Today, the City Assessor’s Office conducted appraisal and assessment activities for the newly constructed villas at Malipano Island, Pearl Farm Beach Resort, located in Brgy. Adecor, Kaputian District, Island Garden City of Samal.

This activity forms part of the office’s mandated functions in the appraisal and assessment of real properties, ensuring that newly developed properties are properly inspected, appraised, and assessed in accordance with existing laws, rules, and valuation standards.

The office continues to fulfill its commitment to accurate, fair, and updated real property assessment in support of the City’s revenue generation and effective property administration.

Please be informed that, in compliance with the Memorandum on energy conservation protocols, the City Assessor’s Office of the Island Garden City of Samal will adopt a 4-day onsite work schedule (Monday–Thursday, 8:00 AM – 5:00 PM), effective Friday, July 31, 2026.

The office will be closed onsite every Friday to reduce electricity and fuel consumption.

The City Assessor’s Office of the Island Garden City of Samal headed by 𝐄𝐧𝐠𝐫. 𝐉𝐨𝐡𝐧 𝐊𝐞𝐧𝐧𝐞𝐭𝐡 𝐃. 𝐄𝐧𝐮𝐦𝐞𝐫𝐚𝐛𝐥𝐞𝐬,𝐑𝐄𝐀,𝐄𝐧𝐏, proudly received a Plaque of Recognition from the Department of Finance – Bureau of Local Government Finance Regional Office XI during the BLGF REGATA XI Mid-Year Conference held on June 23–25, 2026 at Grand Regal Hotel, Davao City.

The award recognizes the office’s commendable performance in Growth in Taxable Assessed Value and Real Property Units, Schedule of Market Values (SMV) Preparation and Conduct of General Revision, and Reportorial Compliance for Fiscal Year 2025.

This recognition reflects the dedication, hard work, and commitment of the office in ensuring effective and efficient local assessment administration in support of good governance and sustainable local revenue generation.

The City Assessor’s Office headed by Engr. John Kenneth D. Enumerables, REA, EnP, has successfully submitted the Proposed Schedule of Market Values (SMV) to the Bureau of Local Government Finance (BLGF) Regional Office
in compliance with the provisions of Section 212 of Republic Act No. 7160, which mandates the conduct of a General Revision of Real Property Assessments and Classification every three (3) years.

This initiative is likewise aligned with Republic Act No. 12001, which aims to establish a just, equitable, and efficient real property valuation system throughout the country.

This submission is a significant step to ensure proper property valuation, equitable taxation, and a solid foundation for the continuous development and progress of our local government unit and community. We remain committed to performing our duties with accuracy, integrity, and excellent public service.

The two-day Public Consultation on the Proposed Schedule of Market Values (SMV) of Real Properties for the Island Garden City of Samal, held on March 12–13, 2026, marked a significant milestone in promoting transparency, accountability, and participatory governance in local fiscal administration. Spearheaded by Engr. John Kenneth D. Enumerables, REA, EnP, together with the dedicated officers and staff of the City Assessor’s Office of the Island Garden City of Samal, the consultation served as an essential platform for stakeholders, property owners, and community representatives to engage in meaningful dialogue regarding the proposed valuation framework for real properties across the island

This initiative underscores the critical role of public participation in shaping equitable and responsive local policies. By opening the proposed Schedule of Market Values to consultation, the City Government reinforces its commitment to ensuring that real property assessments remain reflective of prevailing market conditions while balancing fairness, economic growth, and the welfare of Samal’s constituents. Such collaborative processes are vital in strengthening public trust and in aligning local fiscal policies with the long-term development goals of the city, ultimately contributing to sustainable progress and improved public services for the island community.

The successful conduct of this program also reflects the collective dedication and professionalism of the teams behind its preparation and implementation. Special recognition is extended to the Tax Mapping Division, the Appraisal Division, and the Records Division of the City Assessor’s Office, whose meticulous groundwork, technical expertise, and administrative support ensured the accuracy, organization, and integrity of the data and processes presented during the consultation.
