Regular Session of the Sangguniang Bayan of Rizal, Kalinga | October 21, 2025

The Sangguniang Bayan of Rizal, Kalinga, held its Regular Session on October 20, 2025, presided over by the Municipal Vice Mayor, Hon. Ronald R. Echalar. The session was marked by productive discussions and meaningful exchanges among the members of the council and invited guests.

One of the key highlights of the session was the discussion on the proposed Memorandum of Agreement (MOA) between LGU-Rizal and Kalinga State University (KSU) for the implementation of a tailored language training program for LGU personnel and staff. Mrs. Erhol Bayed was present during the session to provide insights and clarifications regarding the MOA. The members welcomed the proposal, emphasizing the value of capacity-building initiatives, and a good discussion ensued focusing on the benefits and implementation strategies of the program.

In addition to the KSU partnership, several MOAs were also tackled involving collaborations with various agencies aimed at improving service delivery and programs for the benefit of the people of Rizal. The body expressed its support and commitment to pursue partnerships that would enhance development and public welfare.

The council also deliberated on the Barangay Calaocan Ordinance, ensuring that all aspects of the ordinance were thoroughly reviewed to align with existing policies and community needs.

A significant portion of the session was devoted to the discussion of the matter involving Hon. Jonathan Padios. Barangay Captains were invited for their inputs, alongside Municipal Administrator Atty. Blair Casiw and Municipal Accountant Ms. Rodelia Busacay. LGU-Rizal, Kalinga Flag Raising Program | October 20, 2025

The Local Government Unit of Rizal, Kalinga once again gathered as one family for its regular Flag Raising Ceremony held on October 20, 2025, at the Municipal Grounds. This week’s program was sponsored by the Municipal Civil Registrar (MCR) Office.

Each office actively participated in the program, with representatives providing updates and reports on their respective activities and accomplishments. These updates served as an avenue to keep all departments informed and aligned with the ongoing projects and services of the local government.

The highlight of the program was the inspirational message delivered by the Municipal Vice Mayor, Hon. Ronald R. Echalar, who addressed the employees with encouraging and empowering words. In his message, he commended the dedication of every office and shared updates on the current initiatives of the Legislative Department, emphasizing the importance of teamwork, commitment, and good governance in realizing the municipality’s goals for progress and community development.

The program also included a special blessing for the October birthday celebrants, celebrating their lives and contributions to public service.

Day 3 of the Distribution of Farm Supplies to RSBSA-Enrolled Farmers in Rizal, Kalinga

In its ongoing effort to uplift local farmers and enhance agricultural productivity, the Municipal Government of Rizal, Kalinga successfully conducted Day 3 of the Farm Supplies Distribution on October 17, 2025, at the Pamahalaang Bayan ng Rizal, Kalinga. During the activity, fertilizers and hybrid seeds were distributed to RSBSA-enrolled farmers.

Consultation Meeting on the Proposed Solar Power Project in Romualdez, Rizal, Kalinga and Site Inspection

The Consultation Meeting for the Proposed Solar Power Project of AboitizPower in Barangay Romualdez, Rizal, Kalinga was successfully conducted earlier today, October 16, 2025, at the SB Session Hall, Liwan West, Rizal, Kalinga. The meeting was attended by AboitizPower personnel, representatives from DENR Regional Office, CENRO and PENRO, employees of LGU-Rizal, BLGU officials of Romualdez, and members of the Sangguniang Bayan, who engaged in a productive dialogue about the proposed project.

AboitizPower, one of the leading renewable energy developers in the country, aims to promote sustainable and cleaner energy sources. The proposed solar power project in Romualdez seeks to harness solar energy to help supply reliable electricity while supporting the municipality’s commitment to environmental sustainability and local development.

Municipal Mayor, Hon. Karl Bugao P. Baac and Municipal Vice Mayor, Hon. Ronald R. Echalar both expressed their support and optimism for this project, recognizing the development as well as the benefits it will offer, not only to the people of Rizal and the whole Province of Kalinga, but to the neighboring provinces as well.

After the meeting, the AboitizPower team, along with local officials, employees, and Rizal-MPS personnel proceeded to Barangay Romualdez for a site inspection, where the proposed solar power facility will be established. Both the consultation meeting and the site visit concluded smoothly and positively, reflecting the shared vision of advancing sustainable energy for the community of Rizal, Kalinga.

Development Workshop and Advocacy Event on Empowering Digital Governance Held in Rizal, Kalinga

On October 15, 2025, the Department of Information and Communications Technology (DICT)–Kalinga successfully conducted a Development Workshop and Advocacy Event on Empowering Digital Governance: PNPKI, Cybersecurity, and eGov Super App at the Operation Center, MDRRM Building, Liwan West, Rizal, Kalinga.

The event was spearheaded by the team of Mr. Lawrence Aquino from DICT-Kalinga, who led insightful discussions on the importance of strengthening digital governance, promoting cybersecurity awareness, and maximizing the use of the eGov Super App to enhance the delivery of government services.

Attending the activity were key personnel from various offices of the Local Government Unit of Rizal, along with representatives from MPS-Rizal, BFP-Rizal, and Kalinga State University–Rizal Campus. Their participation highlighted the strong inter-agency collaboration and shared commitment toward a more transparent, efficient, and digitally empowered government system.

As the Municipal Mayor, Hon. Karl Bugao P. LGU-Rizal, Kalinga Flag Raising Program | October 13, 2025

The Local Government Unit of Rizal, Kalinga, successfully held its regular Flag Raising Ceremony Program on October 13, 2025, with the Public Employment Service Office (PESO) as the sponsoring office for the week. The event brought together LGU officials, employees, and representatives from various national government agencies operating within the municipality.

During the program, key personnel from different offices and partner agencies shared significant updates and announcements concerning their respective programs, activities, and upcoming initiatives. Their messages emphasized coordination, transparency, and continued collaboration among local offices for the effective delivery of public services.

A highlight of the ceremony was the awarding of winners in both the men’s and women’s volleyball divisions of the LGU-Rizal, Kalinga. The ceremony was graced by distinguished guests from the Land Transportation Franchising and Regulatory Board (LTFRB) and the Department of Transportation – Cordillera Administrative Region (DOTr-CAR) from Baguio City, alongside municipal officials, department heads, and employees.
