The Municipal Government of Rosario, La Union, through the Municipal Planning and Development Office, was represented by Engr. Mark Jerald G. Estrada (Statistician I) and Engr. Rolando C. Cabutotan Jr. (Zoning Officer I), together with Ms. Julieta C. Galvan (Municipal Local Government Operations Officer), in the “Retooling and Follow‑through on Comprehensive Land Use Plan (CLUP) Formulation and Updating” workshop held on July 27, 2026, at J & V Hotel and Resort, Barangay Sevilla, San Fernando City, La Union. The activity was spearheaded by the provincial office of the Department of the Interior and Local Government (DILG), in collaboration with the Department of Human Settlements and Urban Development (DHSUD) Region 1.

In his opening message, DILG Provincial Director Virgilio P. Sison, CESO V, emphasized the imperative of updating the CLUP, describing it as the local government unit’s (LGU’s) master plan for the efficient and judicious utilization of land resources with due regard to environmental sustainability. He further highlighted that the CLUP serves as one of the major requirements for passing the Seal of Good Local Governance, emphasizing its importance in promoting accountability, transparency, and excellence in local governance.

Following the opening remarks, the DHSUD reinforced the Provincial Director's message by elaborating on the principles of land use planning and presenting the 12‑step process for CLUP formulation and updating based on the 2014 guidelines. They also emphasized the importance of integrating other essential plans, such as the Local Shelter Plan, into the CLUP updating process to ensure a comprehensive and responsive framework for local development.

During the workshop, Engr. Estrada presented Rosario’s drafted Municipal Planning Team, while Engr. Cabutotan outlined the calendar schedule for updating the CLUP, demonstrating the municipality’s proactive commitment to institutional readiness and timely compliance with national and provincial planning standards.

The workshop was attended by the component LGUs of La Union, emphasizing the province‑wide effort to strengthen municipal capacity in updating their CLUP. This collective initiative ensures that local land use policies remain responsive to emerging challenges and strategically aligned with provincial and national development frameworks. By actively engaging in this activity, Rosario reaffirmed its commitment to sustainable development, environmental stewardship, and the effective management of land resources for the benefit of its constituents.

✍ 𝗥𝗼𝘀𝗮𝗿𝗶𝗼 𝗔𝘁𝘁𝗲𝗻𝗱𝘀 𝘁𝗵𝗲 𝗦𝗽𝗮𝘁𝗶𝗮𝗹 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝘆 𝗩𝗮𝗹𝗶𝗱𝗮𝘁𝗶𝗼𝗻 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽

The Muncipal Government of Rosario, La Union, through the Municipal Planning and Development Office, was represented by Engr. Mark Jerald G. Estrada (Statistician I) and Engr. Rolando C. Cabutotan Jr. (Zoning Officer I) in the two‑day Spatial Strategy Validation Workshop No. 2 spearheaded by the Provincial Planning and Development Office, with the University of the Philippines Los Baños serving as consultant. The workshop was held at the Department of Agriculture Region I Field Office, 5th Floor Conference Room, Barangay Sevilla, San Fernando City, La Union.

The workshop was participated in by component local government units of La Union, its Provincial Land Use Committee, composed of the Department of Economy, Planning and Development; Department of Human Settlements and Urban Development; Department of Environment and Natural Resources; Department of Agrarian Reform; Department of the Interior and Local Government; and the Office of the Provincial Agriculturist. Other selected national government agencies also joined, along with the National Commission on Indigenous Peoples–Sudipen Community Service Center, reflecting broad and inclusive representation in the planning process.

This activity forms part of the ongoing series for updating La Union’s Provincial Development and Physical Framework Plan (PDPFP). As the province’s master blueprint, the PDPFP sets the
long‑term direction for the efficient and sustainable use of land resources, defines development priorities, promotes social equity while safeguarding environmental integrity, and ultimately enhances the quality of life of the people of La Union.

Central to the discussions was the ridge‑to‑reef approach, or integrated watershed management framework, which emphasizes the interconnectedness of upland, lowland, and coastal ecosystems. This holistic perspective guides the formulation of land use policies across the four major domains: settlements, production, infrastructure, and protection. In practice, it establishes where proposed projects, particularly infrastructure, should be located, and where they must be avoided, ensuring that development remains both strategic and sustainable.

The PDPFP also serves as the higher‑level counterpart of the city and municipal Comprehensive Land Use Plans (CLUPs), as it provides the guiding framework for the preparation, updating, and alignment of the CLUP with provincial priorities and strategies to achieve coherence across governance levels.

By the end of the workshop, participants successfully drafted proposed land use policies and development strategies, while also mapping La Union’s growth centers, corridors, and wedges. These outputs will serve as the foundation for the province’s future spatial development, balancing economic growth with environmental sustainability and social equity.

Did you know?💡 On August 7, 1869, Spanish liberal Governor General Carlos de la Torre issued a decree converting the barrio Concepcion into a town and renaming it “Rosario,“ making it the 13th civil town of La Union. At that time, Rosario remained spiritually dependent on its mother parish in Santo Tomas.

Today we proudly celebrate this milestone and honor Rosario’s enduring journey as the “Gateway to Ilocandia.“🌾✨

Pursuant to 𝐏𝐫𝐨𝐜𝐥𝐚𝐦𝐚𝐭𝐢𝐨𝐧 𝐍𝐨. 𝟏𝟑𝟖𝟑, August 7, 2026 has been declared a 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 (𝐍𝐨𝐧-𝐖𝐨𝐫𝐤𝐢𝐧𝐠) 𝐃𝐚𝐲 in the Municipality of Rosario, Province of La Union in celebration of its 𝟏𝟓𝟕𝐭𝐡 𝐅𝐨𝐮𝐧𝐝𝐢𝐧𝐠 𝐀𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲.

This declaration provides an opportunity for all Rosarineans to commemorate this significant milestone in the municipality’s history.

📍 𝗚𝗿𝗼𝘂𝗻𝗱 𝗧𝗿𝘂𝘁𝗵𝗶𝗻𝗴 𝗼𝗳 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆‑𝗥𝗲𝗽𝗼𝗿𝘁𝗲𝗱 𝗕𝗿𝗶𝗱𝗴𝗲 𝗟𝗼𝗰𝗮𝘁𝗶𝗼𝗻𝘀

The MPDO Rosario, La Union, assisted by 4th year civil engineering interns from the University of Eastern Pangasinan, carried out ground truthing on July 17 and 21, 2026 to validate barangay‑reported bridge locations throughout Rosario. This effort was undertaken in close coordination with barangay officials who provided local knowledge and assistance during the fieldwork.

Ground truthing involves on‑site verification through direct observation and measurement. In this initiative, the precise locations of both vehicular and pedestrian bridges were confirmed and geotagged using Quantum Geographic Information System (QGIS). The verified dataset will serve as a vital input to the Climate and Disaster Risk Assessment (CDRA), where bridges are recognized as critical point facilities, and will be utilized in preparing Rosario’s exposure map of critical facilities, and it also establishes an updated baseline database for ecological profiling, future planning, and monitoring. It ensures that Rosario’s Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP) remain updated and responsive to current conditions.

⚠️ 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗻 𝗖𝗗𝗥𝗔 & 𝗔𝗱𝘃𝗮𝗻𝗰𝗲𝗱 𝗚𝗜𝗦 𝗳𝗼𝗿 𝗖𝗟𝗨𝗣 𝗜𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻

The Municipality of Rosario, La Union joined the 5‑day technical workshop prepared by the Philippine Institute of Environmental Planners Northern Luzon Chapter in collaboration with the Department of Human Settlements and Urban Development–Cordillera Administrative Region, held on May 18–22, 2026, at Skyworld Hotel, Camp 7, Kennon Road, Baguio City.

The team was led by Engr. Juanito M. Quinto Jr., Municipal Planning and Development Coordinator, and Mr. Enrico T. Guray, Municipal Disaster Risk Reduction and Management Officer, together with Engr. Mark Jerald G. Estrada, Statistician I, and Engr. Rolando C. Cabutotan Jr., Zoning Officer I.

The workshop focused on analyzing the results of the Climate and Disaster Risk Assessment (CDRA) using advanced Quantum Geographic Information System (QGIS) software, with outputs to be integrated into the Comprehensive Land Use Plan (CLUP).

This training was crucial in enhancing Rosario’s ability to apply advanced GIS in analyzing climate and disaster risks. By integrating CDRA results into the CLUP, the municipality strengthens its land use planning toward a safer, more resilient, and sustainable future.

📈 Training on R Programming and Data Management

The Municipal Government of Rosario, La Union, through the Office of the Municipal Planning and Development Coordinator, participated in a five-day training workshop on R Programming and data management organized by the PSA La Union Provincial Statistical Office at J&V Hotel and Resort in Brgy. Sevilla, San Fernando City, La Union. This training is vital as Rosario continues to strengthen its data management capabilities for the CBMS and, more importantly, in the field of local planning. The event was attended by various municipalities, including representatives from the Provincial Government of La Union.
