Nakikidalamhati ang Sangguniang Panlungsod ng Lungsod ng San Fernando sa pamilya at mga mahal sa buhay ni former Ex-Officio Member, Vice President, Liga ng mga Barangay Geraldine “Denny” Ortega sa kanyang pagpanaw.

Lubos naming kinikilala at pinahahalagahan ang kanyang mga naging ambag at tapat na paglilingkod para sa kapakanan ng ating mga kababayan. Ang kanyang dedikasyon sa paglilingkod-bayan ay mananatiling bahagi ng alaala ng mga taong kanyang napaglingkuran.

Sa panahong ito ng pagluluksa, ipinapaabot namin ang aming pakikiramay at panalangin sa kanyang pamilya at mga mahal sa buhay.

The 𝐊𝐚𝐩𝐢𝐡𝐚𝐧 𝐬𝐚 𝐒𝐏: “From Waste to Worth: Innovative Collective Solutions for a Cleaner City of San Fernando” was held on September 3, 2026, at the Gregorio “Bunog” R. Hufano Session Hall, 4th Floor, Marcos Building.

The discussion brought together local government representatives, barangay leaders, community advocates, and other stakeholders to share practical, innovative, and sustainable solutions for waste management. The activity was attended by the Sangguniang Panlungsood Members: Hon. Leonardo R. Soriano - Committee on Environment Chairman and Hon. Ramon Laudencia - Committee on Environment Vice Chairman.

The session featured resource speakers and community partners including Engr. Larry Salas of the City Barangay Garbage Collection Section; Engr. Patrick Decena of the City Waste Diversion and Landfill Management Section; Mr. Erick Sta. Monica, Barangay Chairman of Barangay Pagdaraoan; Mr. Samuel P. Casugay, Kagawad of Barangay Lingsat; Ms. Marilou H. Madrid, Sangguniang Barangay Member of Dalumpinas Oeste and Deputized Enforcer, Barangay Safety Officer, and DOER’s Past President; Mr. Ogden Villanueva Jucutan, Founder/Proprietor of Rust & Piece Solutions; and Mr. Kurt Russel D. Marcial, President of LINK, 2025–Present.

Welcome remarks were delivered by Lucia Esperanza Ortega Valero on behalf of City Vice Mayor Hon. Pablo C. Ortega.

𝗣𝗿𝗶𝘃𝗶𝗹𝗲𝗴𝗲 𝗛𝗼𝘂𝗿:
Councilor Kyle Marie Eufrosito Y. Nisce raised the recurring flooding and road safety issue at Sevilla Elementary School in Barangay Sevilla, emphasizing the danger it poses to students, teachers, parents, and commuters. He recalled that the matter had already been formally raised on June 16, 2026, through Manifestation Tracking No. SP02426, and noted that funding for the construction of the school’s drainage system and access road had already been allocated in the 2026 city budget. He questioned the delay in implementation and called on the City Engineering Office to provide a transparent status report, including the reason for the delay, the status of the allocated funds, and a definite timeline for construction. He also urged the inclusion of the City Engineering Office, DPWH, CENRO, CDRRMO, and concerned barangays in reviewing and strengthening the City’s Drainage Master Plan. Finally, he called for a committee hearing with the concerned offices and barangays to develop immediate and comprehensive solutions to the flooding problem, stressing that the residents of Barangay Sevilla have waited long enough for action.

SP APPROVED: Procurement of Relief Goods and Care Kits

The Sangguniang Panlungsod has approved Appropriation Ordinance No. 2026-04, enacting Supplemental Budget No. 5 for Calendar Year 2026, providing ₱3,000,000 to cover the fund requirement for the procurement of relief goods and care kits.

Ngayong Agosto 31, 2026, nakikiisa ang Lungsod ng San Fernando sa paggunita ng Araw ng mga Bayani, isang makabuluhang araw ng pagkilala at pasasalamat sa mga Pilipinong nag-alay ng kanilang buhay, tapang, at paglilingkod para sa bayan.

Isinagawa ang seremonya sa Gregorio “Bunog” Hufano Session Hall, na dinaluhan nina City Mayor Hermenegildo A. Gualberto at City Vice Mayor Pablo C. Ortega, kasama ang mga miyembro ng Sangguniang Panlungsod: Hon. Kyle Marie Eufrosito Y. Nisce, Hon. Leonardo R. Soriano, Jr., Hon. Ramon F. Laudencia, Hon. Rodolfo M. Abat, at Hon. Samuel H. Jucar.

Nakibahagi rin sa paggunita ang mga kinatawan mula sa Philippine Navy, Veterans Federation of the Philippines, Armed Forces of the Philippines (Philippine Navy, Philippine Coast Guard, at Philippine Air Force), Uniformed Services (PNP, BJMP, at BFP), Free and Accepted Masons of the Philippines, Liga ng mga Barangay, Department of Education – Schools Division, Boy Scouts of the Philippines, gayundin ang mga opisyal at kawani ng Pamahalaang Panlungsod.

Pinangunahan ni City Mayor Hermenegildo A. Gualberto ang opening remarks, na sinundan ng makabuluhang 21-Gun Salute bilang maringal na pagpupugay sa mga bayaning nag-alay ng kanilang buhay para sa bayan.

Nagbigay naman ng closing remarks si City Vice Mayor Pablo C. Ortega, na nagbigay-diin sa kahalagahan ng pagpapanatili ng diwa ng kabayanihan sa pamamagitan ng tapat na paglilingkod at pagmamahal sa bayan.

Naging bahagi rin ng programa ang isang makabuluhang pagtatanghal mula sa Louisian Theatre, na nagbigay-buhay sa diwa ng paggunita at pagpupugay sa ating mga bayani.

Sa bawat Pilipinong naglilingkod nang buong tapang at malasakit—ang kanilang kabayanihan ay patuloy nating aalalahanin, igagalang, at isasabuhay.
