REP. JOSE ALVAREZ SEEKS HOUSE INQUIRY ON SYSTEM LOSS CHARGES AMID GROWING PUBLIC CONCERN

Quezon City – As questions continue to circulate on social media about System Loss Charges in electricity bills, Congressman Jose Chaves Alvarez has filed a House Resolution 1249 calling for an inquiry in aid of legislation to determine whether the current system remains fair, transparent, and protective of consumers.

Alvarez said the inquiry is timely, especially with several measures now pending in the House that seek to abolish System Loss Charges altogether.

“Bago natin amyendahan o alisin ang system loss charges, kailangan munang marinig ang lahat ng panig at maipaliwanag nang malinaw sa publiko kung ano ba talaga ito at bakit ito bahagi ng electric bill,” Alvarez said.

He noted that many consumers remain confused about the charge, while conflicting information on social media has only added to the uncertainty.

Through the inquiry, Congress aims to hear from the Energy Regulatory Commission (ERC), transmission provider, distribution utilities, electric cooperatives, consumer groups, and other stakeholders to explain how System Loss Charges are computed, what costs are legally recoverable, and whether existing laws still provide adequate protection to electricity consumers.

“Ang gusto lang natin ay malinaw ang lahat. Kapag kumpleto ang impormasyon, mas makakagawa ang Kongreso ng tamang desisyon—isang desisyong makakabuti sa consumers habang tinitiyak din ang maayos at tuloy-tuloy na serbisyo ng kuryente,” he added.

The proposed inquiry will also examine whether current policies on recoverable system loss remain reasonable and transparent, and whether legislative reforms are needed to strengthen consumer protection while ensuring a reliable and sustainable power sector.

HOUSE ENERGY CHAIR ALVAREZ VOWS SWIFT ACTION ON PRESIDENT’S POWER COST REFORMS

House Committee on Energy Chairperson Jose C. Alvarez has pledged the full
commitment of the House Committee on Energy to fast-track the legislative measures necessary to implement President Ferdinand R. Marcos Jr.’s priority energy reforms
aimed at lowering electricity costs and expanding access to affordable and reliable power for Filipino households.

“The President has laid down a clear and compelling direction—to make electricity more affordable and ensure that more Filipino families have access to reliable and sustainable energy. The House Committee on Energy fully supports this agenda and stands ready to translate these priorities into concrete legislation,” Alvarez said.

Alvarez emphasized that the Committee will pursue the fastest available legislative
route to ensure the prompt passage of the President’s priority energy measures. He noted that the Committee has already approved on Third Reading several landmark bills that form part of the Administration’s Energy Legislative Agenda, including the Waste-to-Energy Act, Energy Storage Systems Act, Energy Regulatory Commission Restructuring Act, and the Biofuels Act.

The House Energy Chair likewise expressed strong support for the President’s proposal to eliminate the practice of passing system loss charges on to electricity consumers, saying that ordinary Filipinos should no longer bear costs beyond their control.

He also welcomed the proposed Sariling Kuryente Act, which seeks to remove
unnecessary regulatory and administrative barriers to the installation of rooftop solar
panels and battery energy storage systems, empowering households and businesses to
generate their own clean and affordable electricity.

According to Alvarez, several measures addressing system loss charges have already
been referred to the House Committee on Energy and are scheduled for deliberation.

Meanwhile, the Committee is currently consolidating and drafting a comprehensive version of the proposed Sariling Kuryente Act for filing in the House of Representatives. “The House Committee on Energy will continue to work with urgency and purpose to
pass these priority reforms. Affordable electricity is not merely an economic issue—it is a matter of improving the quality of life of every Filipino family, strengthening our
industries, and securing the country’s long-term energy future,” Alvarez said.

Alvarez reaffirmed that the Committee remains fully committed to advancing practical, consumer-oriented, and forward-looking energy policies that will support the President’s vision of a more energy-secure, competitive, and prosperous Philippines.
