๐๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐…๐ฅ๐š๐  ๐ƒ๐š๐ฒ ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ” || DILG Capiz joins the nation in commemorating the 126th Anniversary of National Flag Day, pursuant to Republic Act No. 8491, otherwise known as the Flag and Heraldic Code of the Philippines.

As we honor our National Flag, our enduring symbol of our freedom, unity, and patriotism, may we continue to uphold the respect and pride it deserves, inspiring every Filipino to strengthen love of country and national identity.

Republic Act No. 8491, Section 10, provides that: "The flag, if flown from a flagpole, shall have its blue field on top in time of peace and the red field on top in time of war; if in a hanging position, the blue field shall be to the right (left of the observer) in time of peace, and the red field to the right (left of the observer) in time of war.โ€

On March 25, 1936, President Manuel L. Quezon issued Executive Order No. 23, prescribing the technical description and specifications of the national flag.

The meaning of the symbols in the Philippine Flag was drawn from the Acta de la Proclamaciรณn de la Independencia del Pueblo Filipino, read in the original Spanish by Ambrosio Rianzares Bautista, War Counsellor and Special Delegate, during the historic declaration of Philippine Independence on June 12, 1898 in Cavite.

โ€œโ€ฆwhite triangle signifying the distinctive emblem of the famous Society of the โ€œKatipunanโ€ which by means of its blood compact inspired the masses to rise in revolution; the three stars, signifying the three principal Islands of this Archipelago- Luzon, Mindanao, and Panay where this revolutionary movement started; the sun representing the gigantic steps made by the sons of the country along the path of Progress and Civilization; the eight rays, signifying the eight provinces- Manila, Cavite, Bulacan, Pampanga, Nueva Ecija, Bataan, Laguna, and Batangasโ€”which declared themselves in a state of war as soon as the first revolt was initiated; and thecolors of Blue, Red, and White, commemorating the flag of the United States of North America, as a manifestation of our profound gratitude towards this Great Nation for its disinterested protection which it lent us and continues lending us.โ€

โ€œPADAC/PTF-ELCAC/POC 2nd Quarter Meetings 2026โ€

Governor Fredenil H. Castro led the successive conduct of the 2nd Quarter 2026 Provincial Anti-Drug Abuse Council (PADAC), Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC), and Provincial Peace and Order Council (PPOC) meetings on May 13, 2026, at the Hall of Governors, 3rd Floor, Provincial Capitol Building.

The meetings were attended by members of the different councils, respectively. Governor Fredenil H. Castro, as Chairperson of the councils, presided over the said meetings. The agendas presented included updates and situational reports from various National Government Agencies and the Provincial Government of Capiz, including the Department of the Interior and Local Government (DILG), Parole and Probation Office, Department of Education (DepEd), Philippine Army, National Intelligence Coordinating Agency (NICA), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Philippine Coast Guard (PCG), Philippine Drug Enforcement Agency (PDEA), and Technical Education and Skills Development Authority (TESDA).

Also present were Mateo Hachuela, Mayor of Dumarao, and Stephen Chris Openiano, Mayor of Cuartero, together with other representatives of the Local Chief Executives.

Anchored on the commitment to strengthen child-sensitive and inclusive governance, the activity served as a vital mechanism for assessing the performance of the 17 Local Government Units (LGUs) in Capiz in delivering child-friendly programs, policies, and services.

During the validation, LGOO V Rucel Mendoza, LGCDS Chief and CFLGA Provincial Focal Person, presented the tentative scores of the LGUs and presented the LGCDS-initiated โ€œ๐Š๐ˆ๐ƒ-๐…๐‘๐ˆ๐„๐๐ƒ๐‹๐˜ ๐™๐Ž๐๐„,โ€ an innovative platform designed to provide streamlined access to CFLGA-related documents, reference materials, and online resources, supporting a more efficient and transparent validation process. The PIMTF convened to ensure a comprehensive, objective, and evidence-based evaluation of LGU compliance with child-friendly governance standards. The validation team was composed of representatives from key partner agencies, including the DILG Capiz (LGOO V Rucel Mendoza, LGOO II Julie Belle De Pedro, and Atty. Irene Becares), Provincial Social Welfare and Development Office (Mr. Adrian Torreblanca), Provincial Health Office (Mr. Julius Vicson Dela Cruz and Ms. Josephine Moises), Provincial Planning and Development Office (Mr. Albert Porras), DepEd Capiz Division (Ms. Jhean Mae Grace Lingco), and CSO/NGO representative Ms. Anna Marie Albaladejo.

The CFLGA remains a significant national initiative that measures LGU performance in advancing child rights and welfare through responsive policies and programs. It continues to promote transparency, accountability, and efficiency in local governance while ensuring that every initiative is centered on the best interests of the child.

ONE FORMER REBEL RECEIVED AID FROM DILG E-CLIP PROGRAM

April 21, 2026: The DILG Capiz Provincial Office turned-over the cheques through Governor Fredenil H. Castro the DILG - Administered Package of Assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP). One (1) FR received the amount of Php 50, 000 for Livelihood Assistance and Php 15, 000 for Immediate Assistance. Also, the receiving unit (PNP-SAF) who facilitated the documentations of the Former Rebels from PNP-SAF received the cheque in the amount of Php 21, 000 for Reintegration Assistance.

The checks were awarded by Governor Fredenil H. Castro together with Cluster Head/LGOO VII Ruth Leda S. Alagban representing DILG Provincial Director Cherryl P. Tacda CESO V; PCpt Reymart C Acabo, Company Commander, 62nd SAC, PNP-SAF; 2nd LT Ricmar S. Aurellano (Inf) representing LTC Richard S Caliva INF (GSC) PA Battalion Commander 12th Infantry (Lick 'Em) battalion IB; PLT Sweleen D Pinalba representing Provincial Director PCOL Albert Tapulao of the Capiz Police Provincial Office; ECLIP Focal Person Mr. Adrian V. E-CLIP is one of many strategies of the government to obtain just and lasting peace social transformation, and inclusive development. This program is a basic need approach to administer financial assistance to Former Rebels (FRs) from the New Peopleโ€™s Army (NPA), Militia ng Bayan (MB), and Former Violence Extremists (FVEs) per Administrative Order No. 25 s. 2020. The program seeks to contribute towards achieving permanent and peaceful closure of all armed conflicts through the facilitation of the mainstreaming of FRs, MBs and FVEs, enhancement of capacities of Local Government Units (LGUs) and National Government Agencies (NGAs) in the implementation and sustainability of the program.
