PRO NIR PASSES PERFORMANCE GOVERNANCE REPORTING REVALIDA FOR THE COMPLIANCE STAGE

The Police Regional Office Negros Island Region (PRO NIR), under the leadership of PBGEN ROMANO V CARDIÑO, Regional Director, PRO NIR, successfully underwent the Compliance Evaluation Process Performance Governance Reporting Revalida on July 23, 2026, at the Sinagtala P.A.T.R.O.L.ers’ Hall, Center for Police Strategy Management (CPSM), Camp BGen Rafael T. Crame, Quezon City. The activity marked another significant milestone in the Regional Office’s governance journey under the Performance Governance System (PGS) as it continues to strengthen governance mechanisms and organizational performance in support of the PNP P.A.T.R.O.L. Plan 2030.

The activity commenced with the invocation led by PCPT ALEXANDER R REPASO, Officer-in-Charge, Regional Pastoral Office (RPO), followed by the welcome remarks delivered by PCOL MELDRID E PATAM, Chief, Strategy Review Division (SRD), CPSM. Thereafter, PBGEN MADELINE D CACAO, Chief, CPSM, briefed the Board of Panel on the objectives, evaluation framework, and assessment process of the Performance Governance Reporting Revalida.

The governance journey of PRO NIR was evaluated by a distinguished Board of Panel chaired by PBGEN JEFFREY Z DECENA, Deputy Director for Information and Communication Technology Management (DICTM), with ATTY. FRANCES CYNTHIA J. GUIANI, Member of the National Advisory Group for Police Transformation and Development (NAGPTD), serving as Co-Chairperson. Serving as Vice Chairperson was PBGEN GONZALO C VILLAMOR, JR., Executive Officer, Directorate for Research and Development (DRD), together with DR. LISA MANGONON-MANUNCIA, Member of the NAGPTD. Also present were PCOL WILSON L DOROMAL, Deputy Director, CPSM, and PCOL RESTITUTO P PANGUSBAN, Officer-in-Charge, Chief of Staff, CPSM, as members of the Secretariat of the Technical Working Group for the PNP P.A.T.R.O.L. Plan 2030.

Representing the PRO NIR Advisory Group were HON. LUZVIMINDA “JOY” S VALDEZ, Chairperson; JUDGE GORGONIO J YBAÑEZ (Ret.), Vice Chairperson; and PROSECUTOR ROMMEL S GABUYA, Secretary, whose continued guidance and support have been instrumental in advancing the Regional Office’s governance journey.

Following the guidance of PBGEN DECENA, PBGEN CARDIÑO presented PRO NIR’s governance journey, highlighting the Regional Office’s strategic initiatives, governance mechanisms, best practices, breakthrough results, and organizational accomplishments in strengthening governance systems and strategy ex*****on aligned with the objectives of the PNP P.A.T.R.O.L. Plan 2030. The presentation was followed by the panel examination through a comprehensive question-and-answer session and the subsequent deliberation of the Board of Panel.

Following the panel deliberation, PBGEN DECENA officially announced that the Police Regional Office Negros Island Region successfully passed the Performance Governance Reporting Revalida for the Compliance Stage, signifying its readiness for the conferment of the Compliance Status under the Performance Governance System. The announcement affirmed the Regional Office’s sustained compliance with governance standards and its continuing commitment to organizational excellence.

The successful completion of the PGS Compliance Stage reflects PRO NIR’s steadfast commitment to strengthening governance, sustaining organizational excellence, and advancing the transformation agenda of the Philippine National Police through responsive, accountable, and strategy-driven police service.

CPSM HOLDS 103RD POLICE LEADERSHIP AND GOOD GOVERNANCE LECTURE SERIES ON PSYCHOLOGICAL INTERVENTION, CARE, AND SUPPORT

The Center for Police Strategy Management (CPSM) successfully conducted its 103rd Police Leadership and Good Governance Lecture Series on July 23, 2026, at the CPSM Conference Room, Camp BGen Rafael T Crame, Quezon City. Anchored on the theme, "Psychologically Prepared, Operationally Ready: Strengthening the PNP Through Psychological Intervention, Care and Support (PICS)," the activity underscored the vital role of psychological wellness in fostering resilient police leaders and enhancing the operational readiness of Philippine National Police personnel.

The program commenced with an invocation led by PSSg Reymond V Sy, Action PNCO, ITAS, Organizational Alignment Division (OAD), CPSM. This was followed by the acknowledgment of participants and welcome remarks delivered by PLTCOL ROMEL L SANTOS, Officer-in-Charge, OAD, CPSM, who emphasized the importance of promoting psychological resilience as an essential component of leadership excellence and organizational effectiveness.

The introduction of the guest resource speaker was delivered by PCOL RESTITUTO A PANGSUBAN, Officer-in-Charge, Chief of Staff, CPSM, who welcomed DR Lisa Mangonon-Manuncia, Member of the National Advisory Group for Police Transformation and Development (NAGPTD).

Serving as the resource speaker, Dr. Lisa Mangonon-Manuncia delivered a comprehensive lecture on the Psychological Intervention, Care and Support (PICS) Program, highlighting the significance of mental health and psychosocial support in strengthening the resilience, well-being, and performance of PNP personnel. She emphasized that psychologically prepared police officers are better equipped to make sound decisions, effectively respond to operational challenges, and sustain high standards of professionalism in the performance of their duties.

An interactive open forum followed, moderated by PLTCOL JONATHAN O DEL ROSARIO, Assistant Chief, OAD, CPSM, where participants actively exchanged insights and sought expert guidance on advancing mental health initiatives and integrating psychological care into leadership and organizational development.

The activity concluded with the presentation of a plaque of appreciation to DR LISA MANGONON-MANUNCIA in recognition of her invaluable contribution to the lecture series, followed by a photo opportunity with the participants.

Through the Police Leadership and Good Governance Lecture Series, the Center for Police Strategy Management continues to strengthen leadership capability, organizational learning, and institutional excellence by providing relevant learning opportunities that reinforce the implementation of the PNP P.A.T.R.O.L. The PNP RSS governance journey was evaluated by a distinguished Board of Panel chaired by PBGEN JAYSEN D DE GUZMAN, Acting Director for Personnel and Records Management, with PBGEN ROMEO RUEL R BERANGO, Deputy Director for Education and Training, serving as Vice Chairperson. Also serving as members of the Board were PMGEN CEDRICK G TRAIN (Ret.), Secretary General, Boy Scouts of the Philippines and member of the National Advisory Group for Police Transformation and Development (NAGPTD); PCOL EDWIN L PORTENTO (Ret.), former Director, PNP RSS; DR. GENESIS EMMANUEL N GONZALES, Pastor, Bless Our Cops Movement Inc. and Auditor of the PNP RSS Advisory Group; and DR. NELLY Z LIMBADAN, Dean, School of Arts and Sciences, Ateneo de Davao University and member of the PNP RSS Advisory Group. Following the guidance of PBGEN DE GUZMAN, PCOL FULGAR presented the PNP RSS governance journey, highlighting the unit’s strategic initiatives, governance mechanisms, best practices, breakthrough results, and organizational accomplishments in strengthening merit-based recruitment and selection processes aligned with the objectives of the PNP P.A.T.R.O.L. The Directorate for Police Community Relations (DPCR), under the leadership of PMGEN RODERICK AUGUSTUS B ALBA, Director, DPCR, successfully underwent the Institutionalization Evaluation Process (IEP) Exit Briefing at the Sinagtala P.A.T.R.O.L.ers’ Hall, Center for Police Strategy Management (CPSM), Camp BGen Rafael T. Crame, Quezon City. The activity marked the culmination of the Third-Party Audit Phase, during which the findings and recommendations of the Performance Audit and the results of the Impact Validation were formally presented in support of the Directorate’s pursuit of Institutionalized Status under the Performance Governance System (PGS).

The activity commenced with an invocation led by NUP RITZEL L ALIBIO, Planning Officer I, Administrative Office, followed by the welcome remarks delivered by PCOL ESMERALDO P OSIA, JR., Acting Executive Officer, DPCR, who emphasized the importance of sustaining governance reforms and organizational excellence.

Thereafter, PBGEN MADELINE D CACAO, Chief, Center for Police Strategy Management and Team Leader of the Third-Party Audit Team, presented the findings and recommendations of the Performance Audit together with the results of the Impact Validation. The presentation highlighted DPCR’s accomplishments, governance mechanisms, best practices, validated breakthrough results, and opportunities for further enhancement in support of the PNP transformation agenda.

Following the presentation of the audit findings and impact validation results, the Third-Party Audit Team formally declared that the Directorate for Police Community Relations successfully passed the Third-Party Audit Phase of the Institutionalization Evaluation Process, signifying its readiness to proceed to the Performance Governance Reporting Revalida.

The activity concluded with the guidance and message of PMGEN ALBA, delivered by PBGEN MARVIN JOE C SARO, Acting Deputy Director, DPCR and Chairperson of the DPCR Technical Working Group for the Institutionalization Evaluation Process. In his message, he conveyed the Director’s appreciation to the Third-Party Audit Team and all DPCR personnel for their dedication and professionalism throughout the evaluation process. He emphasized that the audit findings should serve as opportunities for continuous improvement and reaffirmed the Directorate’s commitment to the vision of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

The Directorate for Comptrollership (DC), under the leadership of PMGEN DINDO R REYES, The Director for Comptrollership (TDC), underwent the Institutionalization Evaluation Process (IEP) Impact Validation Focus Group Discussion (FGD) on July 20, 2026, at the Sinagtala P.A.T.R.O.L.ers’ Hall, Center for Police Strategy Management (CPSM), Camp BGen Rafael T. Crame, Quezon City. Conducted as part of the Third-Party Audit Phase, the activity sought to validate the impact, relevance, and sustainability of the Directorate’s identified breakthrough results from the perspective of its stakeholders.

The program commenced with an invocation led by PSSG THESSA MARIE B NOLASCO, followed by the welcome remarks delivered by PBGEN JAIME B CADATAL, Deputy Director for Comptrollership. Thereafter, PCOL RHODORA D MAYLAS, Officer-in-Charge/Executive Officer, Directorate for Comptrollership, presented the Directorate’s governance accomplishments, identified breakthrough results, and strategic milestones under the Performance Governance System.

PBGEN MADELINE D CACAO, Chief, CPSM and Team Leader of the Third-Party Audit Team, provided the briefing on the Impact Validation process and introduced the members of the Impact Validation Team. The Focus Group Discussion was subsequently facilitated by DR. LISA MANGONON-MANUNCIA, Member of the National Advisory Group for Police Transformation and Development (NAGPTD), who engaged the participating stakeholders in validating the effects of the Directorate’s identified breakthrough results and the extent to which these contributed to improved organizational performance and stakeholder outcomes.

In his guidance, PMGEN REYES emphasized the importance of ensuring that governance reforms and strategic accomplishments translate into measurable and lasting results. He encouraged DC personnel to sustain effective governance practices, address areas for improvement, and strengthen the linkage between the Directorate’s strategy, resource management functions, and intended organizational outcomes.

The conduct of the IEP Impact Validation FGD reinforced the Directorate for Comptrollership’s commitment to evidence-based governance, accountability, and continuous organizational improvement. The activity likewise supported the validation of its breakthrough results as it continues its pursuit of Institutionalized Status under the Performance Governance System and contributes to the transformation agenda of the Philippine National Police.

The activity marked the official commencement of the Third-Party Audit Phase, reaffirming the Directorate’s commitment to institutionalizing governance reforms and sustaining organizational excellence under the Performance Governance System (PGS).

The program commenced with an invocation led by NUP HONEY NICOLE R DELOS REYES, Project Development Assistant, LAC, followed by the welcome remarks delivered by PBGEN ALADDIN M COLLADO, Acting Deputy Director, Directorate for Plans. In his message, PBGEN COLLADO welcomed the members of the Third-Party Audit Team and emphasized the Directorate’s commitment to continuously strengthening governance systems and organizational performance in support of the PNP P.A.T.R.O.L. The Police Regional Office–Bangsamoro Autonomous Region (PRO BAR), under the leadership of PBGEN CHRISTOPHER M ABECIA, Regional Director, PRO BAR, formally commenced its Institutionalization Evaluation Process (IEP) through an Entrance Briefing held on July 17, 2026, at the PRO BAR Lounge, Camp BGen Salipada K. Pendatun, Parang, Maguindanao del Norte.

The activity marked the official start of the Third-Party Audit under the Performance Governance System (PGS), reinforcing PRO BAR's commitment to institutionalizing governance reforms and sustaining organizational excellence in support of the PNP P.A.T.R.O.L. Plan 2030.

The program opened with an invocation led by PMAJ MOHAMMAD JIHADI M ABDELGAFUR, OIC, Regional Pastoral Officer, Chaplain Service (CHS) BAR. PCOL REXMEL G REYES, DRDDO and Vice-Chairman, Regional Technical Working Group (RTWG) for PNP P.A.T.R.O.L. Plan 2030, delivered the welcome remarks, followed by the introduction of PRO BAR key officers by PCOL CARLITO A NARAG, JR., CRS and Chief, Regional Performance Strategy Management Unit (RPSMU).

A briefing on the purpose and mechanics of the Third-Party Audit, along with the introduction of the audit team, was conducted by PBGEN MADELINE D CACAO, Chief, Center for Police Strategy Management (CPSM) and Team Leader, Third-Party Audit Team. This was followed by the presentation of PRO BAR's governance accomplishments by PBGEN JEMUEL F SIASON, DRDA and Chairman, Regional Technical Working Group (RTWG) for PNP P.A.T.R.O.L. Plan 2030, highlighting the regional office's progress in institutionalizing governance reforms.

An open forum followed, providing an opportunity for participants to clarify the audit process and evaluation requirements. The discussion was facilitated by PCOL RESTITUTO A PANGUSBAN, OIC, Chief of Staff, CPSM, and Assistant Team Leader, Third-Party Audit Team, ensuring a common understanding of the objectives and expectations of the Third-Party Audit.

The activity concluded with a closing message from PBGEN ABECIA, who reaffirmed the regional office's commitment to advancing governance excellence, strengthening institutional capabilities, and sustaining the reforms envisioned under the PNP P.A.T.R.O.L. Plan 2030.
