The Department of Agrarian Reform (DAR) Region III, together with its Provincial Offices, held today a heartfelt Retirement Send-Off Program in honor of PARPO II Garland Leila A. Cuarteros, recognizing her years of dedicated service and meaningful contributions to the Department and to the agrarian reform beneficiaries she has served.
The program opened with a solemn invocation and the singing of the Philippine National Anthem rendered by the DAR Tarlac Chorale, setting a respectful and reflective tone for the occasion. Messages of appreciation were shared by Regional Director Atty. Eric Francis G. Luna and Assistant Regional Director Atty. Odgie C. Cayabyab, who both highlighted PARPO Cuarterosโ commitment, leadership, and the positive impact she has made throughout her career.
Fellow Provincial Agrarian Reform Program Officers (PARPOs) also took the opportunity to express their gratitude and share personal messages, recalling her professionalism, guidance, and the strong working relationships she built over the years.
One of the highlights of the program was the audio-visual presentation showcasing her journey in public service, capturing memorable moments, milestones, and her lasting contributions to the implementation of agrarian reform programs in the region. This was followed by the presentation of tokens of appreciation and the awarding of a plaque of recognition from the DAR Regional Office III and all Provincial Offices.
In her response, PARPO II Cuarteros shared her appreciation for the Department and her colleagues, reflecting on her years in service with gratitude and pride. Her message resonated with many, as she looked back on the challenges, achievements, and relationships that defined her career.
The program concluded with closing remarks from OIC-PARPO I Maria Teresa A. Mina, leaving everyone with a sense of appreciation for a career well spent in public service. The send-off served not only as a tribute, but also as a reminder of the lasting impact of dedication and commitment to serving others.
PARPO II Cuarteros dedicated three decades of her life in service at the Department of Agrarian Reform which began on April 15, 1989 as an Agrarian Reform Specialist at the DAR Central Office. By 2022, she officially became a full-fledged PARPO, serving as the PARPO for DAR Aurora in 2023 and PARPO for DAR Tarlac since 2024.
