PNP STATEMENT ON THE INCIDENT DURING THE PRESS BRIEFING

The Philippine National Police (PNP) upholds the highest standards of professionalism, discipline, and respect in all official engagements, particularly in press briefings and interactions with oversight bodies and the media.

During the press briefing held this afternoon, June 3, 2026, a police officer was invited to clarify his involvement in a vehicular traffic incident that occurred on June 2, 2026 along MLQ Avenue corner Mauling Creek, Brgy. Bagumbayan, Taguig City. The incident involved two vehicles and had earlier been resolved through an amicable settlement between the parties concerned.

While responding to questions during the briefing, the officer made an inappropriate remark directed at a senior official, which was made in the presence of members of the media and disrupted the orderly conduct of the proceedings. The officer was subsequently directed to step out of the press briefing area in order to maintain proper decorum.

The PNP does not condone any form of disrespectful conduct or language that undermines discipline, professionalism, and the integrity of official public forums. The concerned personnel will be subjected to appropriate administrative review in accordance with existing rules and due process.

The PNP assures the public that the matter will be addressed with fairness, accountability, and transparency, consistent with its commitment to a disciplined and professional police service.

PBGEN EDWIN C BALLES‚ Acting Director‚ Anti-Kidnapping Group (AKG) welcomed the International Liaison Officer of the British Embassy in Manila‚ during a courtesy visit on June 3, 2026, at about 1:00 PM held at the AKG Conference Room‚ Camp BGen Rafael T․ Crame‚ Quezon City․

The visit emphasized a continuing partnership between the two agencies through an announcement by the British Embassy Manila on the change of leadership between the outgoing International Liaison Officer and his successor. Other matters discuss between the two agencies is the exchanged information on current issues and possible areas of cooperation in addressing transnational crimes and other emerging security challenges‚

PBGEN BALLES acknowledged and expressed appreciation on the continued cooperation and collaboration of the international partners that contributes to the strengthening of working relationship between them to effectively respond to emerging criminal threats․ Meanwhile‚ representatives from the British Embassy Manila also expressed their commitment on continued communication and cooperation with the Philippine National Police through the Anti-Kidnapping Group․

The enduring partnership between the AKG and the British Embassy reflects a shared commitment to fostering innovation, enhancing capacity-building efforts, and promoting meaningful engagement in areas of mutual interest.
The meeting concluded with a positive outcome and reaffirmed both parties' commitment and enhancing future cooperation.

Recognizing that an informed community is the first line of defense against criminality, the Philippine National Police Anti-Kidnapping Group (PNP AKG), under the leadership of PBGEN EDWIN C BALLES, Acting Director, AKG, continues to intensify its information and education campaign at the grassroots level. Through the distribution of Information, Education, and Communication (IEC) materials, AKG aims to strengthen public awareness, encourage vigilance, and promote active community participation in maintaining peace, order, and public safety.

The Information, Education and Family Liaison Division of this Group led by PLTCOL LESLIE ANN M BEJARIN, C, IEFLD, conducted the distribution of Information, Education, and Communication (IEC) materials in Brgy. Gulod, Novaliches, Quezon City on May 28, 2026.

The activity aimed to strengthen public awareness on crime prevention, encourage active community participation, and promote peace, order, and public safety. Through the dissemination of educational materials, AKG continues to empower citizens with knowledge that can help prevent criminal activities and enhance community vigilance.

Personnel of the Information, Education and Family Liaison Division (IEFLD) of this Group led by PLTCOL LESLIE ANN M BEJARIN, C, IEFLD, participated in the Joint Community Outreach Program entitled “Operation Tuli, Para kay Pogi” held in Brgy. Gulod, Novaliches, Quezon City on May 29, 2026.

The activity demonstrated the commitment of AKG to community service by providing assistance to beneficiaries and their families while ensuring peace and order throughout the event. In line with its unwavering commitment to fulfilling its mandate of preventing and suppressing kidnapping activities, rescuing victims, apprehending perpetrators, and strengthening intelligence-driven operations, the Anti-Kidnapping Group (AKG) continuously enhances its capabilities through strategic partnerships and inter-agency collaboration.

On June 3, 2026, at 9:30 AM, The Anti-Kidnapping Group (AKG), led by PBGEN EDWIN C BALLES, Acting Director, AKG, collaborated with the representatives from the Anti-Money Laundering Council (AMLC) at the AKG Conference Room.

The conference was attended by the members of the Command Group, Division Chiefs and SLO. This conference served as a venue for discussions on strengthening coordination, intelligence sharing, financial investigations, and collaborative operational strategies in the fight against kidnapping and other organized criminal activities.

Recognizing the vital role of financial intelligence in law enforcement operations, both agencies exchanged insights and explored mechanisms to further enhance cooperation in tracking illicit financial transactions, identifying criminal networks, and supporting investigations related to kidnapping-for-ransom cases.

Through this engagement, AKG reaffirms its dedication to building stronger partnerships with key government agencies to ensure a more proactive, effective, and comprehensive approach in protecting the public and bringing criminals to justice.

Under the leadership of PBGEN EDWIN C BALLES, Acting Director, AKG, the Mindanao Field Unit Headquarters and Cotabato Satellite Office simultaneously conducted Community Security Awareness Lectures on Kidnapping-for-Ransom (KFR) Prevention in Zamboanga City and Kidapawan City.

The activity brought together barangay officials, community leaders, force multipliers, security personnel, and stakeholders to strengthen public awareness, vigilance, and cooperation in addressing security threats. Resource speakers discussed the mandates of AKG, crime prevention strategies, emerging criminal tactics, and the importance of active community involvement in maintaining peace and order.

A total of 140 IEC materials were distributed to participants, providing essential information on KFR prevention, personal safety, and emergency contact numbers.

The successful conduct of the simultaneous activity reflects AKG’s continuing commitment to empowering communities and fostering a culture of security, awareness, and shared responsibility.

Under the leadership of PBGEN EDWIN C BALLES, Acting Director, AKG, the Cotabato Satellite Office conducted a Kidnapping-for-Ransom (KFR) Awareness Seminar for members of the Traffic Management Enforcement Unit (TMEU) and Civil Security Unit (CSU) in Kidapawan City.

The seminar highlighted the mandates of the Anti-Kidnapping Group, current criminal modus operandi, and the vital role of force multipliers and community stakeholders in preventing kidnapping incidents and combating criminality. Participants actively engaged in the discussions and expressed their commitment to assist law enforcement through information sharing and community vigilance.

To further support the advocacy, 110 IEC materials containing anti-KFR awareness information, safety tips, and hotline numbers were distributed.

Through education and partnership, AKG continues to strengthen community resilience and public security across Mindanao.

Under the leadership of PBGEN EDWIN C BALLES, Acting Director, AKG, the Mindanao Field Unit conducted a Seminar on the Role of the Police and the Barangay in Kidnapping-for-Ransom (KFR) Prevention at Barangay Guisao, Zamboanga City.

The activity gathered barangay officials, purok leaders, barangay tanods, employees, and community stakeholders to enhance awareness on crime prevention and community security.

Discussions focused on the mandates of the AKG, the importance of police-community collaboration, and the advocacy campaign “Barkada Kita: A Unified Crime Prevention Advocacy,” which promotes vigilance, responsible citizenship, and collective action against criminality.

The seminar further strengthened public trust and confidence in law enforcement while equipping participants with knowledge and practical strategies to prevent kidnapping incidents and other crimes.

A total of 30 IEC materials containing anti-KFR information, safety tips, and hotline numbers were distributed to support the advocacy.

Together, AKG and the community remain steadfast in building safer and more resilient communities.
