National FARMC-Program Management Center, Fisheries Building Complex, BPI Compound, Visayas Avenue , Diliman, Quezon City (2026)

One of the milestone institutional provision of the Philippine Fiesheries Code or Republic Act No. 8550, being fully implemented by the Department of Agriculture through the Bureau of Fisheries and Aquatic Resources, is the creation of Fisheries and Aquatic Resources Management Councils (FARMCs) . FARMCs are organized at the Municipal/City, Integrated and National Levels, and they serve as an advisory and recommendatory body to the Local Government Units (LGUs), BFAR, DA and other relevant government institutions in matters concerning management of fisheries and aquatic resources. FARMCs also actively participate and assist in planning, policy-making, law enforcement and implementation of projects and programs in the fisheries sector--both in marine and freshwater ecosystem. The FARMC is a powerful tool for participatory management, promotes empowerment particularly among the marginalized fisherfolk, and encourages cooperation and compliance of various issues, concerns and opportunities in the fisheries sector. Their recommendations serve as a valuable inputs to the planning processes for the programs that are geared towards increased fisheries production in a sustainable manner. Considering the important role of the FARMCs in fisheries management and development activities, this participatory management tool should be continually promoted and nurtured. One such approach is to provide them with continuing incentives such as recognition of their valuable contributions. The Gawad Saka Search for Outstanding Municipal or City Fisheries and Aquatic Resources Management Council (M/CFARMC) is one such incentive.

The Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA-BFAR) invites all registered municipal and commercial large-scale drift gill net operators and permit holders to participate in the National Consultation on the Proposed Fisheries Administrative Order (FAO) for Large-Scale Drift Gill Nets on 𝐉𝐮𝐧𝐞 𝟐𝟒, 𝟐𝟎𝟐𝟔, in 𝐌𝐞𝐭𝐫𝐨 𝐌𝐚𝐧𝐢𝐥𝐚.

All interested participants are encouraged to coordinate with their respective BFAR Regional Offices for registration and participation details.

𝐃𝐀-𝐁𝐅𝐀𝐑 𝐚𝐧𝐧𝐨𝐮𝐧𝐜𝐞𝐬 𝐧𝐞𝐰 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐅𝐢𝐬𝐡𝐞𝐫𝐟𝐨𝐥𝐤 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐟𝐨𝐫 𝟐𝟎𝟐𝟔

The Department of Agriculture – Bureau of Fisheries and Aquatic Resources (DA-BFAR) congratulates Mr. Dario M. Pedong of Region VII in his selection as the 2026 National Fisherfolk Director.

A fisherfolk leader from Badian, Cebu, Mr. Pedong was chosen by his fellow fisherfolk during the National Fisherfolk Director Selection activity held on April 16, 2026, at Savoy Hotel Manila. His peers recognized his strong commitment to advancing the welfare of municipal and small-scale fisherfolk and amplifying their voice in national governance.

“Let us work hand in hand with BFAR to uplift our small fisherfolk, make our voices heard, and continue recognizing that fisherfolk are the backbone of our economy," Mr. Pedong said.

He underscored the key role of fisherfolk in ensuring food security, stressing the need to maximize resources to help put food on every Filipino table. He affirmed his commitment to advancing their rights, welfare, and recognition as vital contributors to the economy.
Pursuant to Special Order No. 88, series of 2005, Mr. Pedong shall assume the roles and responsibilities of the DA-BFAR National Director for the entire month of May, leading the Bureau’s key initiatives under the Mangingisdang Direktor Program.

He will undergo a month-long engagement that includes a ceremonial turnover of functions and guided exposure to the Bureau's processes, programs, and public service delivery.

The Mangingisdang Direktor program, held every Farmers’ and Fisherfolk’s Month in May, recognizes fisherfolk’s role in nation-building and promotes their participation in fisheries governance.

The Bureau of Fisheries and Aquatic Resources (BFAR), through the Fisherfolk-FARMC Coordination Office, conducted the 1st Quarter Meeting of the NFARMC on February 12, 2026 in Metro Manila. Members of the DA-BFAR officials, led by Undersecretary for Fisheries of the Department of Agriculture and Chairperson of the NFARMC, and National Director of BFAR, Dir. Elizer S. Salilig, MFT and representatives from other national agencies, fisherfolk fishworkers, commercial, members of the academe, and non-government organizations (NGO) participated in the event.
NFARMC serves as the advisory and recommendatory body to the Department of Agriculture. It was created to assist in the formulation of national policies for the protection, sustainable development, and management of fisheries and aquatic resources.
