𝐃𝐎𝐋𝐄 𝐑𝐎𝟏, 𝐃𝐌𝐌𝐌𝐒𝐔 𝐈𝐧𝐤 𝐌𝐎𝐀 𝐟𝐨𝐫 𝐋𝐚𝐰 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 𝐄𝐱𝐭𝐞𝐫𝐧𝐬𝐡𝐢𝐩

In its effort to support the Clinical Legal Education Program and enhance experiential learning for law students, the Department of Labor and Employment Regional Office 1 (DOLE RO1), through Regional Director Exequiel Ronie A. Guzman, and Don Mariano Marcos Memorial State University (DMMMSU), through Mid La Union Campus Chancellor Dr. Alvin Malicdem, signed a Memorandum of Agreement (MOA) on March 6, 2026 at the DOLE RO1 Conference Room in the City of San Fernando, La Union for the externship of law student practitioners who will undergo training at the DOLE Regional Office 1.

According to DOLE Regional Director Exequiel Ronie A. Guzman, “The partnership aims to provide law student practitioners with exposure to labor and employment laws and the legal services rendered by the Department. Under the agreement, DOLE RO1 will serve as an effective teaching and training agency where students will gain firsthand experience in government legal processes related to labor and employment concerns.”

As part of the externship, law student practitioners will be oriented on the various legal aspects of DOLE programs, services, and activities. The training will allow students to observe and learn from the legal operations and enhance their understanding of labor standards, labor relations, and dispute resolution mechanisms.

Upon successful completion of the externship program, DOLE RO1 will issue certificates of completion to the participating law student practitioners. The Department will also provide a corresponding performance rating based on the evaluation tool prescribed by DMMMSU.

The collaboration between DOLE RO1 and DMMMSU reflects the shared commitment of both institutions to strengthen legal education through practical training and to prepare future members of the legal profession in understanding the proper implementation of labor laws.

Also present to witness the signing were DOLE RO1 Mediator-Arbiter Atty. Amado Gasmin, IMSD Chief Ronaldo De Vera, Senior Labor and Employment Officer Atty. Patrick Chad Guzman, and DMMMSU Mid La Union Campus Dean of the College of Law Atty. Honorio Buccat Jr.

𝐑𝐄𝐀𝐃 | Continued Processing of AEP Permit (AEP)

To ensure the uninterrupted delivery of services and the timely issuance of permits, the Department hereby confirms that submission of all Alien Employment Permit (AEP) applications remains OPEN and ACTIVE and that processing/evaluation remains OPERATIONAL.

Please be guided by the following operational protocols:

1.Acceptance of Applications.

The Department CONTINUES to acceptand process all applications for new permits, renewals, and certificatesof exclusion and exemptions. To facilitate this, applications shall besubmitted via physical or electronic filing at the DOLE Regional Officesor through our designated email addresses or online links.

2.Payment and Verification.

All applicable fees must be settled at theRegional Cashier’s Office. Upon payment, a manual tracking numberor barcode, will be issued to the applicant. This number serves as theofficial reference for the duration of the evaluation process.

3.Issuance and Release of AEP Cards.

To ensure the continuity of ourservices and support client requirements, the Department shall issue aTemporary Certification of AEP Approval in lieu of the physical card.This certification shall serve as valid proof of employment authorizationuntil such time that the physical AEP cards are available for release.

4.Processing Commitment.

The Department remains committed to itsprescribed processing timelines. Our evaluators are available foron-site consultations to assist with any filing requirements or statusinquiries.
