A significant step toward sustainable community development was marked as the Department of Science and Technology Ilocos Region (DOST Ilocos Region) headed by Regional Director Dr. Teresita A. Tabaog, through DOST La Union, formally signed a Memorandum of Agreement (MOA) with the Local Government Unit (LGU) of San Gabriel and the Don Mariano Marcos Memorial State University (DMMMSU) for the implementation of the Community Empowerment through Science and Technology (CEST) Program.

The ceremonial signing, held at the Mayor’s Office in the Municipal Building, symbolizes the partners’ shared commitment to bringing science, technology, and innovation (STI) directly to the grassroots level through evidence-based community interventions.

Leading the signing ceremony were DOST La Union Provincial Director Mr. Jonathan M. Viernes; San Gabriel Municipal Mayor Hon. Lany B. Carbonell; San Gabriel Municipal Vice Mayor Hon. Ramolito A. Guinomma; and DMMMSU Vice President for Research, Development, and Innovation Dr. Angelina T. Gonzales.

The partnership aims to harness scientific advancements, technical expertise, and research-driven solutions to address pressing community needs, boost local livelihoods, and strengthen resilience against emerging climate and economic challenges. Through this meaningful collaboration, the partner institutions continue their commitment to making STI accessible, responsive, and transformative in building a more progressive and self-reliant community.

The Department of Science and Technology Ilocos Region (DOST Ilocos Region), through the leadership of Regional Director Teresita A. Tabaog, and DOST La Union headed by Provincial Director Jonathan M. Viernes, officially deployed an Automated Weather Station (AWS) in the Municipality of Sudipen, La Union on May 20, 2026, under the Community Empowerment through Science and Technology (CEST) Program to strengthen the local government unit’s capacity to monitor weather conditions and enhance disaster risk reduction and preparedness efforts.

Alongside the installation, a training on the operation, maintenance, and basic weather forecasting was conducted to ensure the proper utilization of the equipment. Serving as resource speakers were Mr. Edrussell S. Castillo, Project Technical Assistant II of the DOST Ilocos Region Disaster Risk Reduction and Management (DRRM) Unit, and Engr. Mark Louie A. Vergara, Weather Specialist II from Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST PAGASA). The activity was facilitated by DOST La Union CEST Staff Ms. Lovely Rose M. Gurion and Government Internship Program (GIP) personnel Ms. Cherrylene Marquez.

The activity was attended by personnel from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) and the Municipal Planning and Development Office (MPDO) of Sudipen. Municipal Mayor Hon. Wendy Joy A. Dengayan personally witnessed the installation, underscoring the local government’s strong support for science-based interventions that benefit the community. Also present from the Municipality of Sudipen were Vice Mayor Ariel L. Adviento and Sangguniang Bayan Member Rose Marie Belisoa.

The project is implemented under Project NaKaSaGaNa (Naglilinang sa Kahandaan sa Sakuna Gamit ang Napapanahong Teknolohiya), which focuses on empowering communities through science and technology to build resilience and improve disaster preparedness and response capabilities. Through this initiative, DOST demonstrates its commitment to bringing relevant technologies and capacity-building programs closer to local government units, ensuring safer, more resilient, and science-ready communities across the Ilocos Region.

Strengthening food safety practices and promoting quality assurance among local food enterprises continue as the Department of Science and Technology Ilocos Region (DOST Ilocos Region), under the leadership of Regional Director Dr. Teresita A. Tabaog and Provincial Director Jonathan M. Viernes of DOST La Union, conducted a food safety assessment at two local establishments, Halo-Halo de Iloko and Rufilitas Bakeshop, on May 6, 2026. The activity was led by Mr. Hero D. Galamgam, Professional Food Technologist, together with Ms. Sheryl Ann E. Balmadres of DOST La Union.

The assessment aimed to evaluate the establishments’ compliance with food safety standards, Current Good Manufacturing Practices (cGMP), and sanitation requirements, in alignment with Republic Act No. 10611 or the Food Safety Act of 2013. The team inspected key areas including production facilities, processing workflows, ingredient storage, personnel hygiene practices, and waste management systems.

This activity forms part of DOST La Union’s ongoing technical assistance program for local Micro, Small, and Medium Enterprises (MSMEs). By identifying areas for improvement and providing expert recommendations, the agency ensures that these food establishments produce safe, high-quality products suitable for wider market reach.

The results and recommendations from the assessment will serve as a guide for both enterprises to further upgrade their operations, strengthen quality assurance, and sustain consumer confidence in their products.

The Department of Science and Technology Ilocos Region (DOST Ilocos Region), under the leadership of Regional Director Dr. Teresita A. Tabaog, conducted a series of seminars on Food Safety and Current Good Manufacturing Practices (cGMP) for 10 Micro, Small, and Medium Enterprises (MSMEs) engaged in food processing across various municipalities in La Union. Spearheaded by Provincial Director Jonathan M. Viernes, the activity was held from May 5 to 7, 2026, to strengthen food safety compliance and improve manufacturing standards among local food processors.

The training was attended by business owners, operations managers, and production personnel, with the objective of ensuring regulatory compliance, standardizing product quality, and enhancing the market competitiveness of the local food sector. The sessions were facilitated by Mr. Hero D. Galamgam, Professional Food Technologist at the DOST Ilocos Region Regional Standard and Testing Laboratory (RSTL).

Aligned with Republic Act No. 10611 (Food Safety Act of 2013), covering critical areas including hazard analysis and identification, contamination control measures, personnel hygiene protocols, facility sanitation and maintenance, record keeping and documentation systems, and standard procedures for safe food handling and processing. The initiative supports DOST’s mandates on MSME development, quality assurance, and technology transfer.
