Congratulations to both teams!

Team Wolves emerged victorious in the first match, while Team Falcons bounced back to claim the second match in the SP Sportsfest volleyball games.

Both teams delivered exciting performances, showcasing teamwork, determination, and outstanding sportsmanship on the court. Well played, Wolves and Falcons! Best of luck as the competition continues.

🏆 The games begin! 🏆

The Sangguniang Panlungsod Sportsfest 2026 officially kicked off today at the City Auditorium, bringing together the officials and staff of the Sangguniang Panlungsod, together with the City Library personnel, in a celebration of teamwork, camaraderie, sportsmanship, and healthy competition.

The opening ceremony was led by Vice Mayor Christopher Paul S. Carmona, together with the Members of the Sangguniang Panlungsod, and with guests: Former councilors, Dr. Wilmer Yap & Mr. Mark Cui, Provincial Board Member, Hon. Mayvelyn Madrid and Mr Facundo Combate, Jr., OIC-City Sports Office. The festivities officially opened with the first sporting event—the Volleyball Tournament, where the friendly rivalry between Team Wolves and Team Falcons came alive.

‼️ Sangguniang Panlungsod Conducts Public Hearing on Proposed Tricycle Fare Rate Adjustment

The Sangguniang Panlungsod of San Carlos City conducted a public hearing today, August 5, 2026, on the proposed ordinance amending Ordinance No. 22-09, Series of 2022, which seeks to adjust the motorcab/tricycle fare rates for all areas under Zones 1, 2, and 3 in the City of San Carlos.

The proposal originated from the Federation of Tricycle Operators and Drivers’ Associations (TODA) and was formally endorsed by the Office of the City Mayor, Hon. Renato Y. Gustilo, to the Sangguniang Panlungsod for appropriate legislative action.

The public hearing was conducted through the Committee on Land Transportation, chaired by Hon. Jonie Uy, with the support of its committee members, Hon. Armando Laguda Jr., Hon. Joseph Mark Antonio, and Hon. Philip Gerard Maisog. It was attended by TODA presidents, barangay captains, representatives from the Land Transportation Office (LTO), the Business Permits and Licensing Office (BPLO), members of the media, representatives of concerned government offices, and the public.

City Vice Mayor Christopher Paul S. Carmona also attended the hearing, together with Sangguniang Panlungsod Members Hon. Gerardo W. Valmayor III, Hon. Rommel Debulgado, Hon. Victoriana Cabili, and Hon. Jeffrey Hidalgo.

The proposed amendment was prompted by the increasing costs of fuel and other basic commodities while also taking into consideration the government’s energy conservation initiatives under Memorandum Circular No. 114 issued during the administration of President Ferdinand R. Marcos Jr.

The public hearing provided stakeholders with an opportunity to present their views, recommendations, and concerns, reaffirming the Sangguniang Panlungsod’s commitment to transparency, inclusive governance, and meaningful public participation before the proposed measure is deliberated upon by the legislative body.

✨Sangguniang Panlungsod Participates in the e-Legis Reference System Caravan

The Sangguniang Panlungsod of San Carlos City participated in the e-Legis Reference System Caravan, today, July 31, 2026, at Nature’s Village Resort in Talisay City, organized by the Vice Mayors League of the Philippines (VMLP) National, under the leadership of its President, Hon. Maynard Bumanglag of Ilocos Norte and VMLP Negros Occidental Chapter, led by its President, the Vice Mayor of the Municipality of Pulupandan, Hon. Anthony Gerard Suatengco, and its Vice President, the Vice Mayor of Victorias City, Hon. Francis Frederick Palanca, in partnership with the Center for Local and Regional Governance of the University of the Philippines (UP-CLRG).

The e-Legis is designed for Vice Mayors, Sanggunian Members who chair the Committee on Laws, Sanggunian Secretaries, and Legislative Staff, it is a web-based repository of local legislation from local government units across the country, providing easier access to legislative resources and supporting more efficient legislative research, informed policymaking, and improved local governance.

The activity was graced by Cabinet Secretary Hon. Benhur Abalos, Jr. and Hon. Javier Miguel Benitez, Representative of the Third District of Negros Occidental. The lecture and demonstration of the e-Legis Reference System were facilitated by Mr. Reginald Ugaddan of UP CLRG-NCPAG.

Representing the Sangguniang Panlungsod of San Carlos City were Vice Mayor Hon. Christopher Paul S. Carmona; Chairperson of the Committee on Laws, Hon. Joseph Mark Antonio; Committee on ICT Member, Hon. Arthur Batomalaque; SP Secretary Ma. Cecilia Suzette Binghay; and SP Secretariat staff Ms. Maureen Talorong and Mr. Exar Sumbal.

Their participation reflects the Sangguniang Panlungsod’s commitment to embracing digital innovation, strengthening legislative processes, and continuously enhancing public service through technology, collaboration, and knowledge-sharing.
