THE GOLD STANDARD OF GOVERNANCE: DL’s Triumph Anchored on Strategic Leadership and Oversight

The Philippine National Police (PNP) has once again raised the bar of institutional excellence as the Directorate for Logistics (DL) achieved the Performance Governance System (PGS) Institutionalized Status, highlighted by the prestigious Gold Eagle Award.

This milestone is more than a ceremonial recognition — it is a clear affirmation that disciplined governance, transparency and results-driven leadership can transform even the most complex organizational systems into models of efficiency and accountability.

At the core of this achievement is a rigorous evaluation journey marked by the Institutionalization Evaluation Process, where the DL consistently demonstrated “Best Practice” performance across strategy ex*****on, stakeholder engagement and breakthrough operational results.

Under the leadership of PMGen. Martin Defensor Jr, the directorate showcased how logistics — often considered a support function — can become a strategic pillar of police effectiveness by ensuring that resources, supplies and infrastructure are delivered with precision and integrity.

A defining moment came during the Public Revalida held on April 13, 2026, where the DL defended its governance report before a high-level panel composed of key transformation leaders, including PMGen. Wilson Joseph Lopez.

Among the most critical figures in this process was PBGen. Madeline Cacao, whose role as Center For Police Strategy Management Chief ensured that the evaluation remained anchored on strict strategic governance standards, data integrity and performance validation.

Her participation reinforced the credibility of the PGS framework by ensuring that every claimed breakthrough was supported by measurable evidence and aligned with the PNP Transformation Agenda.

The culmination of this journey was the conferment of the Institutionalized Status with an outstanding 96.87% rating, formally awarded under the leadership of Police Gen. Jose Melencio Nartatez Jr.

Alongside senior leaders of the PNP transformation ecosystem, the DL received the Gold Eagle Award, Transformation Plaque and Institutionalization Pin — symbols of a fully matured governance system.

In essence, the success of the DL is not only a testament to logistical excellence but also to strong institutional synergy.

The Directorate for Personnel and Records Management (DPRM) successfully underwent the Institutionalization Evaluation Process (IEP) Performance Governance Reporting Public Revalida conducted by the Center for Police Strategy Management (CPSM) on June 11, 2026, at the Sinagtala P.A.T.R.O.Lers’ Hall, CPSM, Camp BGen Rafael T. Crame, Quezon City.

The activity formally commenced with welcome remarks from PCOL WILSON L DOROMAL, Assistant Chief, CPSM, followed by a briefing for the panelists delivered by PBGEN MADELINE D CACAO, Chief, CPSM. Guidance and strategic insights were likewise provided by PLTGEN NERI VINCENT D IGNACIO, The Chief of Directorial Staff (TCDS) and Chairman of the Board of Panel, who emphasized the significance of performance governance and institutional excellence in advancing the PNP Transformation Program.

Present during the activity as members of the Board of Panel and distinguished panelists were PCOL EDWIN L PORTENTO (Ret.), Former Director, PRSS; SECRETARY OSCAR F VALENZUELA, DDB/Vice-Chairperson for Internal Affairs, NAGPTD; PCOL PERCIVAL R ZORILLA, C, RPRMD, NCRPO; PCOL LYRA STELLA C VALERA, C, ARMD, LS; and PCOL MARY IVY E SALAZAR, C, ARMD, ACG, whose expertise and valuable insights contributed to the thorough evaluation of DPRM’s governance and performance initiatives.

During the Public Revalida, PBGEN JAYSEN C DE GUZMAN, Acting Director, DPRM, presented the Unit’s accomplishments, initiatives, and governance performance milestones for evaluation by the Board of Panel. The presentation highlighted DPRM’s sustained efforts in strengthening personnel management systems, promoting organizational excellence, and aligning its programs with the strategic objectives of the Philippine National Police.

The activity concluded with a question-and-answer session and panel deliberation, followed by the announcement of the Revalida results by TCDS in his capacity as Chairman of the Board of Panel.

The successful conduct of the Public Revalida underscores DPRM’s dedication to institutionalizing good governance, enhancing organizational performance, and supporting the PNP’s mission of delivering responsive and professional police service to the Filipino people.

The Directorate for Education and Training (DET), headed by Director PMGEN BOWENN JOEY M MASAUDING, convened an Impact Validation Focus Group Discussion (FGD) at the DET Main Conference Room, Camp BGen Rafael T. Crame, Quezon City, on June 10, 2026. The activity forms part of the Directorate’s continuing efforts to assess the effectiveness, relevance, and sustainability of its education and training programs, ensuring that these initiatives remain responsive to the evolving demands of police service and professional development.

The program formally opened with welcome remarks from PBGEN ROMEO RUEL R BERANGO, Acting Deputy Director, DET, who underscored the importance of evidence-based evaluation in strengthening institutional learning and organizational excellence. This was followed by a briefing on the Impact Validation initiative delivered by PCOL GEMMA C VINLUAN, AEx-O, DET, highlighting the objectives, methodology, and expected outcomes of the validation process.

The discussion also featured the introduction of the Impact Validation Team led by PBGEN ALADDIN M COLLADO, Acting Deputy Director for Plans and Team Leader of the Third-Party Audit Team. He likewise facilitated the Focus Group Discussion, engaging stakeholders and key officials in meaningful exchanges of insights, experiences, and recommendations aimed at enhancing the quality and impact of PNP education and training programs. The collaborative discussions provided valuable inputs toward strengthening policy development, program implementation, and organizational learning within the Philippine National Police. Meanwhile, PBGEN VICTOR V. AREVALO (Ret.), Director of the National Police College, also joined in the activity via the Zoom platform.

In his guidance message, TDET, emphasized that the true measure of success is the positive impact of education and training on personnel, the organization, and the communities they serve. It expressed gratitude for stakeholders’ participation and feedback, reaffirmed its commitment to continuously improving training programs, and called for collective efforts toward a responsive, capable, and values-oriented PNP that delivers better service to the Filipino people under the vision of “Bagong PNP para sa Bagong Pilipinas.”

The Philippine National Police Maritime Group (PNP MG), under the leadership of Officer-in-Charge PBGEN CRISALEO R TOLENTINO, in collaboration with the Center for Police Strategy Management (CPSM), successfully conducted the Institutionalization Evaluation Process (IEP) Entrance Briefing on June 9, 2026, at Sinagtala Hall, CPSM Building, Camp BGen Rafael T. Crame, Quezon City. The activity marked the formal commencement of the Third-Party Audit, which aims to assess the Maritime Group’s compliance with governance and performance management standards under the PNP P.A.T.R.O.L. Plan 2030

The program opened with welcome remarks delivered by PCOL HADJI P BALLANGAN, C, PSMU, who emphasized the importance of continuous organizational improvement and institutional excellence. The briefing also served as an opportunity to introduce key officers and stakeholders who will play vital roles throughout the evaluation process.

A comprehensive presentation on the purpose, scope, and mechanics of the audit was delivered on behalf of PBGEN JOSEFINO D LIGAN, Deputy Director, DO, and Third-Party Audit Team Leader, by PCOL AMANTE B DARO, Ex-O, DO. The presentation provided participants with a clear understanding of the IEP and its role in strengthening organizational governance and performance excellence within the PNP. This was followed by a briefing on the Maritime Group’s Performance Governance System (PGS) milestones presented by PCOL RHODERICK B CAMPO, DDA and Chairman of the Technical Working Group (TWG) on MG P.A.T.R.O.L. Plan 2030, highlighting the unit’s accomplishments and governance initiatives in support of organizational transformation.

The Center for Police Strategy Management (CPSM) convened a Coordinating Meeting on the Proposed Joint AFP-PNP-PCG Education and Training (JAPPET) Roadmap on June 4, 2026, at the Sinagtala P.A.T.R.O.L.ers’ Hall, Camp BGen Rafael T Crame, Quezon City. The activity was conducted under the authority of PBGEN MADELINE D CACAO, Chief, CPSM, and presided over by PCOL RESTITUTO A PANGUSBAN, OIC, Chief of Staff, CPSM.

The meeting gathered key CPSM personnel together with representatives from the Armed Forces of the Philippines (AFP), led by COL MARIE THERESA C MARAÑON, PAF, and PLTCOL BARRY F DOLLENTE, AC, UTPDD, Directorate for Education and Training (DET), to discuss collaborative initiatives aimed at strengthening education, training, and strategic development efforts. The activity served as a platform for inter-agency coordination and alignment of priorities toward the successful implementation of the proposed roadmap.

During the program, participants were briefed on the updated Philippine National Police (PNP) Charter Statement and Roadmap, presented by PMAJ LEO MIKHAIL P MENESES, C, SCS, SMD. The presentation highlighted the PNP’s strategic direction and emphasized the importance of institutionalizing programs that support organizational excellence and professional growth.

The activity concluded with an open forum that allowed stakeholders to exchange insights, clarify operational concerns, and provide recommendations to further refine the proposed JAPPET Roadmap. The Directorate for Intelligence (DI), under the leadership of PBGEN ARNOLD P ARDIENTE, Officer-in-Charge, Directorate for Intelligence (OIC, DI), successfully underwent the Institutionalization Evaluation Process (IEP) Exit Briefing on June 3, 2026, at the DI Conference Room, 2nd Floor, NHQ Building, Camp BGen Rafael T. Crame, Quezon City. The activity marked the culmination of the Third-Party Audit Phase, during which the auditors presented the findings and recommendations of the Performance Audit, as well as the results of the Impact Validation conducted as part of the Directorate’s continuing pursuit of institutionalization under the Performance Governance System.

During the program, PCOL NOEL C ESPINOSA, Chief, IOD, DI, delivered the welcome remarks and underscored the significance of institutionalization in sustaining organizational excellence and operational effectiveness. Also present during the activity was PCOL EDWIN L PORTENTO (Ret.), former Director, PNP RSS and External Partner, whose participation further highlighted the value of stakeholder engagement and external collaboration in advancing the Directorate’s governance and transformation initiatives. Thereafter, PBGEN MADELINE D CACAO, Chief, Center for Police Strategy Management (CPSM) and Team Leader of the Third-Party Audit Team, presented the consolidated results of the Performance Audit and Impact Validation, highlighting the Directorate’s accomplishments, best practices, validated breakthrough results, and opportunities for further enhancement in support of the PNP’s transformation agenda.

Following the presentation, PBGEN CACAO formally declared that the Directorate for Intelligence had successfully passed the Third-Party Audit Phase of the Institutionalization Evaluation Process, making the Directorate ready to prepare for the succeeding Public Revalida. The declaration marked a significant milestone in the Directorate’s governance journey and affirmed its commitment to institutionalizing reforms and sustaining breakthrough results.

In the closing guidance delivered on behalf of the OIC, DI, PBGEN CANDELARIO expressed his appreciation to the CPSM Third-Party Audit Team, PCOL PORTENTO, members of the DI TWG, and all personnel who contributed to the successful conduct of the audit. He reaffirmed the Directorate’s commitment to continuously strengthening governance mechanisms, enhancing organizational capabilities, and sustaining the gains achieved through the implementation of the PNP P.A.T.R.O.L. The Center for Police Strategy Management (CPSM) successfully conducted its 102nd Police Leadership and Good Governance Lecture Series on June 3, 2026, at the CPSM Sinagtala PATROLers Hall, Camp BGen Rafael T. Crame, Quezon City. With the theme, “The Value of Engineering in Leadership and Strategy for Public Safety,” the activity gathered police officers and personnel to further strengthen their understanding of strategic leadership, innovation, and good governance in the pursuit of enhanced public safety and organizational excellence.

The program commenced with an invocation, followed by the acknowledgment of participants and welcome remarks delivered by PLTCOL ROMEL M SANTOS, Officer-in-Charge, OAD, CPSM. The guest resource speaker was formally introduced by PCOL RESTITUTO A PANGUSBAN, Officer-in-Charge, Chief of Staff, CPSM. The lecture proper featured Engr. Eunice Chelzea C. Gallardo, Treasurer of the NAGPTD, who shared valuable insights on the integration of engineering principles into leadership, strategic planning, and decision-making processes in the field of public safety.

In her presentation, Engr. Gallardo emphasized how engineering-based approaches promote systematic problem-solving, innovation, risk assessment, and evidence-based decision-making—critical competencies for modern police leaders. She highlighted the importance of adopting analytical and strategic perspectives in addressing complex public safety challenges, enabling law enforcement organizations to become more adaptive, efficient, and responsive to the needs of the communities they serve.

The activity concluded with an engaging open forum facilitated by PLTCOL JONATHAN O DEL ROSARIO, Assistant Chief, OAD, CPSM, where participants exchanged ideas and sought further clarification on key concepts discussed during the lecture. 𝐃𝐑𝐈𝐕𝐈𝐍𝐆 𝐑𝐄𝐅𝐎𝐑𝐌𝐒: 𝐋𝐒𝐒 𝐇𝐎𝐋𝐃𝐒 𝐈𝐄𝐏 𝐈𝐌𝐏𝐀𝐂𝐓 𝐕𝐀𝐋𝐈𝐃𝐀𝐓𝐈𝐎𝐍 𝐅𝐎𝐂𝐔𝐒 𝐆𝐑𝐎𝐔𝐏 𝐃𝐈𝐒𝐂𝐔𝐒𝐒𝐈𝐎𝐍

The Logistics Support Service (LSS), under the leadership of PBGEN NOEL B VALLO, and in coordination with the Center for Police Strategic Management (CPSM), successfully conducted the LSS Impact Validation Focus Group Discussion (FGD) on June 2, 2026, at the LSS TMD Multi-Purpose Hall, Camp BGen Rafael T. Crame, Quezon City. This evaluation assessed the Service’s commitment to sustaining its breakthrough results and institutional reforms under the Institutionalization Evaluation Process (IEP).

The event commenced with welcome remarks from PCOL WARLITO C SERNA, Chief of Staff, LSS, followed by an Audio-Visual Presentation highlighting the Service’s accomplishments and transformation initiatives. Thereafter, PBGEN ROEL C RODOLFO, Deputy Director, Directorate for Logistics (DL) and Team Leader of the Third-Party Audit Team, introduced the members of the validation team and provided guidance on the conduct of the activity. Ms. Angelina M. Carreon, Chairperson of the LSS Advisory Group, also delivered a vital message of support, reinforcing the collaborative partnership between internal and external stakeholders.

The focus group discussion was facilitated by PBGEN ROEL C RODOLFO alongside Mr. LAMBERTO M. ANTONIO, JR., Secretary of the National Advisory Group for Police Transformation and Development (NAGPTD) and External Validator, with the assistance of PCOL WILSON L DOROMAL, Acting Assistant Chief, CPSM, and Assistant Team Leader of the Third-Party Audit Team. During the session, participants discussed the impact, sustainability, and effectiveness of the Service’s key programs and initiatives in support of organizational excellence and good governance. To conclude the program, PBGEN VALLO delivered his guidance and closing message, expressing his appreciation to the CPSM, NAGPTD, and the audit team for their valuable insights.
