be fully established and operational, namely: a) National Strategy/ Action Plan, b) Forest Reference Emission Level (FREL), c) Safeguards Information System (SIS) and d) National Forest Monitoring System (NFMS). While the REDD+ Action Plan of the Philippines has already been formulated and updated, and the country's FRL/FREL was submitted in 2023, covering the period from 2000 to 2018, there are two (2) remaining systems that need to be established to proceed in the implementation phase.

Following development and pilot testing, the Forest Management Bureau is now launching the Satellite Land Monitoring System (SLMS) and Safeguards Information System (SIS) across DENR Regional Offices. On August 26-27, 2026, a virtual national orientation was convened to familiarize DENR Regional counterparts with the functionality, key features, operational roles of the SLMS and SIS.

The orientation serves as a platform to build technical understanding, promote coordinated use of the systems, and strengthen institutional capacity for monitoring, reporting, and verification and safeguards compliance, and highlight the importance of field personnel in bolstering our efforts towards a net-zero country.

Key national government agencies and environment stakeholders assembled on August 17–18 at the Forest Management Bureau for a two-day national consultation focused on finalizing the Landscape-Level Forest and Landscape Restoration (FLR) Plan and its accompanying Monitoring and Evaluation (M&E) Framework.

The consultation aims to establish a shared, harmonized framework for forest planning and tracking restoration progress nationwide. During the consultation, participants are to exchange technical insights, validate proposed FLR indicators, and identify strategies to align restoration priorities with existing sectoral plans, local government initiatives, and ancestral domain sustainable development frameworks.

This collaborative effort seeks to build an integrated, practical, and sustainable approach to landscape restoration, designed to strengthen ecosystems, local communities, and institutional governance for generations to come.

One step to greener communities!

The Forest Management Bureau, through the BD Corridor Project, spearheaded the first batch of Sustainable Forest Management (SFM) grant awarding activities for qualified Community-Based Forest Management (CBFM) People’s Organizations within Mindoro Biodiversity Corridor (MBC) last 20-29 July 2026.

Facilitated by the Forest Foundation Philippines (FFP) and assisted by the Palec and Amigos Urban Environ Forestry Support Services, the activity marks the beginning of a series of SFM grant awards that will support community-led sustainable forest management interventions, forest restoration, biodiversity conservation, and livelihood opportunities.

The first batch of grant recipients includes (1) Sitio Little Baguio CBFMA (SLBCA), (2) Balatbat Rural Workers CBFM Association, Inc. (BRWCAI), (3) Cambunang CBFM Association, Inc. (CCBFMAI), (4) Kahuyang Guinto CBFM Association, Inc. (KGCBFMAI), and (5) Samahang Magsasaka ng Kabangkalan para sa Kaunlaran, Inc. (SMKKI).

The awarding activities highlighted the shared commitment of the government, development partners, and local communities to strengthen community-based forest management and empower local stewards as active partners in protecting and sustainably managing our forests.

The journey continues as the second and third batches of SFM Grant Awarding activities are scheduled for August and September 2026, extending support to more communities within the Mindoro Biodiversity Corridor and Eastern Mindanao Biodiversity Corridor.

From grants to action, and from communities to forests—every step brings us closer to greener and more resilient communities.

On 30 July 2026, the Forest Management Bureau successfully conducted an investment forum at Makati Diamond Residences. With the theme, “Empowering Investments: Advancing Community Partnerships in Sustainable Forest Management”. The forum intends to connect forest communities, who are the frontline stewards of protecting the environment, and doing livelihood in these forest areas to relevant agencies, partners, legislators, and banks, assisting them in financing, capital infusion, and business expansion.

Led by Undersecretary for Policy, Planning, and International Affairs Atty. Jonas Leones and FMB Assistant Director Atty. Ray Thomas Kabigting, the forum featured a series of presentations from the FMB, Community-Based Forest Management Peoples’ Organizations (CBFM-POs), and banking institutions, and also an exhibit displaying the CBFM-POs businesses and products.

FMB presented the country's forest landscape with CBFM communities and highlighted the role of CBFM communities as long-term stewards and investment partners in sustainable forest management, emphasizing stronger collaboration between communities and the private sector.

One of the highlights of the event was the eight (8) CBFM-POs shared stories of their forest-based enterprises, community-led conservation initiatives, and sustainable livelihood practices. They showcased their organizations’ means of transforming forest resources into livelihood products, while emphasizing the need for broader market access, financing, capacity building, and strategic partnerships to further strengthen their enterprises.

Resource persons from the Bangko Sentral ng Pilipinas, Banco de Oro, and Bank of the Philippine Islands discussed sustainable finance opportunities, and banking solutions that can help POs and forest-based enterprises access capital, strengthen financial resilience, and scale sustainable livelihood initiatives. During the panel, they emphasized that to be able to move forward as bankable businesses, there should be a change in the mindset and behavior apart from the usual assistance from government agencies, and think progressively.

Highlighting collaboration and partnerships, a signing of the several Memoranda of Understanding for the Forests for Life: 5 Million Trees by 2028 Program with B. Braun Medical Supplies, Inc., Association of CPAs for Sustainability, Inc., Megaworld Corporation, and Filinvest Development Corporation Misamis Power Corporation were instituted – formalizing the partnership under the program and reaffirming their commitment in forest restoration initiatives.

The forum also featured the launch of the Frontline Services Transaction System for the Sustainable Forest Land Management Agreement, a fully digitized platform that streamlines tenure application processes through faster, simpler, and more secure online transactions, advancing transparent and science-based forest governance.

The event served as a platform to strengthen partnerships among government, the private sector, financial institutions, development partners, and local communities, fostering investments that empower POs, promote sustainable forest management, and build resilient forest landscapes that provide lasting environmental, social, and economic benefits.
