The Capiz Provincial Government, led by Governor Fredenil H. Castro, through the Capiz Provincial Environment and Natural Resources Office (CaPENRO), successfully conducted the โEnhancing Community Safety through Capacity Development of Local Government Solid Waste Management Workers, Sorters, and Collectorsโ on May 13โ14, 2026.
In his welcome message delivered on behalf of Mr. Ronald Allan F. Cullo, EnP., ENR Officer, Mr. Wilmon C. Alinsangan emphasized the vital role of waste workers in maintaining clean and healthy communities. โKamo indi lang waste collector kag sorterโฆ kamo may dako nga papel ngaa malimpyo ang aton palibot!โ he stated, recognizing the contribution of SWM workers to public health, tourism, and environmental protection.
Mrs. Ma. Lyn Ronzales presented the rationale of the activity, emphasizing the importance of empowering SWM workers through continuous learning initiatives. Ms. Cherry T. Calapa-an also discussed the revisitation of Republic Act No. 9003, focusing on the roles and responsibilities of local government units in implementing effective solid waste management programs.
Meanwhile, Ms. Nidalyn P. Agsaluna, SWM Section Chief of EMB Region VI, discussed the Extended Producer Responsibility (EPR) Act of 2022 or R.A. 11898, including updates on R.A. 9003 and the importance of shared responsibility in waste reduction and recovery efforts. Engr. Joemarie Eugene Gonzalez also shared insights on Occupational Health and Safety for SWM workers, while interactive activities were conducted to strengthen teamwork, camaraderie, and active participation among the participants.
On the second day, participants conducted an educational visit to Justine Junkshop located in Brgy. Pakiad, Oton, Iloilo. Mr. Steven O. Segovia, General Manager of the facility, discussed various innovative ways to help mitigate waste problems and support LGUs in improving solid waste management practices through recycling and proper waste diversion initiatives.
The activity reaffirmed the Provincial Government of Capizโs commitment to promoting environmental sustainability, community safety, and the welfare of solid waste management workers who play a significant role in protecting the environment and maintaining cleaner communities.
