Presided over by temporary presiding officer Hon. Kevin S. Sernatinger, the 12th Sangguniang Bayan held its 34th Regular Session on August 25, 2026, commencing at 9:00 a.m.

The session commenced with an opening prayer led by Hon. Alan S. Del Valle, followed by the singing of the Philippine National Anthem, the recitation of the PCL Creed, and the reading and adoption of the Minutes of the 33rd Regular Session held on August 17, 2026.

The session then proceeded with Privilege Hour and Question Hour, followed by the Reading of Letters and Communications from the Sangguniang Panlalawigan, including resolutions approving for review the Municipal Ordinance on Fire Safety Inspections and the Community Fish Landing Centers, as well as the application for accreditation of the Esperanza Fisherfolks Association and Condong Agrarian Reform Cooperative (CARCO). The body then moved to the Reading and Referral of Proposed Measures, which included an ordinance promoting organic farming across all thirty-eight barangays; resolutions requiring quarterly accomplishment reports from department heads; urging support for taro production and dried taro leaves processing; requesting service vehicles and food assistance from various agencies; authorizing the Mayor to enter into a Memorandum of Agreement with GCash for digital payment integration; and the review of Motorized Tricycle Operatorโ€™s Permit applications and barangay annual budgets.

The session also received various Committee Reports covering barangay annual and supplemental budgets, a request to hold a special cockfight, a Memorandum of Agreement with the Department of Agriculture for Farm-to-Market Road projects, the conduct of a public hearing on proposed ordinances, enhanced support for exited 4Ps households, the creation of plantilla positions, the institutionalization of the Municipal Education System, the SK Supplemental Budget for Barangay Carangag, and the approval of new and renewed Motorized Tricycle Operatorโ€™s Permits.

Under the Calendar of Business, the council conducted the Second Reading of the 2026 Revised Code of the Municipality of San Andres and the ordinance amending the rental rates for municipal farm equipment, which was referred for Third and Final Reading. Presided over by Vice Mayor Hon. Felix G. Romero Jr., the 12th Sangguniang Bayan held its 33rd Regular Session on August 17, 2026, commencing at 9:00 a.m.

The session began with an opening prayer led by Hon. Joal C. Cocjin, followed by the singing of the Philippine National Anthem, the recitation of the PCL Creed, and the reading and confirmation of the minutes of the 1st Special Session held on August 4, 2026 and the 32nd Regular Session held on August 10, 2026.

This was followed by the Privilege Hour, where the council discussed several concerns โ€” highlighting the suggestion of Hon. Jenor Sollegue, Committee Chair on Agriculture, to draft an ordinance imposing a total ban on the entry of hogs from outside the municipality as a preventive measure against African Swine Fever (ASF). The proposal was supported by the body, including Hon. Kevin Sernatinger, Hon. Alan Del Valle, Hon. Joal C. Cocjin, and Hon. Susan Flores, who noted that the measure could also present an opportunity for local and provincial hog producers to meet the municipalityโ€™s demand.

During the Question Hour, the Sangguniang Bayan conferred certificates of recognition and commendation to JO1 Danilo T. Gelito Jr. for being named Best Welfare and Development Officer, the San Andres District Jail for Best Custodial Unit under the 2nd Quarter CY 2026 Regional Gawad Penolohiya, PCPL Harold Kim P. Faner for exemplary public service, and the San Andres Municipal Police Station for outstanding performance in antiโ€‘illegal drug operations and public safety. Also raised during this portion was the request of SAVS "ANG PAGSIBOL" Coaches seeking support for their training.

The session then proceeded to the Reading of Letters and Communications, which included a resolution from the Sangguniang Panlalawigan enjoining the adoption of Provincial Ordinance No. 008โ€‘2021 or the Provincewide Health System pursuant to the Universal Health Care Act, a request for a special cockpit event, a request for new plantilla positions, and a proposed Memorandum of Agreement with the Department of Agriculture for Farmโ€‘toโ€‘Market Road projects. Thereafter followed the Reading and Referral of Proposed Measures, covering an ordinance on sanitation and discipline in public markets and slaughterhouse, resolutions seeking funding for solar street lights and school building construction, a resolution strengthening meat inspection regulations, a resolution urging port facility improvements, and matters on tricycle permits, supplemental budgets, and development plans.

Presided over by Vice Mayor Hon. Felix G. Romero Jr., the 12th Sangguniang Bayan held its 32nd Regular Session on August 10, 2026, commencing at 9:00 a.m.

The session began with an opening prayer led by Hon. Kevin S. Sernatinger, followed by the singing of the Philippine National Anthem, the recitation of the PCL Creed, and the reading and confirmation of the minutes of the 31st Regular Session held on August 3, 2026.

This was followed by the Privilege Hour, where the council discussed various concerns โ€” including the concern regarding African Swine Fever (ASF). The matter was referred to the Committee on Agriculture, which will conduct a committee meeting and prepare a resolution requesting the Sangguniang Panlalawigan for appropriate action.

The session then proceeded to the Reading of Letters and Communications, which included resolutions from the Sangguniang Panlalawigan including fund to support the local abaca industry, and two reviewing municipal ordinances on public safety and welfare. Also acknowledged were matters regarding supplemental budget, accreditation of community organizations, and endorsements of priority development projects for inclusion in the regional development plan.

Thereafter followed the Reading and Referral of Proposed Measures. These included measures to provide continued support and priority access to services for eligible households, to strengthen the municipal education framework, to seek medical assistance for vulnerable sectors, to support the construction of vital community facilities, to commend outstanding public servants and units for their recent recognitions, to promote inclusive programs for Persons with Disabilities, and to ensure continued access to essential health services. The council also acted on matters related to transport operations and the review of barangay budgets.

Under the Calendar of Business, the council approved on Third and Final Reading two measures: an ordinance promoting public order and safety regarding stray animals,an an ordinance establishing a comprehensive framework for the protection, preservation, and promotion of San Andresโ€™ cultural and historical heritage and an ordinance establishing the โ€œOne Graduate, One Tree, One Future: San Andres Green Legacy Program,โ€ which institutionalizes an environmental stewardship initiative encouraging graduating students to undertake tree-planting activities in partnership with educational institutions.

Other proposed measures were held in abeyance or scheduled for further deliberation in the next stage of the legislative process.

The session commenced with an opening prayer led by Hon. Sammy M. Dela Cruz, followed by the singing of Philippine National Anthem, the recitation of the PCL Creed and the reading of the previous minutes.

This was followed by the privilege hour, where the council discussed various concerns, particularly about the annual budget of several barangays, school policies, and concerns about the action being taken against illegal activities.

The session then proceeded to the reading of referral and proposed measures, during which the council deliberated on several ordinances and resolutions. The session commenced with an opening prayer led by Councilor Susan M. Flores, followed by the singing of the Philippine National Anthem by Ms. Hazel Torreja and the recitation of the PCL Creed.

The body then read and approved the minutes of the previous session. During the Question Hour, representatives from the Bids and Awards Committee (BAC) and Technical Working Group (TWG) were present to answer queries and provide necessary updates.

The council took note of the Sangguniang Panlalawiganโ€™s favorable review of the ordinance prescribing fees for the issuance of Certifications of Detention. They also adopted resolutions seeking funding for the construction of Barangay Wagdas Plaza and a lighthouse in Barangay Palawig, requesting assistance for fisherfolk safety and livelihood programs, and directing regular quarterly de-clogging of waterways across all barangays.

The 12th Sangguniang Bayan held its 24th Regular Session on June 15, 2026, at 9:00 A.M., presided over by Vice Mayor Hon. Felix G. Romero Jr. The session commenced with an opening prayer led by Councilor Andrew P. Facundo, followed by the singing of the Philippine National Anthem by Ms. Abigail G. Magno and the recitation of the PCL Creed.

After opening rites and approval of the previous sessionโ€™s minutes, the council held discussions with department heads โ€” including the Municipal Planning and Development Coordinator, Municipal Budget Officer, FICELCO Manager, and Municipal Health Officer โ€” for updates and clarifications on their respective mandates during Question Hour.

Among the communications received was a letter which endorsed a proposed Memorandum of Understanding (MOU) with Tabaco City to provide care and support for Children in Conflict with the Law and Children at Risk.

New proposed measures were also presented, including a resolution filed by Councilor Kevin S. Sernatinger. The measure requests the Municipal Disaster Risk Reduction and Management Office (MDRRMO) to organize a municipality-wide training on Basic Life Support and Standard First Aid for all barangay tanods, officials, and health workers across San Andresโ€™s thirty-eight (38) barangays. The body also took up applications for the renewal of Motorized Tricycle Operatorโ€™s Permit (MTOP) submitted by Mr. Demetrio S. Valeza of Barangay Sapang Palay and Mr. Ronnie D. Salazar of Barangay Codon.

Under Committee Reports, the body considered a proposed MOA with Bicol University and DOST, the 2026 SK Budget of Barangay Tominawog, and additional MTOP renewals.

For the Calendar of Business, an ordinance was taken up for Second Reading: "An Ordinance Localizing the Safe Spaces Act 2019 otherwise known as "Bawal Bastos Law"in the Municipality of San Andres, Catanduanes and Providing Penalties for Violations Thereof (Author: Councilor Joal C. Cocjin)

The session concluded after handling other matters and announcements.
