𝐓𝐰𝐨 𝐈𝐥𝐨𝐜𝐨𝐬 𝐒𝐮𝐫 𝐟𝐢𝐬𝐡𝐞𝐫𝐟𝐨𝐥𝐤 𝐚𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐢𝐨𝐧𝐬 𝐫𝐞𝐜𝐞𝐢𝐯𝐞 𝐭𝐢𝐥𝐚𝐩𝐢𝐚 𝐟𝐫𝐲 𝐟𝐨𝐫 𝐥𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐞𝐱𝐩𝐚𝐧𝐬𝐢𝐨𝐧

Two local fisherfolk associations in Ilocos Sur are expanding their aquaculture enterprises following the turn-over of 60,000 pieces tilapia fry under the Department of Agriculture–Bureau of Fisheries and Aquatic Resources (DA-BFAR) Region 1.

The beneficiary groups - Paratong Asenso Fisherfolk Association (PAFA) of Sta. Catalina and Tilapia Growers Association (TGA) of Lidlidda - each received 30,000 pcs. tilapia fry and 10 bags of starter aquafeeds from the BFAR-Regional Freshwater Aquaculture Technology Development Center (RFATDEC) in Paoay, Ilocos Norte.

Funded through the Special Area for Agricultural Development (SAAD) Program, the initiative aims to diversify community-based fisheries by shifting focus toward high-quality fingerlings production alongside traditional grow-out farming. Under the program's technical guidance, members will rear the fry to fingerlings size using recommended nursery management and feeding protocols. The harvested fingerlings will either stock the associations' own grow-out ponds or be sold to local fish farmers, creating a steady supply of affordable fingerlings within the province.

𝐁𝐅𝐀𝐑 𝐒𝐀𝐀𝐃 𝟏 𝐈𝐥𝐨𝐜𝐨𝐬 𝐑𝐞𝐠𝐢𝐨𝐧 𝐡𝐨𝐥𝐝𝐬 𝐭𝐡𝐞 𝐁𝐄𝐃𝐬 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐟𝐨𝐫 𝐅𝐘 𝟐𝟎𝟐𝟕

Strengthening its commitment to empowerment and sustainable fisheries development, the Bureau of Fisheries and Aquatic Resources- Special Area for Agricultural Development (BFAR SAAD) Ilocos Region team successfully conducted its two-day Regional Workshop for Budget Ex*****on Documents (BEDs) for the Fiscal Year 2027 on August 13-14 at Marand Family Resort, Baccuit, Bauang, La Union.

The two-day strategic convergence brought together key personnel from the Regional Program Management Support Office (RPMSO), the Provincial Program Management Support Office (PPMSO), and in a rare opportunity where the Presidents of various Fisherfolk Associations from the Region took part in the planning workshop for planned activities.

During the rigorous sessions, SAAD Focal and BFAR RFO1 Regional Director, Dr. Remely B. Lachica, provided strategic guidance, technical instructions, and critical evaluations of the presented sectoral programs to optimize resource utilization.

Wrapping up the strategic planning, SAAD Planning Officer Jeizel Nova Lagman provided the program summary, meanwhile SAAD Alternate Focal, Henry Q. Canlas Jr. delivered his closing remarks emphasizing the team’s shared commitment to accountability, timely ex*****on, and poverty alleviation across target fishing communities.

𝐁𝐮𝐫𝐚𝐚𝐧 𝐅𝐀 𝐬𝐚 𝐁𝐮𝐫𝐠𝐨𝐬, 𝐧𝐚𝐤𝐚𝐩𝐚𝐠𝐡𝐮𝐥𝐢 𝐧𝐠 𝟒𝟑𝟎 𝐤𝐢𝐥𝐨𝐧𝐠 𝐠𝐚𝐥𝐮𝐧𝐠𝐠𝐨𝐧𝐠 𝐬𝐚 𝐩𝐚𝐲𝐚𝐨

‎Muling nakapagtala ng matagumpay na ani ang Buraan Fisherfolk Association matapos makahuli ng 430 kilo ng galunggong mula sa kanilang payao (Fish Aggregating Device o FAD) noong ika-29 ng Hulyo 2026. Ang kanilang huli ay may kabuuang kita na ₱51,600, batay sa halagang ₱120 kada kilo, isang malaking ambag sa kabuhayan ng mga miyembro ng samahan.

‎Ang tagumpay na ito ay bunga ng sama-samang pagsisikap ng mga miyembro at ng suportang ipinagkaloob ng Bureau of Fisheries and Aquatic Resources – Special Area for Agricultural Development (BFAR-SAAD) Phase 2 Program sa pamamagitan ng payao intervention. Ipinakikita ng panibagong matagumpay na ani na ang mga programang pangkabuhayan ng pamahalaan ay may mahalagang papel sa pagpapalakas ng kita ng mga mangingisda at sa pagbibigay sa kanila ng mas matatag na pinagkukunan ng kabuhayan. Tunay itong sumasalamin sa adhikain ng programa—"SAAD, Kaagapay sa Maunlad na Buhay!"

‎Higit pa sa dami ng kanilang huli, ang tagumpay ng Buraan Fisherfolk Association ay patunay na ang payao ay isang epektibong interbensiyon na nakatutulong sa pagpapataas ng produksyon habang isinusulong ang responsableng pangingisda. Sa pamamagitan ng wastong pamamahala at pangangalaga sa yamang-dagat, patuloy na nagkakaroon ng mas maraming oportunidad ang mga mangingisda na mapabuti ang kanilang kabuhayan.

‎Ipinagkaloob ng Bureau of Fisheries and Aquatic Resources (BFAR) - Special Area for Agricultural Development (SAAD) Phase 2 program ang karagdagang input para sa kabuhayan ng tatlong samahan ng mangingisda sa lalawigan ng Ilocos Sur noong ika-30 ng Hulyo 2026.

‎Tumanggap ng tig-12,500 pirasong semilya ng tilapia ang LOTUTA BANGA Fisherfolk Association mula sa bayan ng Sugpon, Tilapia Growers Association ng Lidlidda, at Banat Taleb Fisherfolk Association ng Nagbukel. Bukod dito, nakatanggap din ang LOTUTA BANGA FA ng karagdagang 5,000 pirasong semilya ng hito upang mas mapalakas pa ang produksyon ng samahan.

‎Ayon kay G. Mark Lubuatan, miyembro ng LOTUTA BANGA FA, malaking tulong ang natanggap na interbensyon upang mapalakas ang produksyon ng isda at magkaroon ng mas matatag at pangmatagalang kabuhayan ang mga benepisyaryong mangingisda.

‎Ang pamamahagi ng mga semilya ay bahagi ng patuloy na suporta ng BFAR-SAAD upang mapanatili ang produksyon at mapaunlad ang pamumuhay ng mga benepisyaryo. Inaasahang makakapag-ani ng sariwang isda ang mga asosasyon sa loob ng ilang buwan, na magsisilbing karagdagang pagkain at mapagkukunan ng kita para sa kanilang mga pamilya at komunidad.

𝐏𝐚𝐠𝐬𝐚𝐬𝐚𝐧𝐚𝐲 𝐬𝐚 𝐩𝐚𝐠𝐩𝐚𝐩𝐚𝐭𝐢𝐛𝐚𝐲 𝐧𝐠 𝐬𝐚𝐦𝐚𝐡𝐚𝐧, 𝐢𝐬𝐢𝐧𝐚𝐠𝐚𝐰𝐚 𝐧𝐠 𝐁𝐅𝐀𝐑-𝐒𝐀𝐀𝐃 𝐬𝐚 𝐒𝐚𝐧 𝐈𝐥𝐝𝐞𝐟𝐨𝐧𝐬𝐨

Matagumpay na isinagawa ng Bureau of Fisheries and Aquatic Resources–Special Area for Agricultural Development (BFAR-SAAD) Phase II Program sa Ilocos ang dalawang araw na pagsasanay sa organizational strengthening para sa Samahan ng Busiing Norte Dapat Fisherfolk Association at Samahan ng Mangingisda ng Cen-sur FA sa San Ildefonso, Ilocos Sur noong huling linggo ng Hulyo 2026.

Layunin ng aktibidad na palakasin ang kakayahan ng dalawang samahan sa pamamahala, pamumuno, at organisasyon upang mapabuti ang kanilang operasyon, mapalakas ang partisipasyon ng mga kasapi, at mapatatag ang pagkakaisa ng kanilang mga miyembro.

Bilang bahagi ng pagsasanay, tinalakay ng mga kawani ng BFAR ang mahahalagang paksa hinggil sa mga layunin at estratehikong pagpapatupad ng SAAD Program, gayundin ang pag-oorganisa at pagpapakilos ng komunidad. Tinalakay rin ang mga pangunahing konsepto sa pamamahala, pamumuno, mabuting pamamalakad, at wastong pagsasagawa ng mga pulong. Binigyang-diin din ang kahalagahan ng pagtutulungan at pagkakaisa bilang pundasyon ng isang matatag at epektibong samahan.

Nagpaabot ng pasasalamat ang mga pinuno ng dalawang samahan at nangakong isasabuhay ang mga natutuhan upang higit pang mapaunlad ang kanilang mga organisasyon.

Ayon kay Edilberto Pascua, Pangulo ng Busiing Norte Dapat Fisherfolk Association, “Malaking tulong ito sa amin. Ngayon ay mas malinaw na sa amin kung paano patatakbuhin nang maayos ang aming samahan para sa kapakinabangan ng bawat kasapi.”

Sinabi naman ni John Revibes, Pangulo ng Samahan ng Mangingisda ng Cen-sur FA, “Salamat sa BFAR. Ang pagkakaisa at maayos na pamamalakad na itinuro ninyo ay dadalhin namin at isasabuhay sa aming pang-araw-araw na gawain.”

Sa pamamagitan ng mga ganitong inisyatiba sa ilalim ng SAAD Program, patuloy na isinusulong ng BFAR ang pagpapalakas ng mga organisasyon ng mangingisda upang maging mas organisado, matatag, at may kakayahang pangasiwaan ang kanilang mga gawain at itaguyod ang pangmatagalang kaunlaran sa sektor ng pangisdaan.

𝐂𝐎𝐍𝐆𝐑𝐀𝐓𝐔𝐋𝐀𝐓𝐈𝐎𝐍𝐒 𝐁𝐅𝐀𝐑-𝐒𝐀𝐀𝐃!

The Bureau of Fisheries and Aquatic Resources – Special Area for Agricultural Development (BFAR-SAAD) Program Phase II has been recognized as one of the top-performing locally funded projects by the Department of Agriculture - Special Projects Coordination and Management Assistance Division (DA-SPCMAD). For the first semester of CY 2026, the Program earned an impressive 97.56% performance rating under the Special Projects Monitoring and Evaluation Tool (SPMET), officially awarded during the Midyear Assessment held in Diliman, Quezon City last July 31, 2026.

This recognition reflects the teamwork and shared commitment of the Program's implementers, who continue to work hand in hand to keep the program moving forward. With this achievement as added inspiration, the team remains committed to excellence in implementation and firm in its mission: to help reduce poverty by advancing fisheries development initiatives that bring lasting, meaningful change to coastal and fisherfolk communities.
