DENR-PENRO Capiz successfully facilitated an environmental restoration initiative following the investigation of an alleged illegal tree-cutting and land-clearing activity in Barangay Sta. Fe, Pilar, Capiz.

On June 23, 2026, DENR-PENRO Capiz received a formal complaint from Mr. Lyndorel "Glenn" Beup regarding the alleged illegal cutting of trees and land-clearing activities within a private property in Barangay Sta. Fe, Pilar, Capiz.

In response, the Monitoring and Enforcement Section (MES) of PENRO Capiz immediately initiated the necessary investigation. After an initial assessment, the investigation team conducted a ground verification and actual inventory of the remaining tree stumps on July 1, 2026, together with the authorized representative of the property owners, local officials, and other concerned stakeholders.

The investigation found that numerous trees had been cut within the property without a Tree Cutting Permit issued by the DENR. Following the submission of the Investigation Report, PENRO Capiz convened a technical conference with all concerned parties to discuss the findings and determine the appropriate course of action.

As an outcome of the technical conference, Vice Mayor Antonio Bargo and Ms. Judy Villanueva Beato, the authorized representative of the property owners, voluntarily committed to plant 1,000 seedlings as part of the environmental restoration effort in identified forestlands within the Municipality of Pilar.

The commitment was fulfilled through a tree-growing activity held in Barangays San Esteban and San Ramon, Pilar, Capiz, where a total of 400 native tree seedlings and 600 mangrove propagules were planted to help restore forest and coastal ecosystems.

This initiative underscores the value of cooperation among government agencies, local government units, private stakeholders, and the community in promoting environmental responsibility and protecting our natural resources.

DENR-PENRO Capiz continues to encourage the public to report environmental violations and remains committed to enforcing environmental laws while promoting restorative and community-based approaches toward environmental protection.

Roxas City, Capiz | July 31, 2026 โ€“ A critically endangered hawksbill sea turtle (๐ธ๐‘Ÿ๐‘’๐‘ก๐‘š๐‘œ๐‘โ„Ž๐‘’๐‘™๐‘ฆ๐‘  ๐‘–๐‘š๐‘๐‘Ÿ๐‘–๐‘๐‘Ž๐‘ก๐‘Ž) was successfully rescued at approximately 11:00 a.m. after becoming accidentally entangled in a fishing net in the coastal waters of Barangay Talon, Roxas City. Following a prompt assessment by the Department of Environment and Natural Resources (DENR), the marine turtle was confirmed to be in good health and was safely released back into its natural habitat at approximately 2:00 p.m. on the same day.

While on his way home from fishing, ๐Œ๐ซ. ๐€๐ซ๐ง๐จ๐ฅ๐ ๐๐จ๐ง๐ ๐š๐ฅ๐จ๐ง๐ญ๐š ๐๐ข๐ฌ๐œ๐จ๐ฏ๐ž๐ซ๐ž๐ ๐ญ๐ก๐ž ๐ฌ๐ž๐š ๐ญ๐ฎ๐ซ๐ญ๐ฅ๐ž ๐ญ๐ซ๐š๐ฉ๐ฉ๐ž๐ ๐ข๐ง๐ฌ๐ข๐๐ž ๐ก๐ข๐ฌ ๐Ÿ๐ข๐ฌ๐ก๐ข๐ง๐  ๐ง๐ž๐ญ. Recognizing the importance of protecting the endangered marine species, he immediately reported the incident to the Philippine Coast Guard (PCG), which promptly coordinated with the Department of Environment and Natural Resources (DENR) for immediate assistance.

Alcendera of the Philippine Coast Guard Sub-Station Libas, Roxas City, together with Barangay Councilor Junvan Aringo of Barangay Talon, Roxas City.

The field activity, conducted on July 30, 2026, was carried out in collaboration with the BS Fisheries students of Northern Iloilo State University (NISU) โ€“ College of Fisheries and with the invaluable support of the Barangay Local Government Unit of Barangay Agustin Navarra, under the leadership of Punong Barangay Danny T. Loberes.

The research aimed to document the spatial distribution, habitat condition, and current conservation status of the ๐ž๐ง๐๐š๐ง๐ ๐ž๐ซ๐ž๐ ๐†๐š๐ฉ๐š๐ฌ-๐ ๐š๐ฉ๐š๐ฌ (๐ถ๐‘Ž๐‘š๐‘๐‘ก๐‘œ๐‘ ๐‘ก๐‘’๐‘š๐‘œ๐‘› ๐‘โ„Ž๐‘–๐‘™๐‘–๐‘๐‘๐‘–๐‘›๐‘’๐‘›๐‘ ๐‘’), regarded as one of the Philippines' most threatened mangrove species. Through geospatial mapping and habitat assessment, the study seeks to generate baseline scientific information that will support biodiversity conservation, coastal resource management, and future environmental planning initiatives in the municipality of Ivisan.

Prior to the field assessment, the student researchers and participating NISU trainees underwent a technical orientation facilitated by DENR Capiz to ensure that standardized assessment methodologies and geospatial mapping procedures were properly understood and consistently applied during data collection.

During the field assessment, participants conducted a systematic inventory of Gapas-gapas stands by recording the geographic coordinates of individual trees using Global Positioning System (GPS) technology and mobile mapping applications. They also collected essential ecological data, including tree diameter at breast height (DBH), associated mangrove species, regeneration, habitat characteristics, substrate type, canopy condition, tree health, and observable threats affecting the species and its habitat.

The activity also provided the participating students with firsthand experience in biodiversity assessment and mangrove ecosystem monitoring, allowing them to apply classroom knowledge in an actual field setting while appreciating the ecological importance of mangrove forests and the role of science in environmental conservation.

DENR Capiz personnel emphasized that accurate geospatial information is essential in identifying priority conservation areas, monitoring threatened species, and guiding evidence-based management decisions. The generated spatial data and habitat assessment results are expected to contribute to future conservation strategies for Gapas-gapas, while serving as valuable reference materials for local government units, academic institutions, and environmental managers.

The active participation of the Barangay Local Government Unit of Barangay Agustin Navarra, led by Punong Barangay Danny T. Loberes, greatly contributed to the successful implementation of the activity. The support of the barangay government reflects the community's commitment to protecting its coastal ecosystems and conserving the remaining populations of this endangered mangrove species.

Through this collaborative initiative, DENR Capiz continues to strengthen partnerships with academic institutions, local government units, and local communities in promoting science-based conservation and environmental stewardship. The activity likewise reinforces the objectives of the International Day for the Conservation of the Mangrove Ecosystem by raising awareness of the ecological importance of mangrove forests, encouraging youth participation in biodiversity conservation, and generating scientific information that can support the long-term protection and sustainable management of the country's coastal wetlands.

The results of the study are expected to provide valuable baseline information on the distribution and habitat condition of Gapas-gapas (๐ถ๐‘Ž๐‘š๐‘๐‘ก๐‘œ๐‘ ๐‘ก๐‘’๐‘š๐‘œ๐‘› ๐‘โ„Ž๐‘–๐‘™๐‘–๐‘๐‘๐‘–๐‘›๐‘’๐‘›๐‘ ๐‘’) in Barangay Agustin Navarra. These findings will support future biodiversity monitoring, habitat management, restoration planning, and conservation initiatives aimed at ensuring the long-term survival of one of the Philippines' most threatened mangrove species and safeguarding the ecological integrity of Capiz's coastal ecosystems for future generations.

The Earth overshoots today.

In just seven months, we have depleted all the natural resources the planet can regenerate in a year. What should last 12 months is gone, leaving us in ecological debt.

From this day forward, we are operating in an ecological deficit, using more resources than the Earth can regenerate within the year. Forests shrink, oceans strain, and ecosystems are pushed beyond their limits. This is not just a date, it is a warning that our current path is unsustainable.

We cannot afford to keep living beyond the planetโ€™s means. The time to act is now. Delay overshoot. Restore balance. Protect our only home.
