The National Irrigation Administration (NIA) in the Ilocos Region continues to strengthen its commitment to supporting farmers and safeguarding food security through climate-resilient irrigation strategies. In line with the directive of President Ferdinand R. Marcos Jr. to enhance agricultural productivity and build resilience against climate change, NIA remains proactive in ensuring that farming communities have access to reliable and sustainable water resources.

During the recent Kapihan sa Ilocos of the Philippine Information Agency (PIA), NIA Ilocos Regional Manager Engr. Geffrey Catulin highlights the agencyโ€™s ongoing initiatives to address the challenges posed by the anticipated El Niรฑo phenomenon and other climate-related risks affecting the agricultural sector.

To help mitigate the effects of prolonged dry conditions, NIA continuously implements adaptive measures such as adjusting cropping calendars, enforcing rotational irrigation schedules, and upgrading irrigation infrastructure through canal lining, desilting operations, and regular maintenance of irrigation systems.

These interventions optimize water distribution, improve irrigation efficiency, and ensure a more dependable supply of water for farmlands across the region.

By investing in climate-responsive solutions and strengthening irrigation services, NIA empowers farmers to sustain crop production, protect livelihoods, and contribute to the countryโ€™s food security goals.

These efforts underscore the agencyโ€™s vital role in building a more resilient and productive agricultural sector amid increasingly unpredictable weather conditions.

| Ilocos records nationโ€™s highest rating in healthy learning institutions evaluation

The Ilocos Region emerged as the top-performing region in the country in the 2025 Healthy Learning Institutions (HLI) School Assessment checklist, earning an overall score of 95.04% and demonstrating how strong school health systems contribute to better learning environments and improved learner well-being.

The recognition, announced by the Department of Health (DOH)-Ilocos Center for Health Development on June 2, positions the region as a model for integrating health promotion into educationโ€”an approach increasingly recognized as essential to improving learning outcomes and developing a healthy, productive future workforce.

Doctor Paula Paz Sydiongco, DOH Ilocos regional director, said the achievement reflects years of coordinated efforts among the health and education sectors, local government units, and communities to make schools safer, healthier, and more supportive for learners.

โ€œThis recognition proves that when health and education sectors work together with innovation, dedication, and shared accountability, we can create learning environments that truly protect and empower our children,โ€ Sydiongco said.

| NIA rolls out smart irrigation, water-saving tech to boost climate resilience

The National Irrigation Administration (NIA) is advancing climate-resilient agriculture by deploying smart irrigation systems and water-saving technologies aimed at improving water efficiency and safeguarding food production amid intensifying climate risks such as El Niรฑo.

As part of broader efforts to modernize irrigation systems and strengthen water security, NIA in the Ilocos Region is integrating artificial intelligence (AI)-enabled solar-powered pumps, climate-smart farming practices, and infrastructure upgrades to optimize limited water resources.

Engineer Geffrey Catulin, NIA Ilocos regional manager, said the agency is focusing on a mix of digital solutions and adaptive water management strategies to sustain agricultural productivity during dry spells.

โ€œWe are providing solar pumps equipped with artificial intelligence that can determine crop requirements and when water is needed. This eliminates the need for fuel and allows irrigation even in elevated areas that are difficult to reach,โ€ Catulin said during the Kapihan sa Ilocos of the Philippine Information Agency on June 4.
