The NCDA Administrative Order No. 001, s. 2026, also known as the โInstitutionalization and Implementation of a Unified Persons with Disabilities Identification System,โ was issued that establishes a standardized guidelines for the issuance, verification, and centralized database management of identification cards for bona fide and qualified persons with disabilities nationwide.
The Unified Persons with Disabilities ID will create a centralized database system, eliminating fraud and duplicate IDs. It is intended to uphold the rights, dignity, and privileges of persons with disabilities. The guidelines specify that the ID will provide secure access to targeted support and promote inclusion and equity in schools and communities. The ID will be issued digitally and include a QR code for easy validation of privileges and benefits under existing laws.
Local Government Units (LGUs) are responsible for application/approval/issuance and distribution of physical Unified ID through their Persons with Disability Affairs Offices (PDAO) and/or Social Welfare offices. LGUs can print the digital ID if needed or requested. Mobile registration will support individuals in Geographically Isolated and Disadvantaged Areas (GIDAs), while assisted registration services will be provided for those unable to go to registration centers. The Unified ID was launched in a pilot program in September 2025 after training local workers in the UPWDIS system.
As of September 2026, 959 LGUs are trained and have connected their databases to the UPWDIS portal. A roll-out will take place in key provinces of Luzon and Visayas from September to middle of October 2026 to complete nationwide synchronization. Persons with disabilities seeking the Unified ID should visit their PDAOs or C/MSWDOs for registration.
