In June 2026, the Commission on Higher Education Regional Office for the National Capital Region (CHED-NCR) held the first ever CHED Scholarship Programs (CSP) Recognition Rites, attended by 300 previous scholars and family at the CHED Central Office Auditorium, UP Diliman, Quezon City.

The event was intended to create an opportunity for this Office to reconnect with former beneficiaries of the CHED Merit Scholarship Program (CMSP) and the CHED Scholarship Program for Future Statisticians (CHED Estatistikolar), and recognize their academic achievements and excellencies, both before and after completion of their respective degree programs.

During the award ceremony, a total of 100 Honor Graduates were recognized, consisting of 5 Summa Cum Laude, 54 Magna Cum Laude, and 41 Cum Laude graduates. Likewise, 58 passers of various licensure examinations from the year 2023 onwards were duly awarded.

The Office was grateful to be graced by the presence of three previous grantees who have shown exemplary performance and scholastic excellence in their respective fields, as evidenced by academic honors and high ranking in the board exam, sharing heartfelt and vitalizing testimonial speeches on behalf of the graduates.

Representing the CMSP graduates were Mr. Cedrick A. Perez, Summa Cum Laude from the Pamantasan ng Lungsod ng Maynila, and Ms. Jorizel S. Izon, Summa Cum Laude from the University of the East and Rank 10 Topnotcher in the 2026 Psychometricians Licensure Examinations. Meanwhile, Ms. Megan Gayle Prohibido, Cum Laude graduate from the Rizal Technological University, spoke for the CHED Estatistikolar graduates.

The CMSP and CHED Estatistikolar are two competitive scholarship initiatives of the Commission that aims to support academically talented and deserving Filipino students through their tertiary education. This recognition rites is part of this Officeโ€™s wider graduates tracing efforts with the aim to produce a more comprehensive and reliable inventory of scholarship graduate data and derive findings that could lead to valuable recommendations regarding the concerned programs in the region.

In line with the CHED-NCR Midyear Strategic Assessment on July 29โ€“30, 2026, CHED-NCR will operate on a skeletal workforce from 8:00 AM to 7:00 PM.

LOOK: As the Bagong Pilipinas Merit Scholarship Program (BPMSP) officially launches this Academic Year 2026-2027, the Commission on Higher Education Regional Office for the National Capital Region (CHED-NCR) held its very first General Assembly and Orientation for Delivering Higher Education Institutions (DHEIs) in NCR last July 17, 2026 at the CHED Central Office Auditorium, UP Diliman, Quezon City.

The assembly was attended by a total of 53 DHEIs all over the region, where over 100 school representatives were introduced to the BPMSPโ€™s guiding policy and were duly oriented regarding the roles and responsibilities of DHEIs towards the successful implementation of the program.

The BPMSP is a merit-based scholarship program for academically outstanding Filipino students nationwide who wish to pursue highly competitive priority degrees and Technical and Vocational Education and Training (TVET) diploma programs identified by CHED and TESDA.

The program is a flagship government initiative launched in 2026, pursuant to the Higher Education Act of 1994 and TESDA Act of 1994, in line with the directive of President Ferdinand R. Marcos Jr., the Commission on Higher Education, the Department of Education, and the Technical Education and Skills Development Authority.

The Department of Education (DepEd Philippines) and the Commission on Higher Education (CHED) categorically deny the false and misleading claims in a recent article alleging that CHED Chairperson Shirley C. Agrupis sought to replace Education Secretary Sonny Angara as Head of the Philippine delegation to the 14th ASEAN Education Ministers Meeting and Related Meetings in Singapore.

At no point did Chairperson Agrupis seek to lead the Philippine delegation or challenge Secretary Angaraโ€™s designation as Head of Delegation. Secretary Angara has always been the duly designated Head of Delegation, consistent with established ASEAN protocols.

DepEd formally invited Chairperson Agrupis to join the Philippine delegation to ensure that the countryโ€™s higher education priorities are fully represented in the regional discussions and aligned with the Philippinesโ€™ overall education agenda.

Her participation is particularly important in advancing the implementation of three major ASEAN higher education initiatives adopted during the CHED-hosted Ministersโ€™ Roundtable in Manila on June 26, 2026: the ASEAN Ministerial Statement on Access to Quality Higher Education through Digital Transformation and Sustainability, the ASEAN Centre of Excellence for Teacher Education and Development, and the ASEAN GEMS Plus Project.

DepEd sought guidance from the Department of Foreign Affairs to ensure that appropriate diplomatic courtesies and protocol arrangements would be extended to Chairperson Agrupis as a Cabinet-level official. This had nothing to do with the leadership of the delegation.

Chairperson Agrupisโ€™ participation is consistent with President Ferdinand R. Marcos Jr.โ€™s directive to strengthen coordination among the countryโ€™s trifocalized education agencies. DepEd, CHED, and TESDA continue to work closely to align policies and programs and ensure a more seamless education system.

DepEd and CHED remain united in advancing the countryโ€™s education agenda and ensuring a strong, coherent, and productive Philippine participation in the ASEAN meetings.

We recognize that public officials must remain open to scrutiny, and we welcome constructive criticism grounded in facts. Honest criticism strengthens institutions and helps leaders improve. However, unsubstantiated accusations, speculations, and insinuations must never replace truth, fairness, evidence, and responsible public discourse.

We will not allow unfounded allegations to distract us from the work that must be done. Neither criticism nor recognition should dictate the course of public service. That course must always be guided by duty, conscience, and the welfare of the people.
