𝐋𝐎𝐎𝐊 | Labor Advisory No. 13, Series of 2026 - Pay Rules on 21 August 2026 - Ninoy Aquino Day - Special (Non-Working) Day
Pursuant to Proclamation No. 1006, Series of 2025, the following pay rules shall apply tomorrow:
• If the employee does not work , the “no work, no pay” principle shall apply unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day;
• For work performed during the special day, the employer shall pay the employee an additional 30% of the basic wage on the first eight hours of work (Basic wage x 130%).
• For work performed in excess of eight hours, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 130% x 130% x number of hours worked).
• For work performed during the special day that also falls on the employee's rest day, the employer shall pay the employee an additional 50% of the basic wage on the first eight hours of work (Basic Wage x 150%).
• For work performed in excess of eight hours during the special day that also falls on the employee's rest day, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 150% x 130% x number of hours worked).

📍 2026 FIELD OFFICE NSRP & LMI ASSESSMENT AND PRESENTATION

In line with the directives of DOLE Secretary Francis N. Tolentino to strengthen the implementation of labor and employment programs, promote stronger partnerships, and ensure measurable and meaningful results for workers and communities, the DOLE La Union Field Office conducted the 2026 Field Office NSRP & LMI Assessment and Presentation on the CDSP 5-Point Agenda.
The gathering brought together PESO Managers, and Job Placement Officers of La Union, to assess the implementation and performance of the National Skills Registration Program (NSRP) and Labor Market Information (LMI) while discussing key issues, concerns, good practices, and ways forward in strengthening employment services across the province.
The activity was led by Ms. Bernadette May M. Mamitag, Supervising LEO/Caretaker, DOLE La Union, together with Engr. Celine Joy B. Duclayan, LEO III/GIP Focal Person, who presented the statistical performance on LMI and NSRP.
Through continuous assessment, collaboration, and strengthened coordination, LUPA remains committed to working hand in hand with DOLE and its partners in advancing responsive, accessible, and effective employment services for the people of La Union.

Based on PEIS and PhilJobNet data reported by San Fernando City and Rosario, La Union; Villasis, Urdaneta City and Provincial PESO, Pangasinan; and Bantay, Ilocos Sur for August 14–20, 2026, Production Worker recorded the highest number of reported vacancies, with 550 vacancies. Meanwhile, San Fernando City, La Union posted the highest number of job vacancies among reporting locations, with 3,395 vacancies.

PESO ROSARIO LA UNION | YOUTH EMPLOYMENT ADVOCACY
The Public Employment Service Office (PESO) of Rosario, La Union conducted a meeting with the Sangguniang Kabataan (SK) Chairpersons and the Local Youth Development Officer (LYDO) to advocate the JobStart Philippines Program and other PESO programs and services geared toward promoting employment opportunities for the youth.
The meeting also emphasized the importance of the SK officials’ cooperation in establishing an updated database of youth ages 15–30 years old. This initiative will help the municipality better identify the needs, skills, and employment interests of the young people and develop appropriate programs and interventions for their career development and employment.

PESO/MDO on Wheels
The PESO/MDO on Wheels conducted an organizational activity for TUPAD beneficiaries in Barangay San Jose, Rosario, La Union.
The activity also included the distribution of packs of rice to the beneficiaries as part of the continuing efforts of the Public Employment Service Office to support and assist workers in the community.
Through initiatives like this, PESO/MDO remains committed to bringing employment services, assistance, and opportunities closer to the people of Rosario.
