The Commission on Elections โ Cordillera Administrative Region (COMELEC CAR) has etched its name in history as the first regional office of the Commission on Elections in the country to be conferred the Bronze Award under the Civil Service Commissionโs (CSC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
This landmark achievement is the culmination of years of dedicated efforts to strengthen human resource management systems and institutionalize meritocracy, excellence, and innovation within the organization.
The conferment of the PRIME-HRM Bronze Award followed COMELEC CARโs successful attainment of all four Maturity Level II indicators covering Recruitment, Selection and Placement (RSP), Performance Management (PM), Learning and Development (L&D), and Rewards and Recognition (R&R).
COMELEC CARโs PRIME-HRM journey began in 2024 when it received Certificates of Recognition for meeting the Maturity Level II requirements in RSP and PM. In January 2026, the office completed the four required recognitions after receiving its final Certificate of Recognition in R and R.
In March 2025, COMELEC CAR underwent an on-site assessment for the PRIME-HRM Level II Accreditation Award conducted by the CSC Cordillera Administrative Region through its Policies and Systems Evaluation Division (PSED). The assessment evaluated the actual implementation of the agencyโs Human Resource Management systems, particularly in RSP and PM.
As a result of its compliance with the required standards, COMELEC CAR was granted the Accreditation Award through CSC Resolution No. 2500480 dated May 28, 2025.
The awarding ceremony was led by Civil Service Commission Cordillera Administrative Region (CSC CAR) Regional Director Fernando O. Mendoza and former Baguio Field Office Director Josefina S. Tamondong. It was attended by COMELEC Commissioner Nelson J. Celis, Regional Election Director Atty. Julius D. Torres, and other COMELEC officials and employees.
In February 2026, COMELEC CAR underwent another rigorous onsite assessment conducted. The assessment validated the officeโs implementation of L&D and R&R systems, as well as the active involvement of HR committees, supervisors, and employees in carrying out HR policies and processes.
Following a thorough review and validation process, COMELEC CAR was conferred the PRIME-HRM Bronze Award through CSC Resolution No. 2600709 dated May 13, 2026, making it the first COMELEC regional office nationwide to achieve this distinction.
