The Special Projects Coordination and Management Assistance Division (SPCMAD) of the Department of Agriculture (DA) is tasked to ensure the smooth implementation of all the Department’s Special Projects, both foreign-assisted projects (FAPs) and locally-funded projects (LFPs). Together with the DA Project Development Service and the Planning and Monitoring Service, a system will be institutionaliz

ed to affect the smooth transition from project preparation to implementation and from project completion to project evaluation and impact assessment. SPCMAD also provides pre-implementation technical assistance to DA Regional Field Offices, bureaus and attached agencies including the setting-up of the needed management systems and procedures and coordination with other concerned offices, agencies and stakeholders, and coordinate and integrate with the donor agencies and other offices on the various implementation activities of the projects.
