SAN ILDEFONSO, Bulacan โ€” For decades, farmers and residents from the barangays of Gabihan, Basuit, and Sapang Putik struggled with rough and difficult road conditions that delayed travel, increased transport costs, and limited access to markets and essential services. Today, hopes for improved mobility and better economic opportunities are becoming a reality through the ongoing rehabilitation of the 5.18-kilometer Gabihan-Basuit-Sapang Putik Farm-to-Market Road (FMR) under the Department of Agriculture โ€“ Philippine Rural Development Project (DA-PRDP) Scale-Up in partnership with the Provincial Government of Bulacan.

As construction progresses, local farmers and barangay officials are taking an active role in ensuring the quality and transparency of the subproject through the Citizens Monitoring Tool (CMT) Training conducted by DA-PRDP Central Luzon on May 20โ€“21, 2026.

Through the CMT, community members are empowered to help safeguard the project by monitoring construction quality, promoting transparency, and fostering shared responsibility for the roadโ€™s long-term sustainability even after completion.

After a day of training on assessing compliance with design specifications, material quality, worker safety measures, environmental safeguards, and proper construction practices, the DA-PRDP Team guided the newly-formed Barangay Implementing Teams (BITs) to conduct an actual site monitoring activity where contractors presented ongoing construction works and expressed support for the community-led monitoring initiative.

Once completed, the Ph89.6-million FMR rehabilitation is expected to reduce travel time by about 25 percent, cutting travel from the farthest barangay of Sapang Putik to the town center from 38 minutes to 28 minutes. The improved road is also seen to reduce hauling costs and transport losses of agricultural products such as rice, mangoes, and ampalaya, helping farmers improve their income and increase savings while strengthening market access for local communities.

LLANERA, NUEVA ECIJA โ€” Aromatic rice farmers of the Villa Bar Primary Multipurpose Cooperative strengthened their role in community-led development as they participated in the Citizens Monitoring Tool (CMT) Training for the ongoing construction of their rice processing facility under the Department of Agriculture โ€“ Philippine Rural Development Project (DA-PRDP) Scale-Up on May 13, 2026.

The activity equipped cooperative members with the knowledge and skills needed to help ensure that the subproject is implemented according to approved plans, engineering standards, and timelines. Through the CMT, communities are empowered to take part in safeguarding project quality, promoting transparency, and fostering shared responsibility for the facility even beyond its completion.

During the training, participants learned to monitor on-site compliance with design specifications, material quality, worker safety, environmental safeguards, and proper construction practices, while also gaining orientation on contract review, documentation, and maintenance planning. They were likewise introduced to the Grievance Redress Mechanism (GRM) for raising subproject concerns and the DA-PRDP Applied Geotagging Tool (AGT), a mobile application used to document subproject progress through geotagged photos and videos for transparent and accurate reporting. .

Guided by the DA-PRDP Central Luzon Team, the participants conducted an actual site monitoring activity, where contractors presented ongoing construction works and expressed support for the community-led monitoring initiative.

The facility forms part of the cooperativeโ€™s Php65-million aromatic rice common service facility and marketing enterprise subproject aimed at improving the processing and marketing of locally produced aromatic rice in Llanera. Once operational, it is expected to directly benefit 40 aromatic rice farmers and 42 regular rice farmers while strengthening cooperative operations and expanding market opportunities for local producers.

OLONGAPO CITY, ZAMBALES โ€“ As part of the nationwide study for the Value Chain Analysis (VCA) for Yellow and White Corn, the Department of Agriculture โ€“ Philippine Rural Development Project (DA-PRDP), in partnership with the Development Academy of the Philippines (DAP), conducted a data gathering activity in Central Luzon on April 28โ€“29, 2026.

The activity forms part of the broader effort to assess the current condition of the countryโ€™s corn industry and identify strategic interventions that will strengthen the sectorโ€™s competitiveness, resilience, and market orientation.

To ensure the collection of robust and reliable data, DA-PRDP, through its I-PLAN component, and the DAPโ€™s Productivity and Development Centerโ€“Productivity Development Research Office (PDCโ€“PDRO), facilitated focus group discussions and key informant interviews with farmers, traders, feed millers, local government representatives, and other key players across the corn value chain.

The study seeks to establish a comprehensive, evidence-based framework that will guide policy formulation, investment programming, and development planning for the corn industry nationwide. It also aims to identify key production and market constraints, emerging opportunities, and priority interventions that can improve productivity, profitability, and market access for corn producers and stakeholders.

In Central Luzon, the corn industry remains vital to the regionโ€™s livestock and poultry sectors, particularly through yellow corn production. However, challenges such as changing weather patterns, limited post-harvest facilities, rising production costs, and insufficient local supply continue to affect the industry, underscoring the need for improved mechanization, grain drying facilities, and greater investments across the corn value chain to meet the growing demand from feed millers and livestock raisers.

Through the conduct of the VCA, DA-PRDP and its partners aim to generate critical insights that will help shape responsive programs and investments, ultimately contributing to a more competitive and resilient corn industry that can better support farmersโ€™ livelihoods and the countryโ€™s food security goals.

ANGELES CITY - Various agri-enterprises by farmer cooperative and associations (FCAs) took the spotlight during the Department of Agriculture - Philippine Rural Development Project (DA-PRDP) Central Luzon I-REAP Summit on April 29-30, 2026. The event aimed at strengthening agri-enterprises through partnerships, market access, and knowledge sharing.

The summit brought together FCAs, government agencies, financing institutions, and private sector partners to consolidate implementation lessons, showcase best practices, and connect FCAs to potential buyers, investors, and support institutionsโ€”reinforcing the DA-PRDPโ€™s commitment for inclusive and market-oriented rural development.

A major highlight of the event was the product exhibition, where participating FCAs proudly displayed their productsโ€”from processed food items to fresh agricultural produceโ€”demonstrating improved quality, packaging, and value-adding innovations supported by DA-PRDP interventions. The activity provided a platform for product promotion, direct engagement with buyers, and real-time feedback to enhance market competitiveness.

Beyond showcasing products, the summit highlighted capacity-building and enterprise sustainability, with sessions on cooperative protection, agri-processing innovation, and technology support underscoring the need for resilience and continuous improvement.

Financial inclusion also took focus, as institutions presented accessible credit and funding programs for cooperatives, alongside discussions on insurance and risk management to help safeguard farmer investments.

Participants also explored government procurement opportunities under the Sagip Saka Act, which enables direct sourcing from farmers and fisherfolk, expanding market access for FCAs.

A key highlight of the summit was the Market Matching activity, where FCAs engaged directly with institutional buyers from both the public and private sectors, including feeding program implementers and retail partners. The activity created concrete opportunities for supply agreements and long-term market linkagesโ€”bridging the gap between production and demand.

Throughout the summit, success stories from selected FCAs illustrated how strategic investments, strong organizational management, and market-driven approaches can transform smallholder groups into competitive agri-enterprises.
