Before laws shaped the nation, rules shaped the legislature.

This 1910 Rules of the House of Representatives, written in Spanish, offers a glimpse into the procedures and parliamentary traditions that guided the Philippine Legislature during the early years of representative government.

More than a century later, the Rules of the House continue to serve as an essential framework for legislative proceedings, evolving alongside the institution and the democracy it serves.

At THE HOUSE Legislative Museum, documents such as this connect us with the foundations of our legislative heritage. They remind us that the history of Congress is preserved not only through landmark laws and distinguished leaders, but also through the rules, records, and practices that shaped the institution.

| Mga Kabarangay, kung matatandaan, noong Nobyembre 24, 2025, inilahad natin sa Kamara ang isang Privilege Speech tungkol sa seryosong banta ng mga foreign rocket debris mula sa magkakasunod na rocket launches ng China na nakaapekto sa Palawan at mga karatig na lalawigan.

Binigyang diin natin noon ang panganib na dulot nito sa kaligtasan ng ating mga mangingisda, mga pamayanang nasa baybayin, at maging sa ating karagatan at likas na yaman. Higit sa lahat, nanawagan tayo ng mas maagap at mas matatag na pagtugon ng pamahalaan upang maprotektahan ang kapakanan ng mga Pilipino at maisulong ang ating pambansang interes.

Ngayon, isang malaking karangalan na ang naturang Privilege Speech ay napiling maisama sa In the Name of the People, isang compilation ng mga piling talumpati ng mga Miyembro ng House of Representatives sa Ika-20 Kongreso.

Ang aklat na ito ay ipinamahagi sa mga dumalo sa 2026 State of the Nation Address (SONA) bilang bahagi ng dokumentasyon ng mahahalagang talumpating naitala sa Kamara.

Ang pagkilalang ito ay hindi lamang para sa isang talumpati, kundi para sa patuloy nating paninindigan na ipaglaban ang kaligtasan ng ating mga kababayan, pangalagaan ang ating likas na yaman, at isulong ang kapakanan ng Palawan at ng buong sambayanang Pilipino.
