5 CTG MEMBERS YIELD IN EASTERN VISAYAS, ARMS CACHE UNEARTHED

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., strengthened the government’s campaign against insurgency as five former Communist Terrorist Group (CTG) and the Yunit Militia members voluntarily surrendered in separate operations across Leyte, Eastern Samar, and Northern Samar from July 25 to 28, 2026, resulting in another significant setback to the communist terrorist movement in Eastern Visayas.

Police Regional Office 8 (PRO-8), working with the Philippine Army and local police units, facilitated the surrender of alias “Bong,” a 53-year-old Filipino and former member of the Batakang Organisasyong Pampartido (BOP) under the Sub-Regional Committee (SRC) Emporium, Eastern Visayas Regional Party Committee (EVRPC), and alias “Garry,” a 35-year-old Filipino former member of Squad 1, FC2, SRC Emporium, EVRPC, in separate operations in Northern Samar on July 25.

On July 26, alias “Ben,” a 61-year-old Filipino and former Yunit Militia member, voluntarily surrendered in Eastern Samar and subsequently led authorities to a buried arms cache containing six units of 40mm high-explosive grenades (M406A Type), various subversive documents, one green ammunition pouch for 40mm grenades, and one military-type 5.56 caliber ammunition storage box. On July 28, alias “June,” a 56-year-old Filipino former regular CTG member, surrendered in Baybay City, Leyte and turned over one .38 caliber revolver with six live rounds of ammunition, while alias “Edu,” a Filipino former Yunit Militia member, also voluntarily surrendered in Dolores, Eastern Samar.

All five surrenderers are now under the custody of the concerned operating units for documentation and assessment for possible enrollment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), while the recovered firearm, ammunition, explosives, and other subversive materials have been placed under police custody for proper disposition and investigation.

“Every surrender reflects the growing confidence of former rebels in the government’s peace initiatives. We will sustain our efforts to encourage more members of communist terrorist groups to abandon armed struggle and embrace a lawful and peaceful future,” PGEN Nartatez said.

“Sa mga nais nang magbagong-buhay, bukas ang pamahalaan para sa inyo. Piliin ninyo ang kapayapaan at ang pagkakataong makapagsimula muli kasama ang inyong pamilya,” he added.

The accomplishment reflects the PNP’s transformation framework designed to make police service more responsive, capable, and accountable to the Filipino people. Anchored on the PNP Focused Agenda, the operation underscores the key priority on Enhanced Managing Police Operations through sustained intelligence-driven efforts and strong collaboration with partner agencies in dismantling insurgent networks.

CIDG AND DENR COLLAR 3 CHINESE OVER TOXIC CHEMICALS AND HAZARDOUS WASTES IN CALOOCAN

On July 29, 2026 at around 1:30 PM the CIDG Anti-Organized Crime Unit (AOCU) together with the Environmental Management Bureau of Department of Environment and Natural Resources (DENR-EMB) conducted a law enforcement operation for violation of Republic Act No. 6969 (Toxic Substances and Hazardous and Nuclear Wastes Control Act) in Barangay 177, Camarin, Caloocan City that resulted in the confiscation of electronic waste from motherboards of cellular phones and tablets; and arrest of three Chinese nationals suspects.

A report that reached PMGEN Robert AA Morico II, the Director of CIDG stated that the arrested Chinese nationals - “Qui, Yao, and “Ki”, all male, of legal age were caught in the act of selling and storing scrap motherboards from cellular phones and tablets without the necessary authority or permit from Department of Environment and Natural Resources (DENR).

The CIDG Director emphasized that pursuant to Republic Act No. 6969 (Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990), the State regulates, restricts or prohibits the importation, manufacture, processing, sale, distribution, use and disposal of chemical substances and mixtures that present unreasonable risk and/or injury to health or the environment.

Electronic waste from cell phone and tablet motherboards is classified as hazardous waste and is regulated in the Philippines under Republic Act No. 6969. Electronic scraps pose severe risks because they contain a dense mix of heavy metals and persistent organic pollutants, when these components are smashed, burned, or dumped improperly, they release highly toxic materials into the surrounding ecosystems and human bodies.

The arrested suspects will be charged before the National Prosecution Service with violations of Section 13 of Republic Act No. 6969 and Republic Act No. 10175 (Cybercrime Prevention Act of 2012).

The CIDG leadership commends the CIDG Anti-Organized Crime Unit (AOCU) led by PLTCOL Angelo B Nicolas; and the Environmental Management Bureau, DENR for the significant accomplishment. This underscores the CIDG’s commitment in detecting crimes and implementing the law that protect public health and the environment.

The CIDG assures the public that through its OPLAN KALIKASAN - campaign against destruction of environment and natural resources, it will track down all individuals and facilities violating environmental laws across the country.

ABANDONED TRUCK LEADS PNP, DENR TO SUSPECTED ₱2.5-M COPPER ORE SMUGGLING

The Philippine National Police (PNP), under the leadership of PNP Chief, Police General Jose Melencio C. Nartatez Jr., uncovered a suspected mineral smuggling operation after recovering an abandoned Wing Van loaded with suspected copper-bearing mineral ore in Timoga, Barangay Buru-un, Iligan City on July 27, 2026, dealing another blow against the illegal transport of the country’s mineral resources.

The recovery resulted from a joint operation conducted by personnel of the City Intelligence Unit of the Iligan City Police Office, other operating units of the Iligan City Police Office, PNP personnel deputized by the Mines and Geosciences Bureau (MGB), other PNP intelligence units, and the Department of Environment and Natural Resources (DENR) Region 10–Community Environment and Natural Resources Office (CENRO) Iligan. Authorities inspected the abandoned blue and silver Wing Van after concerned residents noticed unidentified individuals attempting to forcibly open its rear compartment and remove its cargo.

Inspection of the vehicle led to the discovery of approximately 500 sacks of suspected copper-bearing mineral ore with an estimated market value of PhP2,500,000.00. No driver or claimant was found at the scene, while verification further showed that no travel permit or other required transport documents covering the mineral shipment could be presented. Representatives from DENR 10–CENRO Iligan and the deputized MGB officer confirmed that the shipment consisted of suspected copper mineral ore. The recovered mineral ores and the abandoned vehicle were inventoried in the presence of witnesses before being turned over to DENR 10–CENRO/MGB for proper documentation, custody, and disposition pending megascopic analysis and examination by the MGB.

“The recovery of this shipment highlights the PNP’s commitment to stopping the illegal exploitation and transport of the country’s natural resources. We will relentlessly pursue those responsible and ensure that environmental laws are fully enforced through close collaboration with our partner agencies,” PGEN Nartatez said.

“Ang likas na yaman ng ating bansa ay hindi dapat pagkakitaan sa ilegal na paraan. Sama-sama nating pangangalagaan ito at pananagutin ang sinumang lalabag sa batas,” he added.

PNP PROMOTES 5,602 SECOND LEVEL UNIFORMED PERSONNEL NATIONWIDE

The Philippine National Police (PNP) marked another milestone in strengthening its leadership and operational capability as 5,602 Second-Level Uniformed Personnel formally took their oath and received their new ranks in simultaneous ceremonies held nationwide on July 29, 2026, under the First Cycle Calendar Year 2026 Regular Promotion Program.

The ceremony at the PNP National Headquarters in Camp Crame was led by Chief, PNP, Police General Jose Melencio C. Nartatez Jr., where 393 police personnel participated in the oath-taking, donning, and pinning of ranks. Simultaneously, 5,209 newly promoted personnel took part in similar ceremonies in their respective Police Regional Offices and National Support Units across the country.

The promotion covers personnel from the ranks of Police Corporal to Police Major, recognizing their commitment, competence, and readiness to take on greater responsibilities in serving the Filipino people.

The simultaneous nationwide promotion reflects the PNP's continuing commitment to recognizing the dedication of its personnel and strengthening the organization under its Focused Agenda, particularly through the Morale and Welfare pillar. It likewise supports the vision of President Ferdinand R. Marcos Jr. of fostering safer and more peaceful communities through a professional, disciplined, and service-oriented police force.

In his message, PGen Nartatez reminded the newly promoted personnel that while rank symbolizes achievement, the true measure of a police officer is how he or she serves the public.

"With the rank you now wear, what people will remember is how you treat them. Kung naging magalang kayo, kung nakinig kayo, at kung naramdaman nilang may pulis na handang tumulong. Iyon ang tunay na sukatan ng ating serbisyo," the Chief PNP said.

He also emphasized that every promotion carries with it a greater responsibility to uphold the trust and confidence of the Filipino people.

"As you assumed greater responsibilities, never lose sight of why you joined the service. We did not wear this uniform to seek recognition. We wear it because every Filipino deserves to live in a community that is safe, peaceful, and secure," PGen Nartatez said.

The Chief PNP also thanked the families of the newly promoted personnel for their unwavering support and sacrifices, recognizing their vital role in every police officer's journey and success.

As the newly promoted personnel assume greater responsibilities in their respective assignments, the PNP remains steadfast in advancing a culture of professionalism, integrity, and service excellence.
