LEGAZPI CITY โ Committed to delivering full and effective service to its clientele, the Department of Agrarian Reform (DAR) Albay Provincial Office reinforced its dedication to gender-responsive and ethical governance during a recent seminar, "Integrating GAD Principles and RA 6713 in Client Handling Cum Orientation on the new DAR Citizenโs Charter," on August 20, 2026, at Hotel Lucca in Legazpi City.
Drawing on her rich experience in institutional development, resource person Ms. Ma. Carolina L. Boyon imparted valuable knowledge to the full force of DAR Albay, including personnel from all municipal offices.
Boyon discussed the principles of Republic Act No. 6713, also known as the Code of Conduct and Ethical Standards for Public Officials and Employees, alongside Gender and Development (GAD) principles. The informative lecture was followed by an insightful workshop that allowed employees to deepen their self-awareness and strengthen their commitment to ethical standards and GAD advocacies.
"The standard of excellence is going beyond the minimum. Do not ever shortchange the service our clients truly deserve," Boyon stressed. "Ethical norms and gender-responsiveness must be a collective habit of DAR," she added.
As an organization that champions gender sensitivity and operates as an ISO 9001:2015 certified agency, DAR Albay continually maximizes opportunities to update and enrich the knowledge of its personnel, ensuring the consistency of delivering excellent service.
Another key highlight of the event was the cascading of the new 2026 DAR Citizenโs Charter. This ensured that every employee became thoroughly familiar with the frontline services and streamlined processes offered to the public by DAR in compliance with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act.
Provincial Agrarian Reform Program Officer (PARPO) II Engr. Gerardo A. Ebrada underscored that the responsibility of public servants extends far beyond routine tasks.
"We are expected to serve our clients with respect, fairness, professionalism, integrity, and compassion โ regardless of gender, age, status, disability, or other personal circumstances," Ebrada said.
Although structured as a one-day session only, the initiative yielded productive outcomes. Before the program concluded, PARPO I Patricia Rastrullo, CESE, synthesized the core learnings. She also called for the continuous dedication of all employees to accountable and responsive service delivery, urging them to master the Department's full range of services regardless of their specific divisional assignments.
