🏛️ Four Day Work Week and Energy Conservation Measures Now in Effect

The Municipal Government of San Agustin, Surigao del Sur issues Executive Order No. 14 2026 adopting a Four Day Work Week Arrangement in full alignment with Memorandum Circular No. 114 on energy efficiency and conservation.

This policy strengthens the municipality’s commitment to efficient public service, responsible energy use, improved productivity, and the prudent management of government resources.

🕒 Official Work Schedule
Monday to Thursday
8:00 AM to 7:00 PM

The required forty hours of government service per week remain fully observed.

🏥 Uninterrupted Public Services
Essential and frontline offices including health services, emergency response, police, fire, sanitation, water operations, tourism, and social welfare will continue full operations to ensure continuous service delivery.

💡 Energy Conservation Compliance
All municipal offices shall implement strict energy saving practices consistent with Memorandum Circular No. 114, promoting responsible and sustainable use of electricity and public resources.

🪧 ARTICLE G — PERMIT FEE ON SIGNS, SIGNBOARDS, BILLBOARDS & ADVERTISEMENTS

📌 Section 3G.01 — Imposition of Fee
A license fee is hereby imposed on the installation of signs, signboards, billboards, and other outdoor advertisements at the following rates:

💰 Prescribed Fees
📝 Application Fee – ₱300.00

🪧 Billboards / Signboards (per sq. meter or fraction thereof)
🖼️ Single Face – ₱100.00
🖼️ Double Face – ₱200.00

📣 Other Forms of Advertisements (per sq. meter or fraction thereof)
🪧 Placards / Streamers – ₱100.00
🏢 Painted Signs on Buildings / Structures –

🧩 Mass Display of Signs
🔹 Below 10 signs – ₱500.00
🔹 11 to 20 signs – ₱700.00
🔹 21 to 50 signs – ₱1,000.00
🔹 51 or more signs – ₱1,500.00

🚗 Mobile / Airborne Advertisements
🚙 Vehicles, Balloons, Kites, etc. – ₱200.00 per day
📰 Leaflets, Flyers, etc. – ₱150.00 per day

💡 Electric or Neon Light Use
✨ Electric / Neon Billboard Lighting – ₱100.00 per month

🛑 Section 3G.02 — Exemption
Signs or advertisements displayed at the place of business or profession being advertised are exempt from the fees under this Article.

⏰ Section 3G.03 — Time of Payment
All fees must be paid to the Office of the Municipal Treasurer
before any sign, signboard, billboard, or advertisement is displayed or distributed.

🗂️ Section 3G.04 — Administrative Provision

Applicants must:
📝 File a written application with the Building Official
📐 Submit plans and description of the advertisement
📄 Present the approved permit to the Municipal Treasurer for payment

⚖️ Section 3G.05 — Penalty

Violations shall be penalized with:
💸 ₱1,000.00 to ₱2,500.00 fine, or
⛓️ 1 to 6 months imprisonment, or
⚖️ Both, at the discretion of the Court.

📌 Section 3H.01 — Imposition of Fee
All individuals, groups, or production companies conducting location filming within San Agustin shall pay the following fees per day:

🎥 Foreign Film – ₱10,000.00
🎞️ Local Film – ₱7,500.00
📺 TV Program Coverage – ₱5,000.00
📢 Commercial Advertisements – ₱3,000.00
📚 Documentary Film – ₱3,000.00
📹 Video Coverage – ₱1,000.00
🛸 Drone Filming – ₱1,000.00

💡 Extension of filming time requires payment of additional fee prior to approval.

⏰ Section 3H.02 — Time of Payment
Fees must be paid to the Office of the Municipal Treasurer
at least one (1) day before filming starts and upon application for the Mayor’s Permit.

🗓️ Provincial Ordinance No. 149‑25 (Series of 2025)

The Provincial Government grants a Tax Amnesty on Real Property Taxes and Special Levies for all unpaid obligations incurred prior to July 5, 2024, pursuant to Section 56 of RA 12001 (RPVARA).

✅ Coverage: All unpaid Real Property Tax and Special Levies before July 5, 2024
⏳ Deadline: Avail and pay until July 5, 2026

💡 Settle your Real Property Tax now while the amnesty is in effect and avoid penalties and surcharges.
