REP. JOSE ALVAREZ SEEKS HOUSE INQUIRY ON SYSTEM LOSS CHARGES AMID GROWING PUBLIC CONCERN
Quezon City โ As questions continue to circulate on social media about System Loss Charges in electricity bills, Congressman Jose Chaves Alvarez has filed a House Resolution 1249 calling for an inquiry in aid of legislation to determine whether the current system remains fair, transparent, and protective of consumers.
Alvarez said the inquiry is timely, especially with several measures now pending in the House that seek to abolish System Loss Charges altogether.
โBago natin amyendahan o alisin ang system loss charges, kailangan munang marinig ang lahat ng panig at maipaliwanag nang malinaw sa publiko kung ano ba talaga ito at bakit ito bahagi ng electric bill,โ Alvarez said.
He noted that many consumers remain confused about the charge, while conflicting information on social media has only added to the uncertainty.
Through the inquiry, Congress aims to hear from the Energy Regulatory Commission (ERC), transmission provider, distribution utilities, electric cooperatives, consumer groups, and other stakeholders to explain how System Loss Charges are computed, what costs are legally recoverable, and whether existing laws still provide adequate protection to electricity consumers.
โAng gusto lang natin ay malinaw ang lahat. Kapag kumpleto ang impormasyon, mas makakagawa ang Kongreso ng tamang desisyonโisang desisyong makakabuti sa consumers habang tinitiyak din ang maayos at tuloy-tuloy na serbisyo ng kuryente,โ he added.
The proposed inquiry will also examine whether current policies on recoverable system loss remain reasonable and transparent, and whether legislative reforms are needed to strengthen consumer protection while ensuring a reliable and sustainable power sector.
