Camp BGen Rafael T. Crame, Quezon City – The Philippine National Police Anti-Kidnapping Group (PNP AKG), under the leadership of PBGEN EDWIN C BALLES, Director, PNP AKG, through its Mindanao Field Unit (MFU) – Iligan Satellite Office as Lead Unit, in close coordination with PNP Special Action Force, National Intelligence Coordinating Agency 10, Mindanao Area Police Intelligence Office, Police Regional Office 10, Regional Intelligence Unit 10, and 1st Division, Philippine Army, successfully arrested a Most Wanted Person for the crime of Kidnapping and Serious Illegal Detention (Violation of Article 267, Revised Penal Code) on August 7, 2026, at about 11:00AM, at East PoblaciΓ³n, Pascan Road, Balo-i, Lanao del Norte.

The arrested individual was identified as Junaid Arumpac Pascan a.k.a. Junaid Ali Arumpac β€œEliot”. He was arrested by virtue of a Warrant of Arrest issued on November 28, 2025 by Hon. Mylene Amerol Macumbal, Presiding Judge of Regional Trial Court, Tenth Judicial Region, Branch 3, Iligan City, Lanao del Norte, for Violation of Article 267 of the Revised Penal Code (Kidnapping and Serious Illegal Detention) under Criminal Case No. 25-32038, with no bail recommended.

As a background, Pascan is one of the accused in the kidnapping of a 47-year-old male Commissioned Officer of the Armed Forces of the Philippines and a resident of P5, Marawi City which transpired on September 14, 2025 along the National Highway in Sitio Payawan, Barangay Adapun Ali, Balo-i, Lanao del Norte.

Following the arrest, arrested individual is temporarily detained under the custody of AKG MFU-Iligan Satellite Office, pending the issuance of a Commitment Order by the issuing court.

Camp BGen Rafael T. Crame, Quezon City – The Philippine National Police Anti-Kidnapping Group (PNP AKG) has secured a major operational success in securing the life of a Chinese national and the arrest of four (4) individuals, following carefully planned and synchronized anti-kidnapping operations carried out in Pampanga on August 4, 2026.

The 37-year-old male victim, a businessman, was forcibly taken late in the evening of August 2, 2026, along Friendship Highway, Angeles City, Pampanga, in front of a supermarket. The victim, on board his vehicle was about to leave the parking area of the supermarket when a white van blocked his way and was forcibly taken by 5 unidentified armed men and boarded the victim to kidnapper’s vehicle and fled to unknown direction.

Acting promptly on a complaint filed on August 3, 2026, by the victim’s younger sister, who reported receiving repeated threatening communications and explicit ransom demands, the PNP AKG took cognizance of the matter and immediately conducted anti-kidnapping operations. Over the course of strategic communication, the suspects made repeated contact with the victim’s family, demanding 1 million USDT in exchange for victim’s release and issuing serious threats of harm should their demands not be met within a set timeframe.

Working around the clock without pause, at early dawn of August 4, 2026, while conducting an extensive efforts and precision to locate the victim during Anti-kidnapping operations, an information occurred that the victim escaped from captivity. Thereafter, the AKG operatives employed a calibrated operational procedure to trace every lead and verify information while observing strict safety protocols to ensure that the victim would not be placed at greater risk. The AKG operatives safely and securely recovered the victim unharmed and free from serious injury.

Immediately after securing the victim and ensuring his well-being, pursuit teams were deployed to track down those responsible. This led to the arrest of three males and one female. The suspects were taken into custody and currently detained by the PNP AKG.

After all the required legal processes have been fully completed, an inquest proceeding was conducted against the four arrested individuals before the Office of the Department of Justice (DOJ), PAL Building, Padre Faura, Ermita, Manila at about 4:40PM on August 5, 2026. The case was docketed under NPS Docket No. XVI-INQ-26H-00070 for Kidnapping for Ransom and Serious Illegal Detention.

The Philippine National Police Anti-Kidnapping Group (PNP AKG) under the able leadership of PBGEN EDWIN C BALLES, Acting Director, successfully conducted a comprehensive Two-Week Specialized Training on Investigations and Negotiations in Kidnapping Situations held from July 20, 2026 to July 31, 2026 at Summit Hotel and Resort, Annapolis St., Greenhills, San Juan City, in close collaboration with the German Embassy.

This joint initiative was designed to enhance the operational readiness and technical proficiency of the PNP AKG personnel, ensuring that they possess the knowledge, skill, and capabilities necessary to meet evolving challenges while adhering to internationally recognized standards of excellence. The program covered critical areas including Basics of Communication and Negotiation, Victim Based Risk Analysis, Negotiations on Social Media, Use of Artificial Intelligence, and Financial Investigation which will equip the participants with the necessary tools to enhance investigative and negotiation skills. Through the combined expertise and the valuable insights shared by our German partners via expert lectures, case studies, and table top exercises, participants gained a deeper perspective on handling high-risk scenarios with precision, composure, and strict adherence to the rule of law.

In his remarks during the closing ceremony, PBGEN BALLES stressed the significance of investigation as a bedrock of justice-the rigorous pursuit of truth and the discipline to uncover facts that demands patience, sharp intellect, and courage to follow the trail wherever it leads. The Armed Forces and Police Mutual Benefit Association, Inc. (AFPMBAI) paid a collaboration meeting to the Philippine National Police Anti-Kidnapping Group (PNP AKG) on July 30, 2026, at the Office of the Director, Camp BGen Rafael T Crame, Quezon City.

The Public Safety Mutual Benefit Fund, Inc. (PSMBFI) conducted a collaboration meeting with PBGEN EDWIN C BALLES, Acting Director, Philippine National Police Anti-Kidnapping Group (PNP AKG) on July 30, 2026, at the Office of the Director, Camp BGen Rafael T Crame, Quezon City.

The meeting served as an opportunity to strengthen coordination and foster a stronger working relationship between PSMBFI and the PNP AKG. Discussions centered on programs and initiatives that promote the welfare, financial security, and overall well-being of PNP personnel while reaffirming the shared commitment of both organizations to boost the morale and welfare of AKG personnel.

Among the highlights of the meeting was the presentation of the PSMBFI Legal and Travel Assistance Program (LTAP), which provides financial assistance to qualified members facing service-related legal cases or those required to travel for court duties. Eligible members may receive financial support to help cover legal, attorneys, or travel expenses. PSMBFI also advised that members with qualified claims dating back to October 2024 may still apply, subject to the program's requirements. PSMBFI likewise, advised to access the application link through the QR code available on the official PSMBFI website and upload the necessary documentary requirements.

The PNP AKG expressed its appreciation for PSMBFI's continued commitment to providing valuable benefits and services to police personnel. The collaboration meeting concluded with both parties reaffirming their commitment to sustaining a strong working relationship anchored on mutual support, cooperation, and shared dedication to serving the best interests of PNP personnel.

Matagumpay na naaresto ng Philippine National Police Anti-Kidnapping Group (PNP AKG), sa pamumuno ng Mindanao Field Unit, Iligan Satellite Office, ang isang Wanted Person, na nahaharap sa kasong paglabag sa Section 5 (i) ng Republic Act No. 9262 o Anti-Violence Against Women and Their Children Act of 2004.

Isinagawa ang operasyon noong Hulyo 29, 2026 sa Barangay Tibanga, Iligan City, sa bisa ng isang Warrant of Arrest na inisyu ng Regional Trial Court, Branch 2, Iligan City.

Binigyan diin ni PBGEN EDWIN C BALLES, Acting Director ng PNP Anti-Kidnapping Group na kanilang ipagpapatuloy ang kolaborasyon sa iba pang Law Enforcement Agency at sa tulong ng komunidad upang matiyak na matunton at agarang maaresto ang iba pang wanted persons upang mapanatili ang kapayapaan, kaayusan, at kaligtasan ng publiko.

"Patuloy na paiigtingin ng PNP AKG ang pagtugis sa mga wanted person upang matiyak na sila ay maihaharap sa hukuman at mananagot sa ilalim ng batas. Isinasagawa namin ang bawat operasyon nang may dedikasyon, propesyonalismo, mahigpit na pagsunod sa due process, at paggalang sa karapatang pantao."
