1. Rosales Water District
Rosales Water District (RWD) addressed local water quality concerns by upgrading pump equipment (at Carmen), conducting regular chlorination, and performing routine flushing and Department of Health-accredited water testing. To resolve ongoing operational and financial constraints—including a misdirected GCash payment issue affecting consumers—the Sangguniang Bayan recommended closer collaboration, public awareness campaigns for flushing schedules, and a future committee hearing with the RWD Board of Directors.

2. TODA out-of-line concern:
Pinagusapan ang mga reklamo tungkol sa out-of-line na operasyon ng ilang miyembro ng TODA, kung saan binigyang-diin ng Sanggunian ang mas mahigpit na pagpapatupad ng mga alituntunin at disiplina sa loob ng mga TODA. Dahil sa kakulangan ng tauhan ng POSO, iminungkahi ang mas aktibong pakikialam ng mga TODA at barangay, agarang pag-uulat ng mga lumalabag, at pagpapataw ng kaukulang parusa, kabilang ang hindi pagbibigay o pagbawi ng sertipikasyon. Tinalakay din ang problema sa maiingay na muffler, pati na ang pag-update sa Traffic Management Code, fare matrix, at impounding ordinance.

🔹 Committee Report:
1. The Committee on Good Governance reports that it has received the verified answer of PB Charlie Pilotin regarding the administrative complaint filed against him, along with a motion to suspend the investigation pursuant to the 90-day ban on administrative cases relative to the upcoming Barangay Elections; however, the Committee clarified that if the elections are postponed or rescheduled, the administrative investigation will proceed immediately.

🔹Other Matter Discussed:
1. Noisy Muffler:
Councilor Tagalicud highlighted the issue of noisy mufflers disturbing residents. In response, the Presiding Officer recommended revisiting the current anti-modified muffler ordinance, while Councilor Coloma noted that its loopholes need fixing. The Committees on Transportation and Peace and Order will joint-review the ordinance to update it, and a revised version will be scheduled for approval in a future session.

◽Other Matters Discussed:
1. During the Question Hour, representatives from the Department of Public Works and Highways (DPWH) provided clarification regarding standard road right-of-way (RROW) widths and setbacks for national, provincial, municipal, and barangay roads:
- National Roads: 20 meters total width (10m from the centerline to each side)
- Provincial Roads: 15 meters total width (7.5m from the centerline to each side)
- Municipal Roads: 13 meters total width (6.5m from the centerline to each side)
- Barangay Roads: 13 meters total width (6.5m from the centerline to each side)

Going forward, property owners and developers must ensure that proposed structures and establishments comply strictly with these prescribed government road setbacks.

The Municipal Engineering Office will verify setback adherence during plan evaluation and physical inspection.
The Business Permits and Licensing Office (BPLO) will require confirmation of setback compliance prior to issuing or renewing business permits.

2. The Presiding Officer raised concerns regarding tap water quality. To address this issue directly, representatives from the Rosales Water District (RWD) have been formally invited to attend the next Regular Session.

2. Student Fare Discount Compliance: Concerns were raised regarding public transport operators refusing to grant the mandatory 20% student fare discount. The body noted that several students reported being charged full regular fares despite presenting valid student IDs.
