SAN AGUSTIN โ€” A Committee of the Whole Meeting was successfully conducted at the LGU San Agustin Session Hall on 25 May 2026 in support of the implementation of the PalengQR PH Plus program. The initiative aims to promote digital financial inclusion and encourage cashless transactions within the community.

The meeting was organized by the Local Government Unit (LGU) of San Agustin to facilitate discussions and garner support for the PalengQR PH Plus initiative. Representatives from the Bangko Sentral ng Pilipinas (BSP) Tuguegarao Branch and the Department of Trade and Industry (DTI) Isabela Provincial Office participated in the buy-in activity and presented the importance of adopting digital payment systems in the municipality.

The activity was attended by BSP Tuguegarao Branch representatives Mr. Emilson U. Jimenez, Administrative Services Officer IV, and Ms. Ma. Cristina B. Quilang, Bank Officer II, who discussed the significance of digital payment systems in enhancing accessibility, efficiency, and financial security for consumers and local businesses.

Representatives from the DTI Isabela Provincial Office also took part in the activity, led by Consumer Protection Division Chief Tessie Isidra A. Guitering and Trade-Industry Development Specialist (TIDS) Mel Mari Angelo P. Laciste. They expressed the agencyโ€™s support for the initiative and highlighted the importance of empowering micro, small, and medium enterprises (MSMEs) through digital innovation and financial inclusion.

During the meeting, members of the Legislative Body expressed strong support for the PalengQR PH Plus initiative, recognizing its potential to modernize local market transactions, improve financial inclusion, and provide more convenient and secure payment options for the community.

The PalengQR PH Plus initiative promotes the use of QR Ph-enabled payment systems among market vendors, transport operators, and consumers as part of the governmentโ€™s continuing efforts to build a more inclusive and digitally connected economy.

The activity reflected the commitment of the LGU San Agustin, BSP, and DTI Isabela Provincial Office to strengthen collaboration in advancing digital payment adoption and promoting convenient, secure, and efficient cashless transactions for the people of San Agustin.

Isabela, Philippines | The Department of Trade and Industry (DTI) Region 02, in partnership with the Department of Public Works and Highways (DPWH) Region 2 Office, successfully validated seven completed road projects under the Roads Leveraging Linkages of Industry and Trade (ROLL-IT) Program in the Province of Isabela. The inspection, conducted from April 27 to 30 with Junior Business Counselors (JBCs) from Negosyo Centers and local government engineers, highlighted the programโ€™s significant role in strengthening infrastructure support for key industries.

The validated projects span the municipalities of Sta. Maria, Gamu, San Mariano, and San Mateo, as well as Cauayan City, strategically connecting production areas to national and provincial highways. These include:

- 3.06-km Concreting of Access Road Connecting Poblacion 03 Road and National Highway in Support of the Pottery and Brick-Making Industry โ€“ Sta. Maria, Isabela
- 3.17-km Concreting of Brgy. Upi Road Connecting Rice and Corn Production Areas to the National Road Leading to Rice Milling Companies in Support of the Agribusiness Industry โ€“ Barangay Upi, Gamu, Isabela
- 2.11-km Concreting of Brgy. Upi Road Connecting Rice and Corn Production Areas to the Provincial Road Leading to Rice Milling Companies in Support of the Agribusiness Industry โ€“ Barangay Upi, Gamu, Isabela
- 2.31-km Concreting of Brgy. Dipusu-Daragutan West Road Leading to Rice and Corn Production Areas and the Bio-Ethanol Plant โ€“ San Mariano, Isabela
- 2.51-km Concreting of Barangay Daragutan West-Balagan Road Leading to Sugarcane, Rice, and Corn Production Areas Connecting to the Bio-Ethanol Plant โ€“ San Mariano, Isabela
- 6.51-km Concreting of Brgy. Baculod to Disimuray Road โ€“ Cauayan City, Isabela
- 2.41-km Upgrading of Gaddanan Road Connecting the Munggo Processing and Packaging Center to the National Highway in Support of the Agribusiness Industry โ€“ San Mateo, Isabela

Most of these projects have been completed and operational since 2023, continuously benefiting local industries and communities.

The ROLL-IT Program, a joint initiative of DTI and DPWH, aims to boost trade and logistics efficiency by improving road networks leading to priority economic and manufacturing zones. By enhancing access for the agribusiness and manufacturing sectors, the program strengthens industry linkages, supports local enterprises, and drives inclusive growth in the region.

As part of the implementation of the Invest in Bountiful Cagayan Valley Program 2.0, the Department of Trade and Industry (DTI) Region 2 successfully conducted Invest2Thrive: Catalyzing Regional Growth through Economic Zones and Investment Policies on 5 May 2026 via Zoom. The event gathered over 200 participants from local government units (LGUs), national government agencies, academe, and local businessmen across the region.

DTI R2 Regional Director Ma. Sofia G. Narag, CESO V, delivered the welcome remarks and emphasized that the initiative forms part of the agencyโ€™s continuing efforts to strengthening investment promotion and enhancing the capacity of the LGUs and stakeholders in positioning Region 2 as a competitive and investment-ready destination.

One of the key presentations was delivered by Mr. Ludwig O. Daza of the Philippine Economic Zone Authority (PEZA), who discussed how economic zones serve as growth engines by unlocking opportunities for LGUs and investors. He underscored the role of economic zones in attracting businesses, generating employment, and stimulating local economic development. Meanwhile, Atty. Niรฑo Roberto F. Aquino from the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) shared insights on advancing local economies through tourism enterprise zones and promoting tourism-related investments in the countryside.

Another significant discussion was delivered by Mr. Raphael A. Sanchez of the Board of Investments (BOI), who presented the latest investment policies, incentives, and strategic priorities in the Philippines. Participants were provided with updated information on government initiatives aimed at promoting strategic investments, improving the ease of doing business, and strengthening the countryโ€™s competitiveness in attracting both local and foreign investors.

The activity concluded with closing message from Acting Assistant Regional Director, Atty. Michael B. Paggabao, who encouraged stakeholders to sustain collaboration and innovation in building a more dynamic and investor-friendly environment in Region 2. Through initiatives such as Invest2Thrive, DTI Region 2 continues to strengthen regional investment promotion efforts under the Invest in Bountiful Cagayan Valley Program 2.0, while fostering partnerships that support sustainable and inclusive economic growth.
