The Department of Social Welfare and Development - DSWD , as the lead agency implementing the Community-Driven Development (CDD) approach through KALAHI-CIDSS, actively participated in the Technical Working Group (TWG) Meeting of the Committee on Poverty Alleviation (CPA) held yesterday (Mar 17) at the House of Representatives in Quezon City to review and refine the draft CDD Institutionalization Bill. The measure seeks to formally establish the CDD approach as a national strategy for inclusive growth and stronger social protection.

Presided by one of the billโ€™s principal authors, Lone District Representative of Mountain Province Maximo Y. Dalog, Jr., the CPA consolidated multiple related House bills (HB 67, 1248, 1530, 1943, 3403, 4048, 5508) into a single substitute bill. Each provision was carefully examined to ensure clarity, practicality, and alignment with DSWDโ€™s social protection goals.

Rep. Dalog has been acknowledged by the DSWD KALAHI-CIDSS program as a strong legislative supporter of CDD since the 18th Congress.

Representatives who joined the discussions included HB1530 Principal Author Rep. Amado Carlos A. Bolilia IV (4th District of Batangas), Member for the Majority Rep. Carlos A. Loria (Albay, 2nd District); and Members for the Minority Rep. Renee Louise M. Co (KABATAAN Party-List), Rep. Paolo Henry M. Marcoleta (SAGIP Party-List), and Rep. Sarah Jane I. Elago (GABRIELA Party-List).

Key government agencies were consulted during the review, including DSWD, the Department of the Interior and Local Government, Department of Health, Department of Human Settlements and Urban Development, National Anti-Poverty Commission, National Commission on Indigenous Peoples, and the National Commission on Muslim Filipinos. Their input ensures that the proposed bill is practical, inclusive, and responsive to the needs of vulnerable communities.

DSWD emphasized that institutionalizing the CDD approach will strengthen local capacities, empower communities in decision-making, and enhance the delivery of social protection programs nationwide. The TWG is expected to finalize the refined draft, which will then be submitted to the CPA for approval and first reading under the 20th Congress.

Through this collaborative effort, DSWD continues to champion policies that improve the lives of Filipino families and ensure poverty reduction programs are effective, sustainable, and aligned with national development priorities.

Salceda (Albay, 3rd District); Patrick Michael D. Vargas (Quezon City, 5th District); Ma. Alana Samantha Taliรฑo (Cotabato, 3rd District); Maximo B. Rodriguez (ABAMIN Party-list); Rufus B. Rodriguez (City of Cagayan De Oro, 2nd District); John Tracy F. Cagas (Davao Del Sur, Lone District); Iris Marie Demesa Montes (4K Party-list); Eduardo R. Rama, Jr. (City of Cebu, 2nd District); Noel "B**g" N. Rivera (Tarlac, 3rd District); Katrina Reiko Chua-Tai (City of Zamboanga, 1st District); and Nelson S. Legacion (Camarines Sur, 3rd District).

We extend our sincere appreciation to our augmented staff for their valuable support in facilitating the Barangay Participatory Situational Analysis, 1st Barangay Assembly, BDC Meetings, preparation of RFR documents, and other key tasks under the DSWD KALAHI CIDSS process.

The KALAHI-CIDSS (Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services) in collaboration with the LGU Ronda, facilitated the Municipal Development Council-Participatory Resource Allocation (MDC-PRA) for Kapangyarihan at Kaunlaran sa Barangay โ€“ Community Driven Development (KKB-CDD) program on March 12, 2026, at the Municipal Gymnasium.
The said activity was attended by the members of the Municipal Inter-Agency Committee (MIAC) headed by Mayor Chantilli Ann Victoria L. Blanco, representative from CSOs, the 14 Punong Barangays, Barangay Representation Team (BRT), Project Preparation Team (PPT), KALAHI CIDSS volunteers, Municipal and Area Coordinating Team, RPMO staff and other stakeholders.
Based on the results of the MDCโ€“PRA ranking, Barangay Vive was the top-ranked barangay, followed by Barangay Butong, Barangay Liboo, Barangay Langin, and Barangay Cansayahon. The prioritized barangays then proceeded with the drafting and approval of MDC-PRA resolutions which officially documented the results of the prioritization process.
The MDCโ€“PRA activity is part of the KALAHI-CIDSS programโ€™s continued effort to empower communities to take part in planning, decision-making, and implementing development projects that help reduce poverty and strengthen local governance.
