Our HISTORY

On December 9, 1954, President Ramon Magsaysay issued Executive Order No. 84, converting the barrio as a municipality of Saint Bernard. It was through the efforts of Leyte Governor Bernardo Torres that the conversion was made possible in response to the lingering clamour of the inhabitants for an independent and separate municipality from San Juan(Cabali-an). On February 17, 2006, a t

ragic series of mudslides killed approximately 200 residents, with a thousand and more people still missing, buried underneath the mud. New houses were built, and the people chose New Guinsaugon as the name of their village located near the town proper. Saint Bernard is a 4th Class municipality based on the income classification in LGUs, comprised of thirty (30) barangays with a recorded population of 25,252 people (NSO 2007). The Municipality of Saint Bernard is in the transition from a small historic town to mid-sized city on the Pacific section of the Province of Southern Leyte, which is shown to have potential growth in employment, recreation, and economy. The town’s major historic event was the 2006 Guinsaugon landslide and since then has been the focus of numerous studies through visits from various organizations locally and internationally. The assumption of a new local chief executive in 2007 focused on paradigm-shifting with the battlecry: From Tragedy to Resiliency which has been the core of Saint Bernard’s local governance up to the present. Livelihood thrives mainly on agriculture – that is, fishing and farming – and about 40% of micro, small and medium enterprises comprises the total economic environment of the town.

Daghang salamat, Mayor Edito L. Mulig.
