This crucial initiative took shape during the formulation of the Devolution Transition Plan in 2021, under the collaborative leadership of then Mayor Dr. Leonilo D. While the plan was crafted under the Borinaga Administration, it has been progressively implemented under the Machon Administration, demonstrating a unified transition and a sustained commitment to community development.
