With children spending more time online, offenders take advantage of anonymity, social media, and gaming platforms to manipulate, groom, and exploit them โ€” often without immediate detection.

Predators who are hiding behind fake profiles, gaming chats, and โ€œfriendlyโ€ direct messages, turns the internet into a risky space for the most vulnerable. This growing danger calls for vigilance from ๐—ฝ๐—ฎ๐—ฟ๐—ฒ๐—ป๐˜๐˜€, ๐—ฒ๐—ฑ๐˜‚๐—ฐ๐—ฎ๐˜๐—ผ๐—ฟ๐˜€, ๐—ฐ๐—ผ๐—บ๐—บ๐˜‚๐—ป๐—ถ๐˜๐—ถ๐—ฒ๐˜€, ๐—ฎ๐—ป๐—ฑ ๐—ฎ๐˜‚๐˜๐—ต๐—ผ๐—ฟ๐—ถ๐˜๐—ถ๐—ฒ๐˜€. Strengthening awareness, promoting responsible digital behavior, and encouraging open communication with children are vital steps in preventing abuse.

In celebration of ๐—–๐—ต๐—ถ๐—น๐—ฑ๐—ฟ๐—ฒ๐—ปโ€™๐˜€ ๐— ๐—ผ๐—ป๐˜๐—ต, LGU-Rosario, Northern Samar, Lgu-rosario Mswdo and the DILG Municipal Office supports this initiative and chooses to stay loud, proactive, and protective. READ | President Marcos Orders national agencies, LGUs to bolster readiness for Typhoon Opong, ensure safety of citizens

Upon the instruction of the President, the Department of the Interior and Local Government (DILG) has placed local government units (LGUs) on heightened alert as Severe Tropical Storm Opong (Bualoi) intensifies and threatens multiple regions across the country.

As of 5:00 PM, September 24, 2025, Opong packs maximum sustained winds of 130 km/h, bringing heavy to torrential rains and posing high risk to communities along its forecast track.

Alert Level Charlie (Red) covers 16 provinces directly threatened within a 100-kilometer diameter radius. These include Albay, Bataan, Batangas, Camarines Norte, Camarines Sur, Catanduanes, Cavite, Laguna, Marinduque, Masbate, Metro Manila, Northern Samar, Occidental Mindoro, Quezon, Rizal, and Sorsogon. Areas under this level should prepare for intense winds and torrential rainfall that may cause flooding, landslides, and damage to critical infrastructure.

Alert Level Bravo (Orange) covers 10 provinces within a 300-kilometer diameter radius, including Aurora, Bulacan, Eastern Samar, Nueva Ecija, Oriental Mindoro, Pampanga, Romblon, Samar, Tarlac, and Zambales. These areas may experience strong winds up to 85 km/h and heavy to intense rains.

Alert Level Alpha (Yellow) extends to 27 provinces within a 700-kilometer diameter radius, including Abra, Aklan, Antique, Benguet, Biliran, Bohol, Capiz, Cebu, Dinagat Islands, Guimaras, Ifugao, Ilocos Sur, Iloilo, Isabela, Kalinga, La Union, Leyte, Mountain Province, Negros Occidental, Negros Oriental, Nueva Vizcaya, Palawan, Pangasinan, Quirino, Southern Leyte, Surigao del Norte, and Surigao del Sur. These areas are expected to experience moderate to heavy rains and winds up to 45 km/h.

The Department calls on all LGUs within the affected areas to activate Operation L!STO protocols, ensure preemptive evacuation of at-risk communities, and secure evacuation centers with adequate food, water, and medical supplies. Barangay Disaster Risk Reduction and Management Committees are reminded to intensify ground monitoring and coordinate with local police, fire, and rescue units.

As mandated by President Ferdinand R. Marcos Jr., the DILG is ensuring that LGUs strictly carry out preparedness and response measures to safeguard lives and communities.

The DILG Central Office Disaster Information Coordinating Center (CODIX) continues to monitor developments and provide real-time advisories to LGUs and the public.

The Department also calls on the public to remain vigilant, follow official advisories, and cooperate with local authorities, especially when evacuation orders are issued.

On August 17, 2025, DILG Rosario and Lgu-rosario Mswdo joined the community of Buenavista, Rosario, Northern Samar, for the Ribbon Cutting and Blessing of the new Child Development Center.

The event was filled with gratitude, especially to Mr. Antonio Belgira, the generous donor of the lot, whose kindness made it possible for the children of Buenavista to have a brighter and more conducive place to learn and grow.

Before the ribbon cutting, a short program was held. Our Municipal Social Welfare and Development Officer, Maโ€™am Marites G. Bandal, shared her heartfelt thanks for the continued support in strengthening the Early Childhood Care and Development (ECCD) program. MLGOO Carmelita T. Diaz and Punong Barangay Rosario B. Belgira also gave messages of appreciation, recognizing the unwavering support of the community in pushing for positive changes.

The program concluded with a simple feast, shared laughter, and a collective spirit of hope for the brighter future of the children of Buenavista.

Intelligence Officer I (IO I) Matt Notarte commenced the orientation with a discussion on Drug Identification and the Ill Effects of Dangerous Drugs.
Investigation Agent I (IA I) Sir Neil Waniwan followed with a detailed explanation of the salient features of Republic Act 9165, focusing on the penalties for illegal drug use.
IO II Jo-An Cobrana will then deliver a talk on the Retention Process of Unaffected Barangays in Rosario, Northern Samar.

The activity will conclude with an open forum and closing remarks from Hon. Ruperto H. Tobes, Punong Barangay of Barangay Ligaya and Liga ng mga Barangay President.
