The DILG Capiz kicked off the celebration of the 35th Local Government Code Month through the conduct of the “Advancing EODB at the Local Level: Provincial Orientation on Business One-Stop Shop Operations, and Presentation of EODB Pre-Assessment Results and Barangay Clearance Integration Status” on October 5–6, 2026.

The two-day activity underscores the continuing commitment of the DILG Capiz and the 17 Local Government Units (LGUs) of Capiz to advancing the principles of the Ease of Doing Business (EODB) Law through streamlined, efficient, transparent, and citizen-centered local government services.

The activity was graced by Regional Director Juan Jovian E. Ingeniero, CESO III, who delivered a message of support and encouragement to the participating LGUs. His message emphasized the importance of sustaining local government efforts toward simplifying processes, strengthening service delivery, and creating a more responsive and business-friendly environment.

The activity also featured the presentation of the EODB Pre-Assessment Results of the 17 LGUs of Capiz, providing an overview of current practices, implementation gaps, and areas for improvement in local business permitting processes. Particular attention was given to the integration of Barangay Clearance and the effective establishment and operation of the Business One-Stop Shop (BOSS).

Through the orientation and discussions, LGUs were provided with technical guidance and an avenue to share experiences, strengthen inter-office coordination, and identify appropriate interventions to address implementation gaps. The activity likewise reinforced the importance of effective Physical BOSS operations for the Business Permit and Licensing System (BPLS) and Barangay Clearance Integration, consistent with applicable EODB policies and standards.

The celebration of the 35th Local Government Code Month begins with a renewed commitment to responsive, efficient, and people-centered local governance.

𝗨𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗗𝗲𝗰𝗲𝗻𝘁𝗿𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲

Decentralization redistributes power, authority, and resources from the national government to local units and other stakeholders. Under the Local Government Code, this takes three forms:

1️⃣ 𝗗𝗲𝘃𝗼𝗹𝘂𝘁𝗶𝗼𝗻 – Transfer of powers and responsibilities to LGUs so they can govern themselves.
2️⃣ 𝗗𝗲𝗯𝘂𝗿𝗲𝗮𝘂𝗰𝗿𝗮𝘁𝗶𝘇𝗮𝘁𝗶𝗼𝗻 – Shifting certain public functions to private entities, NGOs, and people’s organizations.
3️⃣ 𝗗𝗲𝗰𝗼𝗻𝗰𝗲𝗻𝘁𝗿𝗮𝘁𝗶𝗼𝗻 – Delegating functions from central offices to regional, provincial, or field offices, while authority remains with the national agency.

𝗦𝗲𝗻𝗮𝘁𝗼𝗿 𝗔𝗾𝘂𝗶𝗹𝗶𝗻𝗼 “𝗡𝗲𝗻𝗲” 𝗣𝗶𝗺𝗲𝗻𝘁𝗲𝗹 𝗝𝗿. is remembered as the 𝗙𝗮𝘁𝗵𝗲𝗿 𝗼𝗳 𝘁𝗵𝗲 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗖𝗼𝗱𝗲 𝗼𝗳 𝟭𝟵𝟵𝟭 (𝗥𝗔 𝟳𝟭𝟲𝟬).

𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗶𝗻𝗴 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲!

The 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗖𝗼𝗱𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 (𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟳𝟭𝟲𝟬) took effect on 𝗝𝗮𝗻𝘂𝗮𝗿𝘆 𝟭, 𝟭𝟵𝟵𝟮.

This landmark law reformed and decentralized the country’s system of governance, granting greater autonomy and authority to local government units (LGUs). By strengthening local autonomy, the Code enabled LGUs to become more responsive, innovative, and self‑reliant partners in nation‑building.

𝐀 𝐋𝐚𝐧𝐝𝐦𝐚𝐫𝐤 𝐢𝐧 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞!

The 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗖𝗼𝗱𝗲 𝗼𝗳 𝟭𝟵𝟵𝟭 (𝗥𝗔 𝟳𝟭𝟲𝟬) stands as one of the final landmark legislations under the administration of President Corazon Aquino.

Its journey through Congress took nearly five years, marked by extensive deliberations and debates. Finally, on 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟭𝟬, 𝟭𝟵𝟵𝟭, the Code was signed into law, just eight months before President Aquino stepped down from office.

This historic legislation empowered local government units with genuine autonomy, strengthening their role as partners in nation‑building.

Pursuant to 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝗶𝗮𝗹 𝗣𝗿𝗼𝗰𝗹𝗮𝗺𝗮𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟲𝟯, 𝘀. 𝟭𝟵𝟵𝟮 signed on 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮, 𝟭𝟵𝟵𝟮, 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗙𝗶𝗱𝗲𝗹 𝗩. 𝗥𝗮𝗺𝗼𝘀 officially declared:

🔸October as Local Government Month
🔸The second week of October as Local Government Week
🔸October 10 as Local Government Day

This proclamation honors the passage of the 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗖𝗼𝗱𝗲 𝗼𝗳 𝟭𝟵𝟵𝟭 (𝗥𝗔 𝟳𝟭𝟲𝟬), a landmark law that strengthened local autonomy and recognized LGUs as vital partners in nation‑building.

Let us celebrate the role of our local governments and communities in building a more open, innovative, and responsive Philippines.

𝗕𝗥𝗜𝗗𝗚𝗜𝗡𝗚 𝗡𝗘𝗘𝗗𝗦, 𝗕𝗨𝗜𝗟𝗗𝗜𝗡𝗚 𝗣𝗘𝗔𝗖𝗘:𝗥𝗖𝗦𝗣 𝟮𝟬𝟮𝟲 𝗧𝗼𝘄𝗻𝗵𝗮𝗹𝗹 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝗮𝗻𝗱 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗖𝗼𝗻𝘃𝗲𝗿𝗴𝗲𝗻𝗰𝗲

The Department of the Interior and Local Government (DILG) Capiz, through the Local Government Monitoring and Evaluation Section (LGMES), conducted the Retooled Community Support Program (RCSP) 2026 Townhall Session and Provincial Convergence on September 30, 2026, at Nesta’s Hilltop Hotel, Roxas City, Capiz.

The activity gathered more than 130 participants from the barangay, municipal, provincial, and national levels for a meaningful dialogue aimed at addressing community concerns, strengthening partnerships, and facilitating government convergence toward peace and development. Representatives from 25 RCSP beneficiary barangays composed of Punong Barangays, Barangay Secretaries, and Sangguniang Barangay Members on Peace and Order joined the session, along with representatives of the Local Chief Executives (LCEs) and Municipal Planning and Development Coordinators (MPDCs) from the municipalities of Dumarao, Jamindan, Maayon, Pontevedra, President Roxas, Sigma, and Tapaz.

Also in attendance were representatives from the Provincial and Municipal Governments, various National Government Agencies (NGAs), C/MLGOOs, and DILG Capiz personnel.

The Townhall Session provided a venue for the presentation, discussion, and prioritization of issues and concerns identified by the beneficiary barangays. It offered communities the opportunity to directly raise their needs to government partners and explore possible interventions and support. Beyond dialogue, the Provincial Convergence served as a bridge between community-identified priorities and available government programs, projects, and services fostering stronger linkages among LGUs, barangays, NGAs, and other stakeholders.

With more than 130 participants converging under one platform, the activity underscored the importance of a whole-of-government approach and meaningful community participation in translating identified needs into responsive interventions. From the voices of the barangays to the support of government partners, RCSP Capiz continues to unite stakeholders because sustainable peace and development begins with listening, converging, and acting together.
