๐‘๐จ๐ฑ๐š๐ฌ ๐‚๐ข๐ญ๐ฒ โ€“ The Provincial Budget Office (PBO), in coordination with the Provincial Planning and Development Office (PPDO), facilitated an orientation on the New Budget Operations Manual (BOM), 2023 Edition on March 5, 2024, at the Hall of Governors.

Aligned with Section 354 of the Local Government Code of 1991 and Article 426 of its Implementing Rules and Regulations (IRR), the session aimed to enhance budget preparation, authorization, ex*****on, and accountability in Local Government Units (LGUs). The Department of Budget and Management (DBM) developed the BOM to standardize budgeting processes and improve efficiency in financial management.

Familiarizing personnel with updates and improvements in the BOM was the primary focus of the orientation. Moreover, it sought to strengthen accountability and financial responsibility among departments and units.

Ms. Danica Bithao from Provincial Budget Office provided an overview of the New Budget Operations Manual, 2023 Edition, explaining significant updates and their implications on LGU financial procedures.

Meanwhile, EnP. Wilar C. de los Santos introduced additional compliance forms essential to the revised manual, including:
โ€ขLBP Form 4 โ€“ Office mandate, mission, major final output, performance indicators, and targets
โ€ขLBE Form 5 โ€“ Summary of financial and physical performance targets
โ€ขLBE Form 5A โ€“ Detailed financial and physical targets
โ€ขLBAc Form 3 โ€“ Quarterly physical report of operations
โ€ขLBAc Form 5 โ€“ Physical and financial performance evaluation form
โ€ขLBAc Form 6 โ€“ Monitoring of physical and financial accomplishments

These forms serve as tools in the updated budgeting framework by enhancing accountability, and evaluation of financial and physical performance in LGUs.

With efforts led by PBO and PPDO, this initiative is expected to enhance transparency, accountability, and financial management, leading to better governance and improved public service delivery.

๐‘๐จ๐ฑ๐š๐ฌ ๐‚๐ข๐ญ๐ฒ, ๐‚๐š๐ฉ๐ข๐ณ โ€“ The Provincial Development Council (PDC), under the leadership of Governor Fredenil H. Castro, convened on February 18, 2025, at the Hall of Governors to discuss crucial development programs aimed at driving Capizโ€™s economic and infrastructure growth.

The meeting focused on the Supplemental Annual Investment Programming (AIP) and provided updates on major infrastructure projects. These include the ongoing construction of the Capiz Provincial Capitol, the New Roxas Memorial Provincial Hospital, the Capiz Cultural and Sports Center, the Panay River Basin Integrated Development Project (PRBIDP), Multi-Purpose Evacuation/Convention Center, and the Capiz Circumferential and Coastal Roads Project dubbed as 'Hit 17 Birds with one stone'.

Atty. Joey B. Balatayo of Capiz State University also presented a proposal for the inclusion of Bachelor of Secondary Education major in English (BSED-English) as one of the priority courses in the province. This initiative seeks to align higher education offerings with the local labor market demand, equipping future educators with the skills needed for competitive employment opportunities.

Another agenda discussed during the meeting was the establishment of an Aquaculture Feed Mill Plant in Barangay Bahit, Municipality of Panay. The facility is projected to significantly cut aquaculture production costs by 60% to 70%, providing affordable and locally produced feed. The project is further supported by House Bill No. 7500, filed by Cong. Jane T. Castro et al., for appropriation of funds.

Facilitated by the PDC Secretariat, headed by EnP Wilar C. de los Santos, PPDC, the session was attended by the council members, including the Chairman of SP Committee on Appropriation, municipal mayors, planning and development coordinators, representatives from Civil Society Organizations (CSOs), and guests.

This effort is a critical part of the municipality's initiative to align its local development goals with the Provincial Development and Physical Framework Plan (PDPFP) 2023-2028, ensuring cohesive and sustainable progress.

The Capiz Provincial Government, through the Provincial Development Council (PDC), convened an emergency meeting today to address matters related to the Supplemental Annual Investment Plan (AIP) No. 3 for Calendar Year 2024.

The meeting, presided over by Governor Fredenil H. Castro, was conducted via Zoom and focused on the inclusion in the AIP of additional benefits for employees, such as the Gratuity Pay for Contract of Service (COS) and Job Order (JO) personnel, as well as the Service Recognition Incentive (SRI) for regular employees.
