Spearheaded by BFAR Regional Directors, the Head of the National Salt Program Management Office, and the BFAR-DSIP National Focal, the official kick-off of the 1st Asin Harvest Festival in Magsaysay, Occidental Mindoro marks a key step in strengthening local salt production through initiatives and interventions from the BFAR-NSPMO, BFAR MIMAROPA, and the DSIP.

Headline: Strengthening the Foundations of the Salt Industry: Evidence-Based Policy and Digital Integration

The mandate to revitalize the national salt industry requires a commitment to continuous improvement and data-driven decision-making. To this end, Dr. Hannibal Chavez’s National Salt Program Management Office and the Development of the Salt Industry Project (DSIP) recently convened the CY 2025 Year-End Assessment from December 1–5, 2025, at the Widus Hotel and Resort.

This assembly served as a vital point for evaluating our programmatic performance and refining our trajectory for the coming fiscal year, 2026. The agenda focused on two components:

• Assessment of Ground Truthing Activities: We engaged in a rigorous review of field data to validate our strategic frameworks. This process serves as an essential feedback mechanism, ensuring that national-level planning remains responsive to the localized needs and challenges of salt production communities. It affirms our commitment to policy that is rooted in empirical evidence rather than conjecture.

• Phase 1 training of the Salt Information Management System (SIMS): To modernize our monitoring frameworks, we conducted the National Training for SIMS, spearheaded by Mr. Jose Lapuz, Jr. of NSPMO. This training is instrumental in transitioning the bureau toward a more robust digital ecosystem.

By enhancing our proficiency in data governance, we ensure transparency, efficiency, and accuracy in industry oversight.

The successful completion of these activities signals a maturation in our implementation capabilities. We acknowledge the dedication of all participants whose expertise and active dialogue enriched the proceedings.

The NSPMO remains steadfast in its mission. With validated strategies and enhanced digital tools, we are better positioned to catalyze growth within the salt industry.

Operationalizing Collective Action: A Nationwide Milestone in Salt Cooperative Formation

November 24–27, 2025, the successful conclusion of the National Orientation on Salt Cooperative Formation, simultaneously conducted across Luzon, Visayas, and Mindanao. This synchronized activity, spearheaded by Dr. Hannibal M. Chavez, Head of the NSPMO with the DSIP, represents a pivotal development in the administration’s roadmap to revitalize the Philippine salt industry.

By convening diverse stakeholders—including salt farmers, local government leaders, and industry practitioners—we have moved beyond discourse and into the structural organization of our producers.

The strategic objectives of this orientation were threefold:
• Consolidation of Production: To transition individual producers into cohesive cooperative entities, thereby achieving economies of scale and improved market competitiveness.
• Capacity Building: To equip stakeholders with the legal and operational frameworks necessary for sustainable cooperative governance.
• Unified Strategic Direction: To harmonize local production efforts with the national agenda for food security and industrial independence.

The simultaneity of these sessions underscores our commitment to inclusive growth. Regardless of geography, the mandate remains clear: to empower our local producers through the mechanism of a cooperative. The dialogue generated during these four days has not only identified critical challenges but has also forged a unified network of advocates ready to implement reform.

We commend the active participation of our partners from the Cooperative Development Authority (CDA), BFAR DSIP regional focal persons, and our ever-dedicated and hardworking salt farmers and producers.

The foundation for a resilient, cooperative-driven salt industry has been established. We now proceed with a clear, unified trajectory to fully revitalize this Industry.

Translating Strategic Vision into Operational Reality: Conclusion of the PSIDR National Action Planning Workshop

The BFAR-NSPMO, led by Dr. Hannibal M. Chavez, and the DSIP are pleased to formally announce the successful conclusion of the National Action Planning Workshop regarding the implementation of the Philippine Salt Industry Development Roadmap (PSIDR) short-term goals. Held from November 18–21, 2025, at the Radisson by Park Inn, North Edsa, this four-day workshop served as an important milestone to fully implement the roadmap.

This workshop was designed not merely as a discussion forum but as a rigorous strategic exercise. Moving beyond the theoretical "what" of our objectives, the sessions focused intensively on the operational "how."

To ensure a comprehensive nationwide perspective, the workshop leveraged the collective expertise of BFAR DSIP Regional Focal Persons from Regions 1 to 13, as well as the Cordillera Administrative Region (CAR) and the National Capital Region (NCR). Together with representatives from various National Government Agencies (NGAs)—including the DA, DTI, NFRDI, DOH-NNC, Landbank, and DOST—and the private sector, we systematically mapped concrete, actionable steps to materialize the mandates of RA 11985.

Key highlights of the proceedings included:

Cross-Sectoral Synergy: A collaborative interface between government bodies and private sector leaders to harmonize diverse perspectives into a cohesive vision.

Critical Dialogue: Stakeholders engaged in a comprehensive discourse to identify and mitigate potential implementation bottlenecks.

Framework Development: The creation of robust mechanisms to ensure the efficacy of the implementation strategy.

We extend our profound gratitude to our colleagues from the NGAs, partner agencies, and private sector stakeholders who contributed their insights. Your intellectual capital and commitment were instrumental in refining our strategic direction.
