Department of Labor and Employment (DOLE) Secretary Francis N. Tolentino signed Labor Advisory No. 13, Series of 2026, outlining the proper pay rules for employees who report for work during the declared holidays and special non-working day this August.
In line with the Marcos Jr. administration’s directive to uphold workers’ right and welfare, the issuance guaranteed workers of their rightful wages for special (non-working day) August 21 (Ninoy Aquino Day) and for the regular holidays on August 31, (National Heroes Day) pursuant to Proclamation No. 1006, Series of 2025.

DOLE Secretary Francis N. Tolentino has emphasized the importance of equipping young Filipinos with relevant skills, competencies, and workplace experience to help them become ready for the jobs of the future.

For 23-year-old Cristine C. “Tine” Ticot of Brgy. Balet, Babak District, Island Garden City of Samal, the DOLE JobStart Philippines Program became her stepping stone to employment.

As part of the 2025 JobStart batch, Tine started as a trainee at China Road and Bridge Corporation, initially assigned to the Laboratory Department. Her experience and determination eventually led to her absorption by the company. She was later transferred to the Safety Department, where she now works as a Safety Department Staff.

“Dako kaayo kog pasalamat sa JobStart kay gihatagan ko nila ug chance nga makatrabaho diri ug makatabang ko sa akong family in terms sa financial needs,” Tine shared.

Tine encourages fellow youth to join JobStart, describing it as a valuable opportunity to prepare for the future and find meaningful employment.

From JobStart trainee to employee, Tine’s journey shows how the right opportunity, paired with determination and hard work, can open the door to a brighter career.

Anchored on DOLE Secretary Francis N. Tolentino’s commitment to empowering Filipino youth through skills development, workplace exposure, and employment opportunities, the Government Internship Program (GIP) continues to help young people prepare for meaningful careers. One of them is 25-year-old Nikka Grace “Niks” Uy Verano of Brgy. Caliclic, Island Garden City of Samal, whose GIP experience from March to June 2026 became a stepping stone toward her career in public service.

Through the GIP Aral Program, Nikka gained valuable workplace experience, strengthened her confidence, and developed skills that helped prepare her for employment. Her journey eventually led to her absorption by the Department of Education as a Teacher I. “Naghatag siya ug confidence, naghatag ug skill-building opportunity,” Nikka shared, describing how GIP helped her grow and discover what she could contribute, especially to the youth.

From GIP beneficiary to DepEd teacher, her story reflects how investing in young people can turn opportunities into careers and potential into purposeful service.

For young Filipinos entering the workforce, having the right skills and workplace experience can make the difference between simply seeking a job and building a career. The JobStart Philippines Program, an initiative of the Department of Labor and Employment (DOLE), provides young jobseekers with career coaching, life skills and technical training, internship opportunities, and employment facilitation. DOLE Secretary Francis N. Tolentino has emphasized the importance of equipping the youth with relevant skills for both current and future employment opportunities.

For Lovely Jane “Labli” Relatado, 25, of Purok 2, Barangay San Antonio, Babak District, Island Garden City of Samal, JobStart became a pathway to employment and personal growth. After participating in the program from July to December 2025, she gained valuable workplace experience and developed skills in administrative work, communication, coordination, and professional responsibilities. Her dedication led to her absorption by China Road and Bridge Corporation, where she now works as an Administrative Staff. Starting with little knowledge of the job, Lovely discovered her capabilities, gained confidence, and found a stable source of income that allows her to help support her family. “I’m thankful sa JobStart kay naka-join ko ani nga program… Nisulod ko diri nga kompanya nga zero knowledge jud sa akong trabaho. Pasalamat ko kay tungod nila, na-discover nako nga kaya ra man diay nako ning mga trabahoa,” she shared.

Her journey demonstrates how JobStart can bridge the gap between being a young jobseeker and becoming a skilled, productive, and confident worker.

Anchored on the Department of Labor and Employment’s commitment to provide employment while responding to the needs of communities, DOLE Secretary Francis N. Tolentino has emphasized the role of TUPAD in creating meaningful work that benefits Filipino workers and their communities. As part of this thrust, TUPAD beneficiaries have been mobilized to support school improvement efforts under Brigada Eskwela.

A total of 100 TUPAD beneficiaries are currently deployed in various schools across the Island Garden City of Samal, helping improve school surroundings and support school-based initiatives.

During the monitoring conducted by DOLE XI – IGACOS Extension Office (DIEO) personnel, the team witnessed the visible transformation of the participating schools. Aside from cleaning and maintaining school grounds, some beneficiaries are also engaged in planting vegetables for the Gulayan sa Paaralan, contributing to a greener and more productive school environment.

Adding meaning to their work, some beneficiaries are parents of learners enrolled in the very schools where they are assigned, allowing them to directly contribute to a better and more conducive learning environment for their own children.

School principals and teachers expressed their appreciation for the program, recognizing the meaningful assistance it provides to both the schools and the beneficiaries.

DAVAO CITY — The Department of Labor and Employment (DOLE) XI successfully implemented the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program in support of the Department of Education’s (DepEd) Brigada Eskwela, deploying 13,622 beneficiaries to assist in preparing 1,365 public schools across the Davao Region for the opening of School Year 2026–2027. The initiative not only contributed to creating a safe and conducive learning environment for students but also provided temporary employment opportunities to disadvantaged and displaced workers through a total allocation of Php71,531,250.00.
The initiative was carried out in response to the directive of DOLE Secretary Francis N. Tolentino, who underscored that supporting education through employment opportunities for vulnerable workers forms part of the administration’s broader strategy to strengthen local partnerships, expand access to decent and productive work, and help ensure quality learning environments for Filipino students.
Since its implementation in June, the program has covered 1,365 public schools and 13,622 TUPAD beneficiaries across the region. A total of 610 schools, involving 5,783 beneficiaries, have already completed their TUPAD work activities, with Php30,376,500.00 in wages disbursed. Meanwhile, implementation continues in the remaining 755 schools, benefiting 7,839 workers, with a corresponding budget allocation of Php41,154,750.00.
Throughout the implementation period, beneficiaries carried out school clean-up and sanitation, repair and repainting of facilities, restoration of school fixtures and furniture, and landscaping and beautification activities.

Advancing Labor Secretary Francis N. Tolentino's directive to strengthen voluntary compliance through employer education and partnership, the DOLE Davao del Norte Field Office successfully conducted the 2026 Employers' Forum on Labor Laws Compliance on August 5, 2026 at Tadakuma Japanese Restaurant, Tagum City.

The forum gathered over 30 employers and company representatives from across the province whose establishments had recently undergone labor inspection, providing updates on key labor and employment policies, labor standards, occupational safety and health, and other compliance-related programs. The activity also served as a venue for dialogue, enabling employers to better understand their obligations while strengthening harmonious labor-management relations.
