Every milestone has a beginning. For the Schools Division Office (SDO) of City of San Fernando (P), It began with a commitment to redefine governance, leadership, and service into driving forces that create lasting impact for every learner while cultivating a culture of excellence.
On July 22, 2026, at Dusit Thani Manila, Makati City, SDO of San Fernando received the Performance Governance System (PGS) Initiation Gold Trailblazer Award, a distinction that recognizes organizations for embedding strategic governance, accountability, and continuous improvement into the way they serve. More than a symbol of achievement, the award stands as a testament to the Division's unwavering commitment to fostering an organization where excellence is embedded in every action and public service is continuously strengthened through innovation, accountability, and purposeful leadership for a meaningful and lasting impact to every learner.

Conferred under the Performance Governance System (PGS), the award recognizes organizations that successfully translate vision into measurable results through strategic planning, performance monitoring, accountability, and continuous improvement. For SDO City of San Fernando, however, this recognition is not simply about meeting governance standards, but a culmination of years of purposeful transformation.
The recognition marks a significant chapter in a journey that began in 2022 with STEP UP (Streamlining Transformed Efficiency through Professionalized and Unified Processes). More than a guiding mantra, STEP UP became the Division's commitment to strengthen systems, nurture leadership, and embrace the aspirations of Education 5.0 by creating learning environments that are innovative, future-ready, and responsive to the needs of the times which is now reflected in SCORE (Strategic Commitments for Outcomes, Results, and Excellence), the Division's 2025 Journal of Accomplishments. More than a compilation of programs and milestones, SCORE tells the story of how strategic intentions were transformed into measurable outcomes that benefit schools, educators, and, most importantly, learners.
Guided by visionary leadership, the steadfast support of Dr. Zipagan, and the collective dedication of teachers, school heads, division personnel, parents, learners, and partners, SDO City of San Fernando has strengthened governance systems, enhanced administrative services, improved curriculum implementation, and expanded learner-centered programs. Each milestone reflects a shared belief that lasting excellence is achieved through collaboration, innovation, and evidence-based action.
As the Division celebrates this milestone, it also renews its commitment to advancing instructional quality, strengthening partnerships, and sustaining learner-centered, inclusive, and equitable education. It reaffirms the institution's unwavering commitment to strengthening instructional quality, fostering meaningful partnerships, enhancing operational excellence, and ensuring that every learner receives inclusive, equitable, and quality education.
