Philippine Public Safety College (PPSC)

Philippine Public Safety College (PPSC) Towards EXCELLENCE and QUALITY Public Safety Services PPSC was established under Section 66 of RA 6975. The PPSC is one of the bureaus under the DILG.
(3)

The promulgation of Republic Act 6975, otherwise known as the Department of the Interior and Local Government (DILG) Act of 1990, operationalized and initiated the call for a tangible reform in the country's public safety services particularly for the uniformed bureaus under DILG. The same Act factually complied with the constitutional mandate for a unified single national police force, which is c

ivilian in character under the administration of the National Police Commission (NAPOLCOM). Likewise, the same law upgraded the fire and jail services as new and separate bureaus under the DILG stewardship. However, in 2019, the law was ratified through RA 11279 which transfers two of PPSC’s Constituent Units (CUs) to the Philippine National Police (PNP). Hence, PPSC along with its remaining four CUs namely the National Police College (NPC), National Fire Training Institute (NFTI), National Jail Management and Penology Training Institute (NJMPTI), and National Forensic Science Training Institute (NFSTI) is now considered as the premier educational institution for the training, human resource development, and continuing education of all personnel of the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP), and the officers of the PNP as well as other public safety government agencies. It has a Board of Trustees (BOT) which exercises policy making functions in accordance with general policies, plans and programs on education as may be formulated by higher authorities. The BOT is comprised of the DILG Secretary as chairman, the head of the PNP, BFP and BJMP as members, and the PPSC President as ex-officio member. The creation of the PPSC is particularly significant as it symbolizes the new level of cooperation of the five component agencies in the transformation of the country's public safety services.

READ | DILG: PPSC Strengthens Cybersecurity Workforce Through National Cyber Training Institute

As criminals increasingly exploit digital platforms to target individuals, businesses, and institutions, the Philippine Public Safety College (PPSC) is strengthening the country's cybersecurity workforce to help keep communities safe in an increasingly connected world, the Department of the Interior and Local Government (DILG) said.

The DILG highlighted the role of the PPSC's National Cyber Training Institute (NCTI) in preparing law enforcement personnel to address emerging cyber threats, strengthen digital investigations, and enhance the government's capacity to protect the public from online crimes.

The initiative supports President Ferdinand R. Marcos Jr.'s vision of building safer, smarter, and more resilient communities while advancing the administration's digitalization and cybersecurity agenda.

"As technology evolves, so do the threats faced by our communities. Our law enforcement personnel must be equipped not only to respond to crimes on the ground, but also to crimes committed in cyberspace. Through the NCTI, we are building the expertise needed to protect Filipinos in the digital age," the Department said.

The NCTI provides specialized training designed to help law enforcement officers identify, detect, investigate, and respond to cyber threats while strengthening the protection of public institutions and critical systems against digital risks.

At present, the Institute has 183 students enrolled in three specialized programs and has already produced 514 graduates through its Cyber Leadership Executive Course (CLEC), Cyber Orientation Course (COC), and Cyber Intermediate Course (CIC).

Recognizing that cybersecurity is a shared responsibility, the NCTI has also expanded its training initiatives to the youth sector through the Cyber Youth Leadership Course (CYLC), implemented in partnership with the National Youth Commission (NYC).

The program's first batch consists of 45 scholars composed of Sangguniang Kabataan officials, Local Youth Development Officers, and Youth Organization Registration Program (YORP) officers from the National Capital Region, CALABARZON, and Central Luzon.

Building on the success of the pilot run, the second batch will expand participation to students from State Universities and Colleges (SUCs) and community youth leaders in coordination with local government units.

Meanwhile, the PPSC continues to strengthen the overall capabilities of the country's public safety sector through its Master Education and Training Program (METP), which provides competency-based training for police, fire, jail, and other public safety personnel.

As of 2025, the program has completed 218 classes and produced 11,219 graduates nationwide. Another 34 classes remain ongoing, with 1,389 students and trainees currently undergoing training across PPSC constituent units, reinforcing the government's commitment to developing a highly skilled, professional, and future-ready public safety workforce.

Starting today, we celebrate the National Flag Days by displaying our National Flag in our homes, schools, and offices in celebration of our nation’s independence.

Ceremonies will be held throughout the country, especially in the following sites:
πŸ“Œ Dambana ng Pambansang Watawat, Alapan, Imus City, Cavite (with City Government of Imus)
πŸ“Œ Rizal Park Luneta, Ermita, Manila (with National Parks Development Committee and Salute To A Clean Flag Movement)
πŸ“Œ NHCP Museo nina Marcela MariΓ±o at Felipe Agoncillo, Taal, Batangas (with Municipality of TAAL)
πŸ“Œ Samonte Park, Cavite City, Cavite (in the afternoon, with City Government of Cavite)

May 28 was selected as the start of the National Flag Days as it is the anniversary of the Battle of Alapan. Filipino revolutionary forces under the overall command of General Emilio Aguinaldo, who returned from exile on 18 May 1898, defeated a large Spanish force at the field of Alapan, Imus, Cavite. In celebration of the victory, Aguinaldo unfurled and showed to the Filipino people for the first time the new National Flag made by Marcela MariΓ±o de Agoncillo in Hong Kong at the Teatro CaviteΓ±o in Cavite City.

The new flag, which featured the red and blue fields with a white triangle superimposed by a sun with eight rays and three stars, would become the Flag of the Philippine nation and is the basis for our present-day standard.
