Municipality of Quirino This is the Official page of the Municipality of Quirino, Isabela. It may be an interior town but it has so much to offer. Lucia, San Mateo, Sto.

Quirino is a fourth class municipality in the province of Isabela composed of 21 barangays. Looking back in history, the municipalityโ€™s 16 original barrios were carved out from the municipalities of ILAGAN (Sta. Domingo, Santiago, Dolores, Manaoag, Vintar and San Jose), GAMU (San Juan, Binarzang, Luna, Suerte, Sinait, Cabaruan and Sta. Catalina) and ROXAS (Camaal). Then, another five barrios (Riza

l, Villa Bulusan, Villa Miguel, San Isidro and San Vicente) were created to form the town. At the end of World War II, Congressman Melanio T. Singson pushed the creation of Quirino into a municipality. He authored the Singson Bill otherwise known as Republic Act No. 004901 that was signed into law by President Ferdinand E. Marcos proclaiming Quirino as a municipality on June 17, 1967. The present leader, MAYOR EDWARD D. JUAN, is guided by a strong motivation to lead this municipality towards progress and development based on the townโ€™s main assets, the people, the vast fertile lands and its ideal location. Today, Quirino is a municipality that is progressive, vibrant and full of promise. And it continues to move forward to an exciting and prosperous future filled with endless possibilities.

The Local Government Unit of Quirino, Isabela successfully implemented the Assistance to Indigent Individuals or Families โ€“ Food Assistance: Rice Distribution Project, funded under the FY 2026 Local Government Support Fund โ€“ Financial Assistance to Government Units (LGSF-FAGU) on September 2, 2026.

A total of 9,434 households across the municipality received 10 kilograms of rice each.

Mayor Edward D. Juan emphasized the importance of this initiative. โ€œAng ating pamahalaan ay patuloy na nakatuon sa kapakanan ng bawat pamilyang Quirinian. Sa tulong ng LGSF-FAGU, naipapakita natin na ang gobyerno ay kaagapay ninyo sa panahon ng pangangailangan. Ang simpleng bigas na ating naipamahagi ay simbolo ng malasakit at pagkalinga sa ating mga kababayan,โ€ he said.

The project highlights the national government's proactive measures in addressing food needs, especially among indigent families, while reinforcing the principle that government resources must directly benefit the people.

Local officials, barangay leaders, and community volunteers joined the distribution, reflecting the spirit of unity and shared responsibility in uplifting the welfare of Quirino residents.

The Local Government Unit of Quirino, in partnership with the Department of Social Welfare and Development (DSWD) Regional Office II, facilitated the awarding of Seed Capital Fund to several Sustainable Livelihood Program Associations (SLPAs) in the municipality on September 1, 2026.

The Quirino Bakers SLPA, San Isidro Panagkaykaysa SLPA, Santiago Inclusive Alliance SLPA, and Bayanihan San Jose SLPA each received โ‚ฑ450,000.00. Meanwhile, Golden Heart SLPA and Quirino Start and Grow SLPA obtained โ‚ฑ480,000.00 each, while the Vintar United Farmers SLPA received the highest allocation amounting to โ‚ฑ600,000.00.

In his message, Mayor Edward D. Juan emphasized that the Seed Capital Fund serves as a vital support mechanism to strengthen local enterprises, empower community organizations, and promote inclusive economic growth in Quirino. He underscored the LGUโ€™s commitment to working hand-in-hand with DSWD to ensure that livelihood initiatives translate into sustainable opportunities for families and communities.

Mayor Juan also expressed his gratitude to the DSWD Regional Office II for their unwavering support, noting that the partnership continues to bring meaningful opportunities to local associations and contributes to the long-term development of the municipality.

The Local Government Unit of Quirino, led by Mayor Edward D. Juan, through the Rural Health Unit, in partnership with the Cagayan Valley Center for Health Development (CVCHD), successfully conducted a Tuberculosis (TB) Caravan at the San Juan Community Center.

As part of the intensified campaign against TB, a free mobile X-ray service was offered to the community.

A total of 200 presumptive individuals underwent chest X-ray screening. From these, 33 were identified with positive chest X-ray results, and 24 sputum samples were collected on the spot for confirmatory testing using the Xpert diagnostic method.

The initiative highlights the LGUโ€™s commitment to strengthening public health programs and ensuring early detection and treatment of TB cases in the municipality.

The Local Government Unit of Quirino, Isabela led by Mayor Edward D. Juan commemorated the 48th National Disability Rights Week with a community program at the Sta. Lucia Community Center on August 17, 2026, drawing around 200 persons with disabilities (PWDs) from different barangays.

Municipal officials, including Vice-Mayor Victor Emmanuel G. Callangan, and members of the Sangguniang Bayan graced the event, which featured free medical, dental, and eye services for participants.

Dr. Maricel S. Salamida, together with Global PRIME EYE Center, provided free eyeglasses and eye drops. Dr. Conrado Eclar offered free tooth extractions and fluoride treatment, while Dr. Hazel Y. Luci conducted blood sugar testing, medical consultations, and distributed free medicines.

Yakult Philippines also joined the celebration by giving probiotic drinks to attendees, adding to the spirit of care and wellness.

The activity underscored the LGUโ€™s commitment to advancing the rights and welfare of PWDs, ensuring access to essential health services and community support during the national observance of Disability Rights Week.
