The Department of Agrarian Reform Provincial Office (DARPO)-Capiz formally received and blessed a new Toyota Tamaraw unit under the Support to Parcelization of Lands for Individual Titling (Project SPLIT), strengthening its capability to deliver agrarian reform services across the province.

The vehicle is among the 24 Tamaraw units recently distributed nationwide by the Department of Agrarian Reform through the leadership of DAR Secretary Conrado Estrella III and Project Implementation Officer Undersecretary Jesry Palmares. The turnover forms part of the agencyโ€™s continuing efforts to enhance the operational efficiency of field offices implementing Project SPLIT.

The blessing ceremony was attended by OIC-PARPO II Alona D. Albances, marking the official acceptance and dedication of the vehicle for government service. The activity signified the officeโ€™s readiness to deploy the unit in support of field operations and program implementation.

With the addition of the Tamaraw unit, DARPO-Capiz is expected to improve its mobility and responsiveness, particularly in geographically isolated and disadvantaged areas. The vehicle will facilitate faster field validation, monitoring, and delivery of services to agrarian reform beneficiaries while supporting the sustained implementation of Project SPLIT activities throughout the province.

In observance of Republic Act No. 9849 declaring Eid al-Adha (Festival of Sacrifice) as a regular holiday, the Department of Agrarian Reform Provincial Office (DARPO) โ€“ Capiz joins our Muslim brothers and sisters in celebrating this sacred occasion of faith, sacrifice, and gratitude.

In line with the declaration, there will be no office duty and operations tomorrow, May 27.

Around 60 Agrarian Reform Beneficiary Organizations (ARBOs) across the province participated in the two-day Provincial Information Technology-Enabled Assessment System (IT-Easy) Orientation conducted by the Department of Agrarian Reform Provincial Office (DARPO)-Capiz at Nestas Hilltop and Restaurant, Roxas City, May 20-21.

Held in two batches, the orientation gathered ARBO representatives together with their Development Facilitator (DF) counterparts to strengthen their capability in implementing an effective monitoring and evaluation system.

The activity aimed to enhance participantsโ€™ understanding of ARBO development assessment and identify organizational gaps that would guide interventions to accelerate the progress of Agrarian Reform Communities (ARCs) and ARBOs.

Participants were also oriented on the proper organization and completion of documentary requirements needed before the conduct of assessments.

Representatives from municipalities in the first district attended the first batch on May 20, while participants from the second district joined the second batch on May 21.

The activity forms part of DARPO's continuing effort to strengthen the monitoring and evaluation of ARBO performance in the province through the IT-Easy system, which is expected to support the development of more responsive and data-driven interventions and programs for ARBOs.

Twenty-two members of Agrarian Reform Beneficiary (ARB) households who completed Plumbing NC I training received starter toolkits through a joint initiative of the Department of Agrarian Reform and Technical Education and Skills Development Authority (TESDA) held in Brgy. Poblacion, Mambusao, May 14.

The distribution of toolkits aimed to strengthen the technical skills and livelihood opportunities of the beneficiaries by providing practical equipment that may be used for local employment, small-scale enterprise, and possible overseas work opportunities.

In her opening remarks, Carlette A. Caldeo, MARPO of DARMO Mambusao, emphasized that the program goes beyond skills training as it also provides beneficiaries with the necessary tools to apply their competencies in actual livelihood pursuits.

Jerry N. Lacuarta, CTEC-Mambusao, encouraged the completers to pursue higher qualifications such as Plumbing NC II to further enhance their skills and expand employment opportunities.

Meanwhile, Jennifer Ruth M. Arcangeles, Senior TESD Specialist of PTC-Capiz, reminded the beneficiaries to properly use and maintain their starter toolkits as part of their continued growth as certified plumbing practitioners.

Also present during the activity were Kenneth B. Lavezora, Senior TESD Specialist- PO- Capiz, and other officials from TESDA and DARMO Mambusao.

Department of Agrarian Reform Provincial Office (DARPO)-Capiz, in coordination with the Bureau of Fire Protectionโ€“Roxas City, conducted a disaster preparedness awareness activity at the DARPO Conference Room.

PARPO II Alona D. Albances welcomed the BFP personnel and expressed gratitude for their continued assistance, particularly during Certificate of Land Ownership Award (CLOA) distribution. She also encouraged employees to listen and actively participate.

Invited as resource speakers were SFO1 Junemar Galve, FO3 Glenn D. Delaguna, BLS FO2 Christian Jerard F. Conlu, and BLS FO2 Patrick Glenn D. Delgado of BFP Roxas City.

The activity featured lectures and demonstrations on basic first aid and emergency response procedures, including cardiopulmonary resuscitation (CPR), proper wound management, choking response, stroke identification, and first aid for common accidents.

It aimed to equip employees with the practical knowledge and skills necessary to respond to workplace emergencies and disaster-related incidents.

To address survey-related delays affecting land title distribution, the Department of Agrarian Reform Provincial Office (DARPO)โ€“Capiz intensified the implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

DARPO-Capiz gathered SPLIT personnel and technical staff for an โ€œAddressing Survey Issues in Individual Land Distribution Folders (ILDFs)โ€ activity at Nestaโ€™s Hilltop Hotel and Restaurant, May 4.

Engr. Marbiegrace N. Calub set the tone of the activity through her opening remarks, outlining its rationale and the targets to be achieved.

Throughout the day, participants examined survey-related issues affecting the completion and validation of ILDFs, with emphasis on ensuring the accuracy and consistency of data for faster processing, registration, and distribution of individual land titles.

The initiative signals DARPO-Capizโ€™s shift from routine processing to targeted problem-solving, strengthening field-level coordination and reinforcing data integrity to accelerate land distribution.

With gaps addressed and systems refined, the agency moves closer to delivering timely land ownership, bringing long-awaited security and opportunity to agrarian reform beneficiaries across the province.
