STOP means FULL STOP.

1. Slow down and prepare to stop. As you approach the stop sign, gently step on the brakes to reduce your speed. Keep your eyes on the road and anticipate where you’ll need to come to a full stop. Slowing your vehicle prior to arriving at the stop sign will allow you to maintain better control of your car and avoid unexpected hard stops.

2. Make a complete stop. Stop your vehicle completely before the stop line, crosswalk, or intersection. Your wheels must come to a full stop—no rolling stops. This time is important for the safety of pedestrians and gives you a chance to look around before proceeding through the intersection.

3. After stopping, look carefully in all directions—left, right, and ahead—for vehicles, cyclists, or pedestrians. Yield the right-of-way to those who arrived first or are already crossing. if you demonstrate patience in this situation, it prevents road crash and confusion.

4. Proceed when it's safe. Once you’re sure the intersection is clear and it’s your turn, slowly increase your speed as you leave the intersection while keeping your eyes open for any sudden changes in traffic. Always prioritize safety before speed.

Dr. Regidor, the 5th Director of UP ICE, is a distinguished transportation engineer and a Professor of the Transportation Engineering Group of UP ICE. He is also a Fellow and former Director of the UP National Center for Transportation Studies (NCTS), where he has made significant contributions to transportation research, education, and policy.

UP NCTS Wraps Up Advanced Traffic Administration Course for LGUs

The University of the Philippines National Center for Transportation Studies (UP NCTS) successfully concluded its Advanced Traffic Administration Course (ATAC) held from November 17–21, 2025, with participants from Laoag City, San Fernando (La Union), Baguio City, Santa Rosa City, Pasig City, and representatives from CTI and Hydronet.

The ATAC 2025 program reinforces UP NCTS’ commitment to supporting LGUs and transport institutions in improving traffic management and promoting safe, efficient, and sustainable mobility systems nationwide.

🚦 Building a Safer and More Efficient Naga City

The UP National Center for Transportation Studies presented the key findings and recommendations of the Transport and Traffic Management Plan to Mayor Leni Robredo and the Naga City Urban Transport and Mobility Council. This meeting, supported by UP NCTSFI, BISCAST, and the City Government of Naga, also tackled the proposed operational guidelines of the NCUTMC and the creation of the Naga City Pedestrian and Commuters Advisory Council, reinforcing shared efforts toward sustainable transport, better mobility, and safer roads.

The team later met with the Naga Youth Council to discuss their proposed ordinance on strengthening the city’s traffic codes and public parking regulations.

To further understand on-ground conditions, the NCTS team joined the city’s urban transport personnel and traffic enforcers at one of Naga’s busiest intersections to observe actual vehicle and pedestrian flow.

NCTS REPS Present Research Contributions and Receive Recognition at SULONG REPS 2025!

The UP National Center for Transportation Studies celebrates the work and participation of our REPS at SULONG REPS 2025, an event that highlights their contributions to the 2030 Sustainable Development Goals.

Congratulations to Mr. Sahid Kamid for winning Best Oral Presentation for delivering his team’s co-authored study on motorcycle crash risks. We also commend Mr. Glenn Latonero for presenting on school road safety interventions and Ms. Maribelle Lobendino for her poster on pedestrian activity and tactical urbanism, together with their co-authors and fellow NCTS REPS.

Their participation reflects our commitment to safer mobility, sustainable communities, and evidence-based public service.

NCTS Welcomes Student Interns from UPIS

The National Center for Transportation Studies welcomes four Grade 12 students from the UP Integrated School for a ten day internship that runs from November 12 to 25, 2025. They are enrolled in the Applied Sciences and Engineering track, and their training includes hands on work in research, knowledge product development, and career exploration in engineering. The interns received an orientation from Ms. Maribelle Lobendino and a courtesy call with NCTS Director Dr. Jun T. Castro, marking the start of an experience that strengthens their competencies, work ethics, and values for higher education and future professional growth.

Safer school zones begin with empowered communities!

Children deserve safe journeys to and from school, and this is exactly what the NLEX Corporation and UP NCTS worked on last month. The initiative equipped stakeholders with practical, evidence-based methods to assess road risks, conduct SR4S surveys, and identify life-saving interventions. This multisector effort demonstrated how collective action, supported by sound data and strong local leadership, can protect children along busy road corridors.

Congratulations to the new SR4S assessors who completed the learning sessions prepared specifically for this capacity-building program.

Harassment covers a broad range of offensive behaviors. Among a variety of its forms, sexual harassment is a common form of harassment, often witnessed in workplaces and public venues. It is defined as an unwanted, unwarranted, and annoying or uncomfortable to the person on the receiving end of the behavior. It also does not require that the actions must be continued or routine.

Sexual harassment in public transport is a common, yet little-discussed form of gender-based aggression, specifically targeting women. Such abuses have significance on the mental health of the victims. It also leads them to abandon work and education due to the fear of being harassed on their route.

To address the current issues surrounding sexual harassment in public transport, a webinar entitled “Feeling harassed ka ba? Halika usap tayo!”, will be conducted on November 20, 2025, Thursday, 1:30-4:00 p.m. The webinar aims to: discuss the different forms of harassment in public transport; enlighten the public about the various laws relating to sexual harassment; provide safety advice when in public spaces that can help create a safer environment for everyone; and provide sexual harassment situations and how they were handled.
