The Regional Training Center Palawan, under the leadership of CAPT ELAINE R PANGILINAN PCG, Director, Regional Training Center Palawan and LCDR EDGAR B ARDAMOY PCG, Course Director CGNOC CL 117-2025 "SIBOL MANDASIG" proudly conducted a Graduation Ceremony held on 10 July 2026 at the Regional Training Center Palawan Parade Ground, Brgy Punta Baja, Rizal, Palawan.

History was made as the pioneering class of RTC Palawan celebrated their long-awaited Graduation Ceremony. The event marked the culmination of months of rigorous training and transformation for two hundred (200) proud and disciplined Coast Guard Non-Officers who have successfully completed the course and are now ready to serve the nation with honor, integrity, and devotion to duty.

Despite the unpredictable weather, the ceremony pushed through rain or shine, symbolizing the resilience, determination, and unwavering commitment of every graduate who overcame countless challenges to reach this remarkable milestone.

The momentous event was graced by VADM TITO ALVIN G ANDAL PCG, Commander, Coast Guard Education, Training and Doctrine Command, served as the Keynote Speaker. In his inspiring message, he encouraged the graduates to uphold the highest standards of professionalism, integrity, and dedication as they carry out their duties in service to the nation.

The July 12, 2016 Arbitral Award affirmed that the Philippines can defend its maritime rights peacefully-through UNCLOS, evidence, and principled action. It protects coastal communities, livelihoods, and one of the world's richest marine environments, reminding us that sovereignty is also about food security and future opportunities for every Filipino family. Ten years on, its message is clear: principles matter, lawful action matters, and a rules-based order benefits all nations.

In commemoration of this milestone, Regional Training Center (RTC) Palawan, led by CAPT ELAINE R PANGILINAN PCG, participated in the Simultaneous Flag Raising Ceremony commemorating the 2016 South China Sea Arbitral Award. The ceremony was held on 6 July 2026 at Regional Training Center Palawan, Purok Base, Brgy, Punta Baja, Rizal, Palawan.

RTC Palawan remains steadfast in its mission of developing competent, disciplined, and mission-ready Coast Guard personnel who are committed to upholding the nation's maritime interests. In commemorating the 2016 Arbitral Award, RTC Palawan reaffirms its dedication to instilling patriotism, professionalism, and respect for international law among its trainees. Through quality education, rigorous training, and values-based leadership, the Center continues to prepare Coast Guard personnel to safeguard the country's maritime domain, support maritime security, and contribute to the protection of the Philippines' sovereign rights for the benefit of present and future generations of Filipinos.

The training was participated by members of CGNOC Class 117-2025 "SIBOL-MANDASIG" together with other RTC Palawan personnel. It aimed to strengthen the participants' capabilities in the recognition, identification, reporting, and initial response to explosive ordnance threats while enhancing their operational readiness in support of public safety and security. Throughout the course, the participants demonstrated exceptional discipline, teamwork, professionalism, and commitment to learning.
