Refer to Weather Advisory No. 28 issued at 11:00 AM today for the heavy rainfall outlook due to Tropical Cyclone OPONG and the Southwest Monsoon.
Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
โ€ข Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No 3.
โ€ข Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
โ€ข Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The Southwest Monsoon enhanced by OPONG, will bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):
โ€ข Today: Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Palawan, Visayas, Zamboanga del Norte, Misamis Occidental, Misamis Oriental, Camiguin, Caraga Region, and Davao Region.

A Gale Warning is in effect over the seaboards of Southern Luzon and Visayas and the western seaboard of Central Luzon. Refer to Gale Warning No. 3 issued at 5:00 AM today.

Up to very rough, high, or very high over the following coastal waters:
โ€ข Up to 9.0 m: The seaboard of Romblon.
โ€ข Up to 6.0 m: The seaboards of Batangas, Quezon, Oriental Mindoro, and Occidental Mindoro including Lubang Island, Marinduque.
โ€ข Up to 4.5 m: The seaboards of Zambales, Bicol Region, Calamian Islands, Cuyo Islands, Western Visayas, Negros Occidental, Bantayan Islands, Camotes Islands, Northern Samar, Eastern Samar, Samar, Biliran; the western seaboards of Cavite and Bataan; the northern and western coasts of Leyte; the northern seaboard of Cebu.
โ€ข Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:

Up to moderate seas over the following coastal waters:
โ€ข Up to 2.5 m: The seaboards of Surigao del Norte, Davao del Sur, and Davao Oriental; the remaining seaboards of Luzon and Visayas.
โ€ข Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Coastal Inundation
There is a moderate to high risk of life-threatening storm surge with peak heights reaching 1.0 to 3.0 m within 24 hours over the low-lying or exposed coastal localities of Bataan, Pampanga, Bulacan, Metro Manila, CALABARZON, Occidental Mindoro including Lubang Island, Oriental Mindoro, Marinduque, Romblon, Calamian Islands, Bicol Region, Northern Samar, Samar, Negros Occidental, Aklan, Antique, Capiz, and Iloilo. Refer to Storm Surge Warning No. 8 issued at 8:00 AM today for the details.
TRACK AND INTENSITY OUTLOOK
โ€ข It must be emphasized that heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to the hoisted Wind Signals (for direct wind threat of the tropical cyclone) and โ€œOther Hazards affecting Land Areasโ€ for more details. Furthermore, the track may still shift more to the north or to the south but within the limit of the forecast confidence cone.
โ€ข After making landfall over San Fernando, Romblon and Alcantara, Romblon at 8:10 AM and 9:20 AM today respectively, OPONG will continue moving west northwestward and may make landfall over the southern portion of Occidental Mindoro by noon or early afternoon today. It will emerge over the Mindoro Strait tonight and head towards the West Philippine Sea. On the track forecast, OPONG will exit our Philippine Area of Responsibility tomorrow (27 September) afternoon.
โ€ข OPONG will likely remain as a severe tropical storm until it emerges over the Mindoro Strait. Re-intensification is highly likely as OPONG moves over the West Philippine Sea.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

Please be advised on the extension of suspension of face-to-face classes until tomorrow, September 24, 2025, in the City of San Fernando for all levels in all public and private schools, as ordered by Mayor Vilma Balle-Caluag.

While in-person classes are suspended given the aftermath of the weather conditions, such as flooding in some areas, and the ongoing rains, the schools are allowed to conduct online or any alternative learning modality so as not to hamper student education.

As of this posting, the Tropical Cyclone Wind Signal and Orange Rainfall Warning have been lifted for the province of Pampanga but heavy rainfall is expected to prevail until September 24 due to Habagat, intensified by Super Typhoon Ragasa (formerly Nando).

PAGASA's 5:00 PM bulletin today, September 23, reported that Yellow Rainfall Warning has been raised over Pampanga.

All concerned requested to STAY INDOORS and follow the safety tips of health agencies to avoid any risks.

Barangay San Jose and the entire SK Council proudly congratulate Miko Santos, one of our very own and the whole Tikas Kapampangan team for becoming the Champions of NBLโ€“Pilipinas Season 2025 Governorโ€™s Cup!
