DSWD Region 8 Conducts Capacity Assessment for the PCRP in Saint Bernard

The Department of Social Welfare and Development (DSWD) Region 8, together with the KALAHI-CIDSS PCRP Technical Working Group, conducted a Capacity Assessment for the Philippine Community Resilience Project (PCRP) with the theme “Panahon ng Pagkilos” for the Local Government Unit (LGU) of Saint Bernard.

The team was warmly welcomed by Mayor Edito L. Mulig, together with Vice Mayor Jocelyn L. Bungcaras, MLGOO Jeana B. Olaer, and various LGU department heads and representatives.

The activity aimed to:

• Assess the readiness of municipal LGUs to implement the PCRP;
• Evaluate governance capacity, financial responsiveness, transparency, accountability, disaster resiliency, and local development planning; and
• Identify capacity gaps that will serve as the basis for providing technical assistance, training, and other forms of support to ensure the successful implementation of the project at the local level.

The PCRP is a new initiative under the KALAHI-CIDSS program focused on building resilience in poor communities.

The activity was attended by department heads and representatives from the Office of the Mayor, the Sangguniang Bayan, and uniformed personnel.

Hartley James A. Teves and LGOO II Randilou P. Uy, delivered their Legislative Observation Reports on October 9, 2025, during the Sangguniang Bayan regular session held at the SB Hall, Saint Bernard, under the guidance of MLGOO Jeana Olaer.

The apprentices were warmly welcomed by the body headed by Municipal Vice Mayor Jocelyn L. Bungcaras. During the privilege hour, LGOO II Atty. Teves and LGOO II Uy expressed their gratitude for the opportunity to witness and learn from the legislative proceedings, and shared their insights and observations gathered during their three-day attendance in the previous regular sessions.

A field documentation activity was conducted on September 4, 2025, for the Level III Water System Rehabilitation Project in Barangay Catmon, Saint Bernard, Southern Leyte, under the Local Government Support Fund (LGSF).

The activity was spearheaded by a team from the Office of Project Development Services (OPDS) of the DILG Central Office, in coordination with the DILG Regional Office and the DILG Southern Leyte Provincial Office.

As part of the documentation, the team interviewed members of the Sangguniang Bayan, the Punong Barangay, and several community constituents to gather insights and perspectives on the project.

Local officials and community members expressed optimism that the rehabilitated water system will continue to significantly enhance household access to potable water and support the overall development of the barangay.

DILG Saint Bernard Holds Capacity Development Analytic Workshop

DILG Saint Bernard successfully conducted the activity entitled “Empowering Saint Bernard through Capacity Development Analysis and Solutions” on August 28, 2025, at the SB Session Hall, Municipal Gym, Saint Bernard.

The activity was attended by various LGU department heads, officers and representatives from National Government Agencies, uniformed personnel, and Civil Society Organizations.

At the start of the program, SB Rito C. Cuaton delivered the welcome message on behalf of Mayor Edito L. Mulig.

MLGOO Jeana B. Olaer also addressed the participants, emphasizing the importance of the activity.

LGOO II Randilou P. Uy discussed performance and capacity, along with the six capacity pillars. This was followed by LGOO II Atty. Hartley James A. Teves, who presented the Top 5 performance gaps and the different analytical tools that were later applied in the workshop.

Participants were divided into five groups and actively engaged in the workshop using Causal Loop, SWOT, and PESTEL Analysis to examine internal and external factors affecting the identified gaps.

After the workshop, participants received certificates of appreciation for their active participation and support of the activity.

Atty. Ma. Eva G. Cabug-os delivered the closing message, expressing her gratitude for the presence and support of all participants. She also thanked DILG Saint Bernard for organizing such a meaningful initiative.

The activity was facilitated by LGOO II Atty. Teves and LGOO II Uy under the supervision of MLGOO Jeana B. Olaer, with the full support of LGU Saint Bernard through Mayor Edito L. Mulig. It formed part of their Capacity Analytics output for the LGOO's II and III Apprenticeship Program – Batch 59 of the Local Government Academy.

DILG Saint Bernard Conducts Empowering Saint Bernard through CapDev Analyis and Solutions on August 28, 2025 at SB Session Hall.
