2. Certificate of Indigency (for parent or guardian)
– Must be signed by the Punong Barangay
– Purpose must clearly state: for scholarship application
Alternative documents (if Certificate of Indigency is unavailable):
• Certificate of Tax Exemption, or
• Social Case Study issued by a registered Social Worker
3. One (1) 2×2 ID picture
4. Photocopy of School ID(if available)
5. One (1) long brown envelope
6. Accomplished TDP–TES Application Form

• Must be a Filipino citizen
• Must NOT be a recipient of:
• Tertiary Education Subsidy (TES)
• CHED Scholarship Programs (CSPs)
• Any national government-funded StuFAPs,
except FHE and AICs

CHED will be the one who will approve the qualified applicants for Allocation, once approved, they will give a heads up or confirmation once ready na for claiming ng mga qualified students.

FINAL DELIBERATION & INTERVIEW!
AYOS Kabataan Award & OSKARS 2026

Youth Organizations & Sangguniang Kabataan Councils of San Carlos had proved themselves as outstanding advocates of youth development with the panel interview and deliberation held at the Bulwagan, City Hall Building.

The Board of Panelists led by Atty. Teofilo J. Royulada Jr - City Legal Officer, Ms. Romarie P. Soriano, CLGOO - DILG San Carlos, Ms. Joanna Marie Menor, (Rep) DepEd San Carlos City, and Ar. Alexander Doria, LYDO, scrutinized their effective leadership capabilities and innovations and it's impact in their respective communities.

Who will be proclaimed as the Most Outstanding Sangguniang Kabataan Council and Youth Organization of San Carlos City?

It will be unveiled during awarding ceremonies on September 12, 2026 at the Arenas-Resuello Complex during the Culmination and Kabataan Night!

Good news, San Carlenean Film directors and actors! The Short Film Competition was extended due to the inclement weather brought by the Habagat's intense rains and its threats to provide ample time for our participants in accomplishing their entries.

Submission of entries will still follow the same guidelines.

Attention to all San Carlenean Youth artists and directors, unveil your creativity and talents in film-making with our LNK26 "SHORT FILM COMPETITION" with the theme: "Unspoken Struggles: Rethinking Student Behavior, Mental Health, and Healing.”

The competition aims to give student filmmakers a platform to explore the intersections of the timely mental health issues, behavioral challenges, academic pressure, and school violence. Objectives include promoting empathy, advocating for mental health support systems over punitive measures, and highlighting the importance of early intervention.

Open to all enrolled high school (Junior and Senior High) and undergraduate college students of San Carlos City. Teams may consist of 3 to 8 members from the same institution coming from the different secondary schools and universities / colleges provided that all members of the group are a bonafide residents of San Carlos.

Entries must be submitted via Google Drive link sent to [email protected] on or before August 21, 2026 at 11:59 PM.

LIFE CLASS 101: Leaders' Upgrade Sessions with the Lingkor na Kalangweran (Little City Officials) Batch 2026!

As part of the annual celebration of Linggo ng Kabataang San Carleneans 2026, Preparing leaders for LIFE! (Leadership, Integrity, Faith, and, Excellence) Sessions rolled-out to the Little City Officials Batch 2026 as they commence themselves with the different immersion activities brought to them, in partnership with the Every Nation Campus (ENC) - San Carlos City.

It was a productive discussion on how they can achieve another milestone of breaking through their leadership capabilities in serving their respective community better and effecient.

GREEN CANOPY: Tree-growing activity at Brgy. Palospos

The Local Youth Development Office, together with the Sangguniang Kabataan Officials, Lingkor Na Kalangweran (Little City Officials Batch 2026), 4H Club Federation of San Carlos City and Brgy. Officials of Brgy. Palospos, conducted its annual Green Canopy ~ a tree-growing activity on remote barangays of San Carlos.

The activity was part of the annual celebration of Linggo ng Kabataang San Carleneans 2026.
